In this book, criminologist Joe Hermer explores how the dilemma of giving to someone begging today has become an unusual site of regulation, public inquiry and law reform. This book investigates why handing pocket change to someone begging is now widely viewed as a gift crime, one that attempts to make the giving public complicit in the policing and control of visibly poor people. Drawing on the historical insight that public feeling is a central problem of policing the vagrant beggar, the author examines how a quirky provincial experiment to stop people giving to beggars morphed into an unlikely movement across England. Hermer ranges widely in his analysis, with discussions of 'diverted giving' schemes, specialised police operations, activist efforts to repeal the Vagrancy Law, and begging-like activities such as busking, Big Issue vending and flag day collections. How did cognitive values—and subsequently moral, political, and social ones—come to be modelled around scientific values? In Civilization and the Culture of Science, Stephen Gaukroger explores how these values were shaped and how they began, in turn, to shape those of society. The core nineteenth- and twentieth-century development is that in which science comes to take centre stage in determining ideas of civilization, displacing Christianity in this role. Christianity had provided a unifying thread in the study of the world, however, and science had to match this, which it did through the project of the unity of the sciences. The standing of science came to rest or fall on this question, which the book sets out to show in detail is essentially ideological, not something that arose from developments within the sciences, which remained pluralistic and modular. A crucial ingredient in this process was a fundamental rethinking of the relations between science and ethics, economics, philosophy, and engineering. In his engaging description of this transition to a scientific modernity, Gaukroger examines five of the issues which underpinned this shift in detail: changes in the understanding of civilization; the push to unify the sciences; the rise of the idea of the limits of scientific understanding; the concepts of 'applied' and 'popular' science; and the way in which the public was shaped in a scientific image.

The reform of the Church of England in the first half of the nineteenth century was moulded considerably by the same pressures of industrialization, urbanization, and population growth that rapidly altered English society adn its institutions as a whole. The present work examines the responses of the episcopal leadership of the Church of England and Wales to the transformation of teh soceity to which they ministered. It considers primarily their social ideas and policies from teh decade preceding the French Revolution to the middle of the nineteenth century: from the period when a few bishops began to worry abotu the effectiveness of their abuse-ridden Church to the time when teh established Church, ecclesiastically reformed and spiritually revitalized, looked forward to evangelizing the multitudes who peopled the new age. The study concentrates on the attitudes and policies of those prelates installed in the years before 1783, between 1783 and 1812, between 1812 and 1830, and finally between 1830 and 1852. Professor Soloway also examines their social connections, showing the predominantly aristocratic nature of the Church's leadership in the eighteenth and nineteenth centuries. He emphasises the importance of the role of these men in guiding, administering and reforming the established Church in a period of unprecedented economic and social change.
