Book excerpt: The Economic and Monetary Union (EMU) is an event of historic proportions with far-reaching implications in the years to come. The essays in this collection provide an analysis of several theoretical and policy issues associated with these implications. They are organized under four broad issues. Firstly, the likely consequences of the euro for the international monetary system is analyzed, and its role as an international currency and the level and long-run volatility of its rate of exchange against other major currencies is explored. Secondly, the potential long-run impact of the EMU on European capital markets, diversification opportunities, and the analytical framework for equity and fixed income analysts are explored. Thirdly, macroeconomic policy issues resulting from the institutional design of EMU are investigated. Finally, the possible impact of EMU on countries outside the euro area is discussed, particularly on countries in Central and Eastern Europe, in the Mediterranean basin, in Africa, and in the Middle East.

Book excerpt: On January 1, 1999, 11 of the 15 member countries of the European Union(EU) entered the third and final stage of European Economic and Monetary Union (EMU). Notwithstanding some minor and quickly resolved problems in the TARGET payments system and some volatility in overnight interest rates, the introduction of the euro was smoother than many observers had previously expected. For the world economy, the euro's launch was the largest change to the international monetary system since the breakdown of the Bretton Woods system in the early 1970s. This paper gives an overview of the contributions to the conference EMU and the Outside World, which was held at the Swiss Federal Institute of Technology (ETH) in Zurich on December 11, 1998, i.e., on the eve of the final stage of European Economic and Monetary Union (EMU).

Available in PDF, EPUB and Kindle. Book excerpt: Banking Regulation and World Trade Law concerns the legal aspects of the interaction between banking regulation and international trade in financial services. The author studies the internal banking market of the European Union, the liberalisation of financial services trade in the World Trade Organization, the accords of the Basel Committee on Banking Supervision and the European Central Bank. The book focuses on the balancing between banking regulation and international trade law. It discusses discrimination and proportionality in national banking regulation, the allocation of prudential regulation and supervision between home and host country, and international financial law-making. The author questions decentralised/nation-based banking regulation and supervision as a foundation for a sustainable liberalisation of international trade in financial services. The book considers various reforms of the international financial architecture, such as the incorporation of the Basel processes and accords into the WTO system, and the setting up of new international institutions by building on the Basel Committees or the IMF structures. The role of central banking in designing the international financial architecture is also explored: the book reviews the ECB's competence over foreign exchange policy and its function as lender of last resort, and treats price stability, banking soundness and representation as critical concepts. The analysis also reveals that the concept of 'prudential', despite its extensive use in banking regulation, has not been defined with adequate precision. In seeking to delineate the interface between international economic law and banking regulation, Dr Panourgias builds on the rich European scholarship on institutional financial issues and the US interdisciplinary approach to world trade law. He also entertains the notion of international financial law as a distinct field. The book will be of particular interest to those concerned with financial law and international banking.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyses Switzerland’s European policies using the concept of differentiated European integration, providing a new and original perspective on the country. This analytical approach focuses on the similarities between Switzerland's EU policies and the integration of EU member states. The latter have often been the focus of research as Switzerland is the last Western European country not to have become a member of the European Union (EU) or the European Economic Area (EEA). The book claims that Switzerland’s position on the European integration map is different in terms of degree from many EU member states, but not different in kind. The cornerstone of the book is new empirical data quantitatively measuring Switzerland’s differentiated integration during the period 1990 – 2010. The data rely on the sectoral agreements Switzerland concluded with the EU and the voluntary incorporation of EU law into domestic legislation. The book shows, among other findings, that over time Swiss European policies have begun to resemble integration policies and that the more they did so, the more dynamically they evolved.

Book excerpt: As part of its EU strategy, the Swiss government commissioned several research projects covering the most important aspects of economic integration. Given the interesting results and the wealth of methods used in these studies we decided to organize a conference on the topic of 'The Economic Impact of EU Membership on Entrants: New Methods and Issues". The idea was to use the work on Switzerland as a case study for discussing modern approaches on how to assess the economic effects of joining an integration zone. This seemed to us to be a topic of considerable interest for the rising number of prospective EU-member countries. The response was very favourable with many eminent scholars agreeing to contribute. The conference took place in Lausanne, Switzerland in October 1999 and the papers submitted together with the discussions are published in this volume. We would like to acknowledge the financial support of the Swiss State Secretariat for Economic Affairs and to thank the University of Lausanne for providing the venue facilities for the conference. Many persons helped in the preparation of the conference and this volume but we would like to especially mention Marc Surchat who provided substantial input for the conference and Walter Brodmann who very efficiently reviewed and finalized the manuscript. BALDWIN AND A YMO BRUNETTI THE ECONOMIC IMPACT OF EU MEMBERSHIP ON ENTRANTS: NEW METHODS AND ISSUES INTRODUCTION What a transformation Europe has witnessed in the past 15 years.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a much-needed detailed analysis of the evolution of Europe over the last decade, as well as a discussion about the path of reform that has been trodden in the aftermath of the financial crisis. It offers a multidisciplinary view of the E(M)U and captures the main factors that induced the reform of the monetary union – a process that has not been linear and is far from being concluded. The author examines the policy responses designed throughout the development of the crisis and assesses the scale of the crisis in Europe, in comparison to other parts of the world, as well as its prolonged effects both in economic and financial terms. An update on the current ‘state of the art’ in the conception of risk-sharing mechanisms is provided. With its innovative approach, the book analyses the financing issues which need to be taken into consideration in the design of these instruments and highlights the main categories of governmental risk-sharing mechanisms – in particular, the ones to be used as ‘fiscal capacity’. This is a timely and topical book and will be of interest to a broad audience, including experts, scholars and students of European affairs, particularly those with economic, financial, legal and political science backgrounds.

Book excerpt: This paper examines the possible effects on Switzerland of asset preference shifts in favor of Swiss-franc-denominated assets that could result from EMU. Alternative policy responses to temporary and persistent asset preference shifts and the consequent pressures for exchange rate appreciation are examined. Simulations of a stylized macroeconomic model of the Swiss economy indicate that monetary policy is likely to be the most effective tool for stabilizing output in the short run, but at the cost of a temporary increase in inflationary pressures. The simulations highlight the dilemmas faced by policymakers in an environment with low inflation and nominal interest rates.

Available in PDF, EPUB and Kindle. Book excerpt: Paul J. J. Welfens European monetary union has been discussed for more than three decades and is likely to be realized in 1999. One may anticipate generous interpretations of the fiscal convergence criteria. Such generosity consistent with the Maastricht Treaty might impair the credibility of the ECB and the stability of the Euro, respectively, despite the fact that inflation is a monetary phenomenon and has little to do with government deficits, unless they were financed via the printing press, which is excluded in the Maastricht Treaty. The European Commission's forecast of spring 1997 suggests that Italy will have problems in joining the EMU starter group as the is expected to be 3. 2% in 1997 and even 3. 9% in 1998. A Italian deficitlGDP ratio fully developed EMU group (with all 15 cowltries included) would represent 38% of the OECD GDP, slightly higher than the U. S. with 33% (Japan 21%). The exports/GDP ratio of EU countries is 30%, the ratio with respect to exports outside the EU would be 10% (Japan, U. S. 8%). The share of the U. S. dollar in international currency reserves fell from 67% to 40% in 1995, while the share of European currencies increased from 13% to 37%. Prior to the EMU, market participants have to anticipate whether a transition to 1999 will bring windfall losses or gains in various bond markets.
