Improving the quality of civil infrastructure in an increasingly hazardous environment has become a top priority. One of the predominant reasons that hurricanes and earthquakes become community disasters is the failure of civil infrastructure systems, also known as "lifelines", on which communities rely. An integrated approach is presented here to model the reliability, robustness, and resilience through the use of system-based models of performance. The models are based on empirical evidence of the ability of the underlying structural systems to provide essential infrastructure services to the community. The reliability and robustness are modeled through fragility functions, which are used to represent the probability of failure of a structure or lifeline system conditional upon a hazard or set of hazards. Traditional analyses of infrastructure performance have relied upon evaluating the effect of one hazard or demand variable such as wind speed or peak storm surge on the loss of structural capacity. This investigation suggests that multivariate distributions of the demand variables of wind speed, storm surge, and rainfall are important for the analysis of infrastructure performance. The resilience of a structure or lifeline system is characterized in part by an inoperability function that is modeled as the mechanical analog of the single-degree-of-freedom (SDOF) system. Interdependency is assessed first through previously derived input-output models of recovery to storm hazards and then significantly expanded. The combined fragility and resilience model framework derived here allows for the implementation of numerical simulations to predict system performance for various demand levels.

Risk assessment, therefore, has to be done over the entire system of CIs and should also include the social and personal impacts. According to a 2022 report, 80% of cities have been affected by significant climate change hazards represented by extreme heat (46%), heavy rainfall (36%), drought (35%), and floods (33%). The impacts of climate change, therefore, affect the complex system of the built environment and result in interrelated consequences at different scales ranging from single buildings to urban spaces and territorial infrastructures. Since it is not possible to reduce the severity of natural hazards, the main opportunity for lowering risk lies in reducing vulnerability and exposure. Vulnerability and exposure are related to urban development choices and practices that weaken the system’s robustness. This volume reviews recent insights from risk identification and reduction to preparedness and financial protection strategies and proposes new approaches for better CIs and built environment protection.

Over the years, CIs are becoming more complex and interconnected, they are all interdependent in various ways, including logically, functionally, and geographically. The interconnection between CIs results in a very complex and dynamic system which increases their vulnerability to failures. In fact, when an infrastructure is experiencing failures, it can rapidly generate a cascade or domino effect to impact the other infrastructures. Thus, identifying, understanding and modeling infrastructure interdependency is a new field of research that deals with interrelationships between critical infrastructure sectors for disaster management. In the present research project, an integrated network-based analysis system with a user-friendly graphic user interface (GUI) was developed for risk analysis of complex critical infrastructure systems and their component interdependencies, called FCEPN (Fragility Curve and Extended Petri Net analysis). This approach combines: 1) Fragility Curve analysis of the vulnerability of the infrastructure, based on predefined "damage states" due to particular "hazards"; 2) Extended Petri Net analysis of the infrastructure system interdependency to determine the possible failure states and risk values. Two types of Extended Petri Net, Stochastic Petri Net and Fuzzy Petri Net were discussed in this study respectively. The FCEPN system was evaluated using the Bluestone Dam in West Virginia and Huai River Watershed in China as the case studies. Evaluation study results suggested that the FCEPN system provides a useful approach for analyzing dam system design, potential and actual vulnerability of dam networks to flood related impact, performance and reliability of existing dam systems, and appropriate maintenance and inspection work.

A large number of research and policy studies have been conducted to develop methods to improve protection of critical infrastructure. One approach is to reduce the vulnerability of places and infrastructure systems through mitigation strategies that increase system resilience or resistance to the stresses imposed by disasters. Improving resiliency requires a system of systems approach because of its complexity. Critical infrastructure not only responds to the needs of society for the smooth daily continuation of activities, but also provides the basis on which society exists and relies. To address this complex problem a decision support system to develop critical infrastructure resilience strategies is needed. One such decision support system analyzes the problem using system dynamics. The Critical Infrastructure Resilience Decision Support System (CIR-DSS) developed in this research recognizes the impact of disasters including damage and disruption to critical infrastructure and loss of life. CIR-DSS development involves: (a) understanding the operations and management of critical infrastructure, (b) development of a framework to capture these processes, (c) development of the model framework, (d) development of the model, (e) development of the model?s interface, and (f) the communication of the model results including risk and a cost benefit analysis of alternative strategies. A case study is used to test and validate the approach of the CIR-DSS framework. The CIR-DSS development takes advantage of existing software such as Geographic Information Systems (GIS), Hazards U.S. Multi-Hazard (HAZUS-MH), a tool to assess the impacts of natural hazards, and Structural Thinking, Experiential earning Laboratory with Animation (STELLA), a tool to build Systems Dynamics models. The case study used to test and validate the CIR-DSS approach is based on a real disaster that occurred in Sussex County, Delaware in 2006. The case study demonstrates: (1) the wide range of data and resources required in supporting decision making, (2) how the concepts can be integrated into a decision support systems and (3) the insights gained in using system dynamics to structure this CIR-DSS complex problem.
