What exactly happens when their appeals to internal reconsideration units and tribunals fail? This thesis applies an anthropology of law approach to questions of culture and rule of law in Swedish sickness insurance. Similar to the United States during the 1980s and the United Kingdom in recent years, Sweden experienced controversy regarding sickness insurance in 2005-2008 and 2015-2018. This study asks to what extent the trajectory that such controversy has followed in Sweden can be explained by a more or less premodern administrative legal culture.As a rule-of-law ethnography, this study provides historical contextualisation, meta-analysis of previous research, detailed case studies, analysis of debate in the media, and in-depth interviews with legal professionals. Taken together, these ethnographic data suggest a social order based on state prerogatives, weak elite accountability and conflictful paternalism, rather than modern Western rule of law.

This policy decision along with several others has had far reaching effects on the production and consumption of electricity in Sweden, as the only alternatives to replace the lost nuclear capacity are wind power, biomass and energy conservation. Relatively little is known about the potential of additional energy conservation, based on household behaviour changes, to help replace Sweden's nuclear energy capacity. This book addresses that potential. Among the major findings is that people who consider themselves antinuclear were no more likely to report that they engage in two types of important energy conservation behaviours than those who considered themselves pro nuclear and also that it will be difficult to reach the theoretical potential of 10 percent energy savings without a major effort by the Government to encourage household energy conservation.

Many policymakers, aid practitioners, and scholars have called into question its ability to increase economic growth, alleviate poverty, or promote social development. At the macro level, only tenuous links between development aid and improved living conditions have been found. At the micro level, only a few programs outlast donor support and even fewer appear to achieve lasting improvements. The authors of this book argue that much of aid's failure is related to the institutions that structure its delivery. These institutions govern the complex relationships between the main actors in the aid delivery system and often generate a series of perverse incentives that promote inefficient and unsustainable outcomes. In their analysis, the authors apply the theoretical insights of the new institutional economics to several settings. First, they investigate the institutions of Sida, the Swedish aid agency, to analyze how that aid agency's institutions can produce incentives inimical to desired outcomes, contrary to the desires of its own staff. Second, the authors use cases from India, a country with low aid dependence, and Zambia, a country with high aid dependence, to explore how institutions on the ground in recipient countries also mediate the effectiveness of aid. Throughout the book, the authors offer suggestions about how to improve aid's effectiveness. These suggestions include how to structure evaluations in order to improve outcomes, how to employ agency staff to gain from their on-the-ground experience, and how to engage stakeholders as "owners" in the design, resource mobilization, learning, and evaluation processes of development assistance programs.
