Originally published in 1989, the chapters in this book stand as evidence both of the growth of police research in those years and its variety. Contributors were asked to take stock of research in their respective fields and to assess where policing research had got to and how it had arrived there. The resulting contributions range from broad conceptual reviews (chapters 1, 5 and 9) to concentration on specific pieces of empirical work, some of which was being reported for the first time (chapters 7 and 8). Other papers were concerned with the relationship – actual and potential – between research and policy (chapters 2, 3 and 4), yet others on charting and accounting for developments in policing policy and speculating about their likely effects (chapters 10 and 11). Book excerpt: This Brief reviews the history of foot patrol and the recent, research-driven resurgence of foot patrol in places such as Philadelphia. It summarizes and critiques existing literature on the subject, examining the efficacy of foot patrol. At the time the Philadelphia Foot Patrol Experiment was published, popular opinion about foot patrol was that it might improve community perception of police and reduce fear of crime, but it did not have a concrete crime prevention benefit. The Philadelphia Experiment represented a major examination of this concept, involving over 200 officers in 60 locations over a two-year period, in some of the highest violent crime areas of Philadelphia. The results suggested that a targeted hot spots-oriented foot patrol strategy did contribute to violent crime reduction. Four years later, the lead author of that seminal experiment explores its findings, together with the findings of the Philadelphia Policing Tactics Experiment, and examines their differences. This work also explores officer experiences with foot patrol. This Brief concludes with policy recommendations about foot patrol, when and how to implement it, and the benefits it can add to a police department. This Brief will be of interest to researchers in Criminology and Criminal Justice, particularly with an interest in Police Studies, and related fields such as sociology and public policy. It will also be of interest to practitioners and policy makers interested in evidence-based policing.

The National Advisory Commission on Criminal Justice Standards and Goals considers the patrolman the primary force in reducing and preventing crime and thus directs its report recommendations toward increasing police effectiveness. Suggestions for improvements in police functions are presented in the areas of community, planning and organization, technology and support services, fiscal management, and coordination with other criminal justice agencies. These proposals appear in the form of more than 120 specific standards and recommendations that spell out where, why, and how these improvements can and should be made in the police segment of the criminal justice system. Report on police is a reference work for the practitioner -- patrolman to police chief -- as well as for the interested layman. Before implementing any of the changes advocated, police departments are advised to detail the legal limits of police authority and develop guidelines for the exercise of that authority. In order to improve cooperation between the police and the community it is suggested that police agencies establish a specialized unit for maintaining communication with citizens. Each police department should encourage and participate in neighborhood security programs and establish procedures to facilitate processing of complaints. Suggestions for more effective utilization of manpower include continued consolidation, stricter personnel requirements, increased employee benefits, and the employment of more women, minorities, and civilians in police work.
