Book excerpt: A Brookings Institution Press and Russell Sage Foundation publication Education is one of the largest sectors of the U.S. economy--yet scholars, educators, policymakers, and parents do not agree about what the money spent on education really buys. In particular, they do not agree on how much education improves children's ability to learn or whether the things children learn in school truly improve their chances for success as adults. If schooling increases how much students know and what they know does pay off later, then it is important to ask what schools can do to increase students' learning and earning. The essays in this book report estimates of the effects of learning on earnings and other life outcomes. They also examine whether particular aspects of schooling--such as the age at which children begin school, classroom size, and curriculum--or structural reform--such as national or statewide examinations or school choice--affect learning. Taken together, their findings suggest that liberals are correct in saying that more investment is needed in early education, that class sizes should be further reduced, and that challenging national or state standards should be established. But they also provide support for conservatives who ask for a more demanding curriculum and greater school choice. Contributors include John Bishop, Eric Hanushek, James Heckman, Christopher Jencks, Caroline Minter Hoxby, Fred Mosteller, and Christopher Winship.

Book excerpt: The substance and impact of state-level reforms related to student standards are presented by: (1) providing information on the currrent state of educational reforms aimed at raising student standards; (2) summarizing research designed to identify linkages between higher standards and student outcomes; (3) exploring the strength of relationships between higher standards and student outcomes; (4) examining trends among indicators associated with higher student standards; and (5) discussing data and methods available to those concerned with the relationship of higher educational standards to student outcomes. The first of four chapters briefly describes the range of state initiatives designed to achieve higher student standards and the problems associated with assessing their impacts, as well as the data available for examining student outcomes. Chapter 2 discusses the great variety of reform activities that have occurred at the state level between 1983 and 1990 and places them in a historical context. Chapter 3 looks at research on trends in student outcomes and linkages to school reform such as student course-taking patterns, the proportion of school time devoted to academic subjects, student achievement, and high school completion rates. The last chapter discusses issues associated with studying the impact of state reforms and suggests some analytical strategies that might be used to describe linkages between reforms and student outcomes. Three appendixes provide the following information: (1) minimum high school graduation requirements for standard diplomas: 1980 and 1990; (2) an overview of researching reform and student outcomes using selected databases; and (3) standard error tables. Each chapter tells the story of a case in rich detail, with extensive documentation, and in the voices of many of the participants-the innovators, the teachers, the students. Similarly, Volume 3 of Bold Ventures pre sents the results from case studies of five innovations in mathematics education. Volume 1 provides a cross-case analysis of all eight innovations. Many U.S. readers certainly will be very familiar with the name of at least one if not all of the science innovations discussed in this volume-for example, Project 206l-and probably with their general substance. Much of the education community's familiarity with these arises from the projects' own dissemination efforts. The research reported in this volume, however, is one of the few detailed studies of these innovations undertaken by researchers outside the projects them selves. Each of the five studies was a large-scale effort involving teams of researchers over three years. These teams analyzed many documents, attended numerous critical project meetings, visited multiple sites, conducted dozens of individual interviews. The team leaders (Atkin, Huberman, Rowe), having spent much time with science education over long careers, looked at these innovations through many lenses. It was a daunting task for each team to sift through the mountains of detail in order to bring the most compelling themes to the surface.
