As we shall see later, there is every reason for believing that throughout the vast regions of space in the solar system, and beyond, ordinary matter is absent, except in certain cases as thin atmospheres around the planets and stars; it is also known that the sensation which we call light is due to the fact that waves enter the eye; therefore, when one sees a star, one has evidence that waves have left the star and have crossed space void of ordi nary matter. There must be present, then, in this space a medium that can carry waves: it is called the ether (sometimes and its properties will be discussed more fully in what follows. Similarly, in order to explain many electrical and magnetic phenomena, it was necessary to assume the existence of a medium different from ordinary matter, and one of the great achievements of the last century was the proof that this medium was the ether. There is, moreover, at present no evidence of the existence in our uni verse of any other media than ordinary matter and the ether. This change of front is in accord with the general movement in education which seeks to give the subjects of instruction a more useful content, drawn from the social and industrial life of the time. Judged by this standard, the kind of physics which views the util ities from afar or ignores them altogether is discredited. But a word of caution is clearly in order. A new truth is never the whole truth. The older physics had much to commend it, despite the caustic criticisms of zealous reformers; for the most practical thing in the world is the foundation of pure science upon which applied sci ence rests. T o eliminate or minimize the fundamentals while attempting to teach their applications is not to pro vide a royal road to learning, but a fool's highway to pretentious ignorance. Pure and applied Science are equally essential to a well rounded course. The one alone is barren; the other, when not well founded in the first, is superficial, disconnected, and trivial. In 1898 a course of elementary physics and chemistry was introduced into the Code of the Education Department as a specific subject in which instruction could be given in the upper standards of elementary schools. The syllabus is divided into three parts, and the first of these is here dealt with. The course is well adapted for experimental work by indi vidual children, and, as it forms a satisfactory introduction to the study of science, it is suitable for the lower forms of secondary schools as well as for pupils in the upper standards of elementary schools. Every teacher now understands the importance of practical exercises in all scientific instruction, however elementary. Unfortunately, it is not as yet always possible to provide accommodation and apparatus sufficient to enable individual pupils to experiment. This difficulty has been borne in mind in designing the form of the following lessons, each of which is divided into two parts - the first consisting of instructions for the performance of simple experiments, the second of explanations of the principles taught by the practical work.
