Book excerpt: In this research, we develop and apply an analytic procedure that estimates the amount of traffic congestion (vehicle hours of delay) that is caused by different types of accidents that occur on urban freeways in California. A key feature of this research is the development of a method to separate the non-recurrent delay from any recurrent delay that is present on the road at the time and place of a reported accident, in order to estimate the contribution of non-recurrent delay caused by the specific accident. Our analysis involves a case study of accidents that occurred on freeways in Orange County in 2001. The non-recurrent delay caused by the case study accidents is estimated based on inferred link speeds derived from loop data and a binary integer programming formulation to identify the temporal and spatial region affected by the accident. Computations of non-recurrent delay were successfully performed for 870 accidents that occurred on weekdays throughout the period of March through December 2001 on the six major Orange County non-toll freeways. A statistical model was estimated that describes non-recurrent delay as a function of day of week, time of day, weather, and the observable (e.g., from emergency calls and/or aerial or on-scene observation) characteristics of the accident.

Book excerpt: TRB's second Strategic Highway Research Program (SHRP 2) Reliability Project L07 has released a prepublication, non-edited version of an Analysis Tool for Design Treatments to Address Nonrecurrent Congestion: Annotated Graphical User's Guide Version 1.0. The guide is intended to assist users of the Microsoft-based Excel analysis tool. The analysis tool is designed to analyze the effects of highway geometric design treatments on nonrecurrent congestion using a reliability framework The tool can be used to analyze a homogenous segment of a freeway (typically between successive interchanges) by allowing users to input data about site geometry, traffic demand, incident history, weather, special events, and work zones. Based on these data, the tool calculates base reliability conditions which can be used to analyze the effectiveness of treatments by providing input data of the treatment effects and cost parameters. As outputs, the tool predicts cumulative travel time index curves for each hour of the day, from which other reliability variables are computed and displayed. The tool also calculates cost-effectiveness by assigning monetary values. Subsequent to the analysis tool's release, SHRP 2 Reliability Project L07 produced an Microsoft-based Excel demand generator as a supplement to the analysis tool.

One such policy is congestion pricing, under which drivers are charged a higher price for use of a highway at times or places with heavy traffic and a lower price in the opposite circumstances. This book explains how congestion pricing works, reviews the best available evidence on projects that make use of such pricing in order to assess the benefits and challenges of the approach, and discusses federal policy options for encouraging congestion pricing. Congestion pricing also can be linked to strategies to improve mobility by making alternatives to the private automobile, such as subways, buses or commuter rail service, more attractive during peak periods. The revenues generated by such pricing have sometimes been used to pay for improvements in public transportation systems. One year worth of data for a section of the northbound I-15 freeway in the Las Vegas metropolitan area is used for this study. The statistical model results indicate that the most significant predictor variables are the incident duration, number of lanes blocked, and the non-incident traffic density. Such analysis can be used for planning purposes and for evaluation of the overall performance of a freeway network, as well as for benefit-cost evaluation of incident management projects.
