The trend towards incorporating and expanding student voice opportunities in high school is based on the tenets of democracy. Educators seek to provide an opportunity for students to practice democracy in their school environment. Students are commonly disregarded as viable stakeholders in their schools. The Illinois State Board of Education offers students in grades 4 through 12 the opportunity to provide input on their schools using the Illinois 5Essentials Survey. This research sought the input from high school principals in Illinois on their usage of the student data from the Illinois 5Essentials Survey. The Illinois principals were asked to complete an original survey of 18 questions about the methods in which they use the student data on the Illinois 5Essentials Survey and its impact on school improvement and school climate. The principals were given multiple choice survey questions with opportunities to expand on their responses. While many principals found value in the Illinois 5Essentials Survey, they were not likely to share the responses with their students. There is inconsistent usage of the data for the purposes of school improvement and school climate initiatives. Several principals indicated that professional development was not provided to analyze the results that they received from the Illinois State Board of Education. These reasons would indicate that student climate surveys are not always a successful measurement of student voice. Recommendations for further research and policy implications are provided.

Book excerpt: "According to the National Center for Education Statistics (2021), more than half of all public-school districts and nearly one-third of all public-school students attend rural schools in the U.S. This study identifies characteristics of the physical environment of rural schools, considers how the physical environment of rural schools compares to urban and suburban schools, and describes the associations of a school’s physical environment with perceptions of school climate among students, staff, and parents. Using the School Assessment for Environmental Typology (SAfETy; Bradshaw et al., 2015), this study objectively assessed the physical environment of 40 rural schools in Idaho. Those characteristics were compared with data collected in prior research (Bottiani et al., 2020). This study found rural and non-rural schools, and the make-up of their physical environments, are not that different. The physical environment of rural schools had low frequencies of instances of disorder, such as trash, graffiti, drugs, paraphernalia, and evidence of building decline, such as broken windows and neglected landscaping. Rural schools also produced moderate scores related to appearance, with characteristics including illumination, visibility, and ownership. Most schools in this study were found to have interior and exterior surveillance cameras in place and employed school resource officers. Rural secondary schools in this study had a higher presence of surveillance measures than non-rural high schools, whereas non-rural high schools had higher frequencies of disorder. And, although a comparison to non-rural elementary schools is not available, the rural elementary schools score in the current study show similar physical environmental characteristics as did urban secondary schools in all three factors of the SAfETy. In addition, the current work also examined aspects of the social environment, through evaluating school climate. The Maryland Safe and Supportive (MDS3) School Climate Survey Suite was administered to students, parents, and staff in all 40 schools participating in this study. Multi-variable regression analysis was used to examine the associations between the SAfETy and school climate. Several associations were found among students, with fewer associations among staff and parents. This research study concludes that a variety of important, urgent, and malleable associations exist between a rural school’s physical environment and perceptions of school climate among students, staff, and parents. Book excerpt: One purpose of this survey analysis study was to investigate whether there are significant differences in the reported quality of school climate across four types of secondary schools (i.e., traditional and three types of alternative schools) from the perspectives of three groups of stakeholders (i.e., students, parents, and school staff). A second purpose was to examine individual student outcome variables to identify relationships between (a) specific measures of school success, (b) school types, and (c) school climate ratings. This second analysis evaluated whether ratings of school climate are associated with student attendance, credits earned, and number of discipline referral incidents, and if these relationships are moderated by school type. Finally, the study evaluated racial differences in ratings of school climate, focusing specifically on White and non-White high school students. Results indicate that differences in climate ratings were not statistically significant across stakeholder groups and school types. Student climate ratings were predictive of credits earned and number of discipline referral incidents only in innovative alternative schools and academic remediation-focused alternative schools. Staff ratings of school climate were significantly correlated with discipline referral incidents: Better staff ratings of school climate predicted fewer student discipline referral incidents across all school types. Finally, there was a statistically significant difference in White and non-White students' ratings of school climate. Implications of these findings and directions of future research are discussed.

Book excerpt: Public and scholarly interest in school climate is growing as research demonstrates that its constituent variables powerfully impact school community members, including students and staff members. Despite growing popularity, few school climate measures are supported by adequate psychometric evidence. What is more, little is known about the dynamics of school climate. Absent well-understood constructs and adequate measures thereof, interpretations of school climate construct validity and related outcome data are left open to criticism. In response to the need for a psychometrically sound measure of school climate, the core 41 items of the California School Climate Scale (CSCS), a statewide monitoring measure of school climate-related variables, were analyzed using exploratory and confirmatory factor analytic techniques. Respondents were 127,149 teachers, 7,838 administrators, and 31,191 other staff members working in public elementary, middle, and high schools throughout California. Results of the factor analytic analyses suggested that a solution including five first-order factors and a single second-order factor provided adequate explanation for the covariance in the CSCS data. As an initial exploration of the dynamics of school climate, additional analyses were undergone to determine if significant differences existed in the perception of school climate variables by members of different staff groups and across elementary, middle, and high school levels. Results revealed universally more positive endorsements of school climate variables by administrators than teachers. What is more, respondents endorsed elementary schools significantly more positively than middle or high schools on all school climate variables. Results and implications for practice and scholarship are discussed, with special attention paid to practical, theoretical, and methodological limitations. Recommendations for future school climate-related scholarship are also outlined.

Book excerpt: This research sought to explore the link between mandatory school uniforms and a positive school climate. Beginning in the late 1980's public schools implemented mandatory school uniforms policies in urban school districts. The trend gained momentum when President Clinton included school uniforms in his 1996 State of the Union Address. Directly following the speech was a publication by the United States Department of Education on school uniforms that was distributed to all school districts in the country. Often the primary reason for implementing school uniforms was gang violence. Other reason included increased school safety and decreases in violence. Further, proponents believed uniforms would increase academic achievement and improve school climate. Research on the effects of school uniforms is limited and conflicting. Most studies available to date were conducted in urban settings. However, school uniforms have infiltrated rural and suburban schools districts as well. Two school districts in suburban Eastern Pennsylvania participated in this study. One school district had a mandatory school uniform policy. The other did not. Using a school climate survey and school uniform questionnaire, students in grades 4-6 and elementary school teachers rated the school climate in their respective schools. School climate was rated on seven subscales on the student school climate survey and 10 subscales on the faculty school climate survey. A t-test was performed on the data set to determine the difference between sample means and a factor analysis was conducted on the student school climate survey. Further, three themes emerged from the short answer questions on the student uniform questionnaire. The results of the research found that there was not a statistically significant relationship between a mandatory school uniform policy and elementary school students' perceptions of school climate. Of the seven subscales, students who wore school uniforms rated their peer relationships higher than students without school uniforms. Additionally, they rated the required rigor higher. Students that did not wear school uniforms rated the teacher-student relationship higher. When responding to the open ended questions, three themes emerged. They were expression, atmosphere and family. In essence, students were not in favor of wearing uniforms and believed uniforms suppressed their freedom of expression. Teachers responded similarly. The results showed no statistically significant relationship between a mandatory school uniform policy and teacher perceptions of school climate. Only two subscales showed any significant difference between the two groups of teachers. They were teacher-administrator relationship and student achievement. In both respects, teachers in the district without uniforms responded more positively. The results of this study should be used when reviewing current policy or considering new policy on school uniforms.

When school districts are void of proper assessment and data analysis methods, school leaders may inadvertently ignore conflicting stakeholder perceptions. If this gap in perceptual congruence among stakeholders is not addressed, districts can make uninformed educational decisions, which can lead to a poor school climate. In contrast, if these discrepancies are properly identified through a systematic method of data collection and analysis by which all stakeholders' perceptions are accounted for and valued, school leaders can move forward with a plan of action for school improvement. The purpose of this mixed-methods study was to identify and analyze the perceptual congruence that existed among stakeholder groups when assessing dimensions of school climate, so that it could inform district leaders of next-step school improvement efforts. The researcher identified perceptual discrepancies that exist between groups of students, staff, parents, and administrators when considering certain dimensions of school climate by analyzing survey data. Once discrepancies were discovered, focus groups comprised of the various stakeholder groups were asked to reflect on the survey data results and provide further insight on the findings. Data was collected after the administration of a school climate survey and through the facilitation of several stakeholder focus groups. The participants represented four buildings within a small, rural school district in Pennsylvania. Subjects included school staff, students, parents, and administrators. By discussing and questioning the gap in perceptual congruence among stakeholder groups, the school organization could begin to acknowledge the areas for improvement in their educational climate.

Book excerpt: The association between school climate and school choice was examined by conducting discriminant function analyses on data gathered from the 1999-2000 Schools and Staffing Survey. This study asked the question, "Does school climate in private religious, charter, and public schools differ?" Teacher and principal responses to survey questions were grouped to measure six characteristics of school climate. The school climate characteristics measured were: (1) supportive principal leadership, (2) teacher collegiality, (3) teacher-principal relationships, (4) teacher satisfaction, (5) student behavior, and (6) teacher empowerment. The study found that the school climate in private religious schools could be statistically distinguished from the climate in both charter and public schools. The climate in private religious schools is more open and healthy than in charter and public schools. The study also found that the school climate in charter schools could be statistically distinguished from the climate in public schools. The climate in charter schools is more open and healthy than in public schools. The findings of the study support school choice as school improvement policy. At the same time, the findings caution that policymakers must make sure all parents have the ability to choose wisely. The study suggests policymakers must be wary of the impact of choice on public schools. Finally, the study suggests future research into the variables that look at why the climate in private religious schools differs from the climate in charter schools.

Book excerpt: This policy brief provides principal evaluation system designers information about the technical soundness and cost (i.e., time requirements) of publicly available school climate surveys. The authors focus on the technical soundness of school climate surveys because they believe that using validated and reliable surveys as an outcomes measure can contribute to an evaluation's fairness, accuracy, and utility for a state or a school district. However, none of the climate surveys that they reviewed were expressly validated for principal evaluation purposes. They advise states and school districts to carefully study principal evaluation systems that are performing well and then select climate surveys that are useful measures of performance. In addition, policymakers tell them that they need technical soundness and cost information to initially screen possible measures for inclusion in principal evaluation systems. Designers can use the information presented in this brief to identify technically sound school climate surveys and then critically review those surveys to determine how well they fit into principal evaluation system designs. This brief begins with an overview of school climate surveys and their potential uses for principal evaluation. Next it outlines the procedure for reviewing school climate surveys, which is followed by brief synopses of each survey that meets the minimum criteria for inclusion in the review.
