The report identified female-headed households in the region as the most vulnerable in terms of food insecurity - 38% of households headed by women had the highest risk of food shortage. Considering that women head only 5% of households in the northern region, the WFP food vulnerability report failed to account for the food security situation of women living in male-headed household, who constitute the majority household make-up in the region. It also created the impression that living in male-headed household reduced women's vulnerability of food insecurity. This study evaluates the food security situation of women living in male-headed households in northern Ghana. It investigates how living in male-headed households impacts women's access to and control over their nutritional needs.

Book excerpt: This gender analysis of the findings of AFSUN’s baseline survey of poor urban households in eleven cities in Southern Africa in 2008 and 2009 has implications for urban, national and regional policy interventions aimed at reducing urban food insecurity. By comparing female-centred and other households, light is shed both on the determinants of urban food insecurity – which relate fundamentally to income, employment and education – and on the manifest gender inequalities in access to the largely income-based entitlements to food in the city. These insights can be used to design and implement practical and strategic interventions that could simultaneously and synergistically address both gender inequality and food insecurity. Practically, and in the immediate term, interventions such as social grants and food aid, if targeted at the poorest households, will automatically capture a greater proportion of female-centred households. Enhancing food security for the urban poor requires education and training, job creation, and income generation strategies, ensuring equitable access to such opportunities for women and girls. Supporting and enabling women’s engagement in such activities and enterprises – including in food production and marketing – has the potential to strengthen food security at the same time as reducing gender inequality, in a form of virtuous cycle.

Book excerpt: In recent decades, Ghana has experienced high economic growth and transformation, which contributed to the nation achieving the Millennium Development Goal targets on reducing extreme poverty and hunger. Against this background and in view of achieving the food and nutrition security targets of the Sustainable Development Goals, Ghana started a process of reviewing its food security and nutrition strategies and policies, including the overarching Zero Hunger Strategy. This discussion paper aims to contribute to this process by providing an update on the state of Ghana’s food and nutrition security. In addition to providing an overview of long-term historical trends at the national level, this analysis provides an overview of regional patterns of food and nutrition insecurity and recent changes across Ghana’s 10 administrative regions. Finally, the analysis identifies regional “hot spots” of food and nutrition insecurity. This paper confirms that Ghana has achieved substantial improvements in food and nutrition security overall, especially over the past decade. Nationwide, progress has been made in improving households’ economic access to food by reducing poverty and extreme poverty and in reducing chronic and acute child undernutrition. However, progress in reducing micronutrient malnutrition—particularly anemia and especially among young children—has been more modest. Across Ghana, large rural-urban gaps and regional differences—mainly between the north and the south—remain for most dimensions of food and nutrition security. In addition, Ghana is increasingly facing new nutrition-related public health problems that result from overnutrition and diets too rich in calories. Overweight and obesity among adults are rising rapidly in both urban and rural areas, leading to an increase in the risk of noncommunicable diseases. The rising double burden of malnutrition—that is, the coexistence of overnutrition and undernutrition, including micronutrient deficiencies—constitutes a challenge to public health and social protection policy. These new nutritional realities may make some existing food and nutrition security policies obsolete or even detrimental to nutrition security.

Book excerpt: The urban population in Africa south of the Sahara (SSA) is expected to expand rapidly from 376 million people in 2015 to more than 1.25 billion people by 2050. Measuring and ensuring food security among urban households will become an increasingly pertinent task for development researchers and practitioners. In this paper we characterize food security among a sample of low- and middle-income residents of Accra, Ghana, using 2017 survey data. We find that households tend to purchase food from traditional markets, local stalls and kiosks, and street hawkers, and rarely from modern supermarkets. We characterize food security using three established metrics: the Household Food Insecurity Access Scale (HFIAS); the Household Food Insecurity Access Prevalence (HFIAP); and the Food Consumption Score (FCS). We then estimate the determinants of food security using general linear models. The food security metrics are not strongly correlated. For example, according to HFIAP, as many as 70 percent of households sampled are food insecure, but only 2 percent fall below acceptable thresholds measured by FCS. Model results show that household education, assets, and dwelling characteristics are significantly associated with food security according to HFIAS and HFIAP, but not with FCS. The poor correlation and weak model agreement between the dietary recall metric, FCS, and the experience-based metrics, HFIAS and HFIAP, call for closer attention to measurement of urban food security. Given Africa’s urban future, our findings highlight the need for an urban-oriented comprehensive approach to the food security of urban households.

Book excerpt: Myanmar had one of the lowest confirmed COVID-19 caseloads in the world in mid-2020 and was one of the few developing countries not projected to go into economic recession. However, macroeconomic projections are likely to be a poor guide to individual and household welfare in a fast-moving crisis that has involved disruption to an unusually wide range of sectors and livelihoods. To explore the impacts of COVID-19 disruptions on household poverty and coping strategies, as well as maternal food insecurity experiences, this study used a telephone survey conducted in June and July 2020 covering 2,017 mothers of nutritionally vulnerable young children in urban Yangon and rural villages of Myanmar’s Dry Zone. Stratifying results by location, livelihoods, and asset-levels, and using retrospective questions on pre-COVID-19 incomes and various COVID-19 impacts, we find that the vast majority of households have been adversely affected from loss of income and employment. Over three-quarters cite income/job losses as the main impact of COVID-19 – median incomes declined by one third and $1.90/day income-based poverty rose by around 27 percentage points between January and June 2020. Falling into poverty was most strongly associated with loss of employment (including migrant employment), but also with recent childbirth. The poor commonly coped with income losses through taking loans/credit, while better-off households drew down on savings and reduced non-food expenditures. Self-reported food insecurity experiences were much more common in the urban sample than in the rural sample, even though income-based and asset-based poverty were more prevalent in rural areas. In urban areas, around one quarter of respondents were worried about food quantities and quality, and around 10 percent stated that there were times when they had run out of food or gone hungry. Respondents who stated that their household had lost income or experienced food supply problems due to COVID-19 were more likely to report a variety of different food insecurity experiences. These results raise the concern that the welfare impacts of the COVID-19 crisis are much more serious and widespread than macroeconomic projections would suggest. Loss of employment and casual labor are major drivers of increasing poverty. Consequently, economic recovery strategies must emphasize job creation to revitalize damaged livelihoods. However, a strengthened social protection strategy should also be a critical component of economic recovery to prevent adversely affected households from falling into poverty traps and to avert the worst forms of food insecurity and malnutrition, particularly among households with pregnant women and young children. The recent second wave of COVID-19 infections in Myanmar from mid-August onwards makes the expansion of social protection even more imperative.

Book excerpt: This dissertation consists of three essays that examine fundamental development challenges affecting women's and men's livelihoods in Ghana and Thailand. The first essay of this dissertation studies the effects of joint and individual land rights on men's and women's voice, or their ability to influence the use of agricultural earnings. It also investigates how men's voice and women's voice impact per capita consumption of market-produced, homegrown, and total food. Using the 2012 Feed the Future Baseline Survey from Ghana, this paper focuses on a sub-sample of married male and female farmers living in the Upper West, Upper East, Brong Ahafo, and Northern Regions of Ghana. The regression results indicate that land ownership, especially individual land rights, empowers both men and women by strengthening their ability to influence the use of agricultural earnings. Stronger influence over how agricultural earnings are used, in turn, enables both men and women to leverage the resources available to provide for household food security; per capita consumption of homegrown and total food raises when men and women have greater voice. These findings underline the importance of improving access to and ownership of land to economically and socially empower male and female farmers and to help address the chronic issue of food insecurity in Ghana. The second essay investigates how time in domestic and care work and in income-generating work activities is correlated with women's and men's abilities to become active members of economic and social groups. These groups include producers' and resource users' groups; religious groups; civic groups; and credit and savings groups. Using the 2012 Feed the Future Population Based Survey from Ghana, this paper focuses on a sub-sample of married women and men living in dual-adult households. The regression results indicate that women's time in domestic and care tasks is negatively correlated with the probability of becoming active group members in producers' and resource users' groups, civic groups, and religious groups. In contrast, the amount of time men spend in domestic and care work is not correlated with their group membership. While women's time in income-generating activities has no influence on their membership in producers' and resource users' and civic groups, their active membership in religious groups along with credit and savings groups complements their time in income-generating work. Men's time in income-generating activities increases their participation in these economic and social groups, especially in producers' and resource users' groups. Combining domestic and care work with income-generating work time, an increase in women's total workload decreases their membership in producers' and resource users' groups, civic groups, and religious groups and increases their participation in credit and savings groups. Men's total workload, on the other hand, increases their participation in producers' and resource users' groups, civic groups, along with credit and savings groups. These results point to the importance of accommodating women's work responsibilities as a strategy to increase women's opportunities to receive development services delivered through community-based groups. The third essay examines the relationships between children's time in work activities and the labor supply of their parents in the context of Thailand. Market work as well as domestic and care tasks are the two types of children's work activities considered in this analysis. The empirical analysis is based on the 2009 Labor Force and Time Use Surveys. The results indicate that children's time in market work is a complement to parents' labor supply. The complementary relationships are more pronounced between mothers' and older girls' labor supply and between fathers' and older boys' time in market activities, providing support for gender segregation in the relationships between parents' and older children's labor supply. In terms of domestic and care tasks, the regression estimates show that changes in parents' labor supply do not have significant influence on children's time in domestic and care tasks, particularly among girls, but boys' time in domestic and care tasks is found to be a weak substitute for parents' labor supply. The findings suggest that anti-poverty or expansionary policies that aim to increase adult labor force participation can have a spillover effect on children by increasing the need for older children to be involved in market work activities.

This detailed study will provide recommendations on the technical, economic, institutional and policy measures needed to achieve sustainable intensification of flood recession agriculture in northern Ghana, while complementing efforts undertaken to promote other types of water management systems. Options for out-scaling of flood recession agriculture beyond the study area to other suitable areas will also be explored. The expectation is that the proposed project will improve food security by enhancing knowledge on effective flood recession practices, enhance rural incomes through expanded dry-season farming with new opportunities for rural employment, and improve adaptation to climate change by building more resilient farming communities. To achieve these expected outcomes, proactive policies that clearly identify flood recession agriculture as an alternative farming practice and provide institutional mandates to irrigation support services to promote it through training, demonstration, and outreach programs will be equally valuable.

According to the World Food Program, over 2 million people were most vulnerable of becoming food insecure throughout Ghana in 2012. The issues of food security in northern Ghana has gained a top priority in many areas of policy making. However, the prevalence of food inadequacy as a result of insufficient resources to access food among individual household has led to increasing food insecurity in the country. By using the sixth round of Ghana Living Standard Survey (GLSS) data conducted from 2012/2013, the study aimed at analysing food security status across farming households in Eastern region and compare it to the Northern region of Ghana. The food security index generated from Cost-of-Calorie method was adopted and the recommended daily requirement was used to determine the household food security status. The factors influencing household food security status was then examined using logistic regression model. The analysis indicates that almost half of the sampled farming households in Eastern region (42.7%) and Northern region (46.0%) were food insecure. The depth of food insecurity indicates that farming households in Eastern region consumed 34% less than their daily calorie requirement while farming households in Northern region consumed 40% less than the requirement. The logistic result shows that monthly household income, off-farm activities and total quantity of own farm production positively and significantly influenced households' food security in Eastern region. It was revealed that household size negatively and significantly affected food security in Eastern region. Further, monthly household income, total quantity of own farm production and dependency ratio positively and significantly affected households' food security in Northern region. The factors that were negatively and significantly affecting household food security in Northern region included the size of households and the number of years spent in education. Policies which targeted to increase income of farmers through the provision of other activities aside farming, to help boost total yields of farming households, and intensive family planning awareness raising programs have key roles to play in these areas in order to improve households' food security in Ghana. The study recommends special training that relate to agriculture so that farmers can utilize whatever knowledge or skills acquired in their production activities to achieve food security in the future." --

Book excerpt: Although the importance of food as a social determinant of health has been elucidated, it remains underexplored in Sub-Saharan Africa (SSA), where a significant population is faced with challenges of accessing food, largely from a combination many factors including low economic power, poor livelihoods, political instability and policy gaps. Despite tremendous improvement on food security in Ghana, the northern part of the country including the Upper West Region still experience disproportionally high levels of deprivation and food insecurity. Research has tends to explain the dynamics and complexities of food insecurity in the Region, yet variation of the incidence of food insecurity across different geo-political districts in the region and its association with human health is less examined. In response, this thesis examines the relationship between household food insecurity and health in the Upper West Region of Ghana. Results from quantitative survey (n=1438) conducted in all the eleven districts of the Upper West Region from May to August, 2014 show that households that received remittance and located in both rural and urban areas as well as nonremittance receiving households in rural areas were more likely to report being severely food insecure compared to non-remittance receiving households in urban areas. Those who reported being food insecure were more likely to report poor mental health. Although migration and remittance have been used by households to address food insecurity, the findings here show that migration and remittance may not adequately impact on food insecurity in all contexts, giving prominence to the role of local context in influencing the persistent food insecurity situation in the Upper West Region of Ghana. The research demonstrates that use of Household Food Insecurity Access Scale (HFAIS) in most sever periods of food insecurity would produce much higher scores of food insecurity compared to scores produced from use of Food Consumption Scores (FCS). Also, the use of subjective health rating tool (the DUKE Health Profile) in this research indicates its wider applicability. The study makes suggestions for an integrated food security policy, decentralization of mental health care, and expansion of the economic potential of the Upper West Region. Future research directions are also discussed.

Unravelling the determinants of food insecurity will contribute to policy aimed at addressing this menace. The study contributes to addressing SDG goal 2 of zero hunger in Ghana by examining the factors responsible for insecurity and how it can be tackled through policy. The purpose of this research is to examine the determinants of food security across the regions of Ghana. The study employed the Ghana living standard survey (GLSS 7) data. Households' food security was measured using a food consumption score (FCS). The partial proportional odds model (PPO) was employed to analyse the drivers of household food security in Ghana due to the categorical nature of the dependent variable. The results show that being a male, engaging in farming or non-farm employment, and living in rural areas decrease the household's chances of falling into food poverty. However, larger household sizes, as well as increased education raise the odds of falling into consumption poverty at the household level. The study, therefore, concluded that households in Ghana are poor food consumption resulting from several factors amongst other are; education level, employment status, engagement in farming, and the location of the household. Policies that ensure food availability in both urban and rural communities which will improve resilience and improve household food and nutrition security should be a priority to facilitate the country's achievement of the sustainable development goals.
