Book excerpt: Departments of transportation and other construction agencies are required to locate and conserve cultural resources located in the area of a construction project. Although most organizations have procedures for locating cultural resources on land, the relatively new field of underwater archaeology lacks clearly defined guidelines for preconstruction surveys for structures over water. The lack of specific guidelines complicates decisions by administrators who are unfamiliar with the issues concerning submerged cultural resources, but who are, nevertheless, required to consider them in planning projects. The increase in public interest in underwater archaeology and the recent passage of legislation protecting underwater historical sites indicate that greater attention will need to be directed toward consideration of these resources in construction projects. This report reviews the relevant cultural resource legislation and it summarizes the origins, techniques, and working conditions of underwater archaeology: The differences between underwater and land archaeology are primarily related to the specialized technology required for underwater work and exploration; therefore, the methodology of underwater archaeology and the application of survey procedures are discussed in detail.

Book excerpt: Adventure writing at its best, Submerged is the first book on the remarkable story of America's elite underwater archeology team. Daniel Lenihan recounts experiences from his 25 years as founder and head of the award-winning Submerged Cultural Resources Unit (SCRU) team of the U.S. National Park Service, world-class divers - talented archeologists, historians, and photographers charged with the mission of surveying, mapping, investigating, and protecting shipwrecks and sites that constitute America's sunken heritage. In Submerged, Lenihan takes the reader on a kaleidoscope of the team's underwater experiences from 1975 to the present - from Florida caves to ancient ruins covered by reservoirs in the desert southwest; to a WWII Japanese submarine off the Alaskan coast; to the lower rings of hell to retrieve the bodies of drowned divers; to gripping accounts of personal survival in underwater caves, ships, and submerged buildings.Displaying a passion for extreme diving combined with disciplined professionalism as park ranger-archeologists, the SCRU team tackles astonishing, often harrowing assignments, including; The Isle Royale shipwrecks; Surveying ten large ships sunk from the mid-19th to mid-20th centuries in the middle of the frigid and deep Lake Superior. The USS Arizona in Pearl Harbor; Executing the largest mapping project ever conducted underwater, and his personal impressions as the first deep diver to explore and video the entire ship in 1983 Excavating the hull of the HL Hunley, the first submarine in history to sink an enemy ship, in Charleston Harbor during the Civil War Resurveying of the ships sunk by atomic bombs at Bikini Atoll, including the aircraft carrier USS Saratoga and Japanese battleship Nagato With an aggressive preservation ethic, the team discovers and documents shipwrecks from Florida to Alaska, and even studies the haunts of pirates and prehistoric cultures in Micronesia. This engaging book, written with a mixture of wonder, intensity, pathos and humor, records for the first time the historic and social significance of the underwater research programs conducted by this fascinating unit of the U.S. National Park Service. Sure to delight anyone interested in diving, archeology, American history, adventure, and rescure missions, this fast-paced volume brings an entirely new perspective to the marvels of America's underwater treasures.

Book excerpt: This report presents the results of a Phase I Marine Archeological Remote Sensing Survey of the Southwest Pass Ocean Dredged Material Disposal Site (ODMDS) in Plaquemines Parish, Louisiana. This investigation was conducted in September and October 1999, by R. Christopher Goodwin & Associates, Inc. on behalf of the U.S. Army Corps of Engineers, New Orleans District (USACE-NOD). The study was undertaken to assist the USACE-NOD to satisfy its responsibilities under Section 106 of the National Historic Preservation Act of 1966, as amended, prior to continuing the disposal of dredged material at this location. All aspects of the investigations were completed in accordance with the Scope-of-Work, and the Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation (Federal Register 48, No 190, 1983). The study area for this project consisted of a single survey block comprising the entire ODMDS, which is located at the southern entrance of the Southwest Pass. The survey block measured a total of 6,652.8 ft (2,027.3 m) x 19,377.6 ft (5,906.4 m), or 2,959.5 acres. The objectives of this study were to identify specific targets that might represent significant submerged cultural resources within the project area, and to provide the USACE-NOD with management recommendations for such resources. These objectives were met with a research design that combined background archival investigations and a marine archeological remote sensing survey. Background research and archival investigations indicated a low to moderate potential for encountering submerged historic cultural resources within the project area. A review of Louisiana archeological Site files and relevant research reports documented no sites within a mile (1.6 km) radius of the project area.

Book excerpt: Site discovery is critical to submerged archaeology's contribution to theoretical reconstructions of past peoples. Remote sensing tools help locate human activity and targets, and scientists are continuously devising new methods. Remote sensors primarily use an emitted signal as a method of detecting anomalies underwater due to the speed and accuracy of sound's propagation through water. Understanding this and how different materials respond aid in the identification of underwater targets and potential sites. Preliminary research shows that material type of a knapped lithic has little effect on its resonant frequency. Its excitation frequency, shape, size, and volume do have an effect. With this information, it may be possible to detect knapped lithics at frequencies from as low as 2 kHz resting on the seafloor and embedded within. These data was subsequently used to develop the Human-altered Lithic Detection (HALD) method that uses acoustic excitation and remote sensing to detect lithics on and within the seafloor. The experiments conducted in this thesis tested factors affecting the HALD technique and can help archaeologists better understand how remote sensing aids in discovering and mapping submerged precontact sites (and others) and enhance preservation efforts by identifying archaeologically relevant sites more rapidly. We found that 38 out of 233 material samples tested positive for haystacks. This is just one new approach scientists have devised for potentially locating underwater precontact sites using geoacoustics.

Book excerpt: During the fall of 200, archaeologists from Panamerican Consultants, Inc (PCI) conducted remote-sensing investigations in the Dog River, Mobile County, Alabama, as part of the U.S. Army Corps of Engineers, Mobile District's project entitled Underwater Remote Sensing Survey, Dog River, Mobile County, Alabama. Project plans call for the dredging of an area 100 feet wide in the center of the navigation channel. The project area consists of several corridors 100 feet in width and ranging in length from 500 feet to 8000 feet. The remote-sensing survey located seven anomalies in the project area. Of these seven anomalies, four did not meet the accepted criteria of 50 gamma strength over 80 feet duration. Two more met the criteria, but were close enough in proximity that they were treated as a single anomaly cluster rather than distinct individual anomalies. Finally, one anomaly had characteristics representative of a pipeline, but a historical records search revealed no known pipeline in the area of the anomaly. This anomaly and the aforementioned anomaly cluster are both recommended for further investigation via probing or diver inspection.
