Book excerpt: The Veterans Health Administration (VHA), within the Department of Veterans Affairs (VA), operates the nation's largest integrated direct health care delivery system, provides care to more than 5.5 million unique veteran patients, and employs more than 258,000 full-time equivalent employees. While Medicare, Medicaid, and the Children's Health Insurance Program (CHIP) are also publicly funded programs, most health care services under these programs are delivered by private providers in private facilities. In contrast, the VA health care system could be categorised as a veteran-specific national health care system, in the sense that the federal government owns the medical facilities and employs the health care providers. This book provides an analysis of veterans health care with a focus on frequently asked questions; basic eligibility for veterans' benefits; health care for survivors and dependants of veterans; FY2013 appropriations; and weaknesses in policies and oversight governing medical supplies.

Book excerpt: This four-volume set provides a history of veterans' healthcare that examines programs of care and veterans' special needs, and offers insight into future directions for veteran's healthcare in the 21st century. This comprehensive contribution to understanding veterans' healthcare uniquely draws on a national and international cadre of scientists and practitioners, both within the Department of Veterans Affairs and specialists beyond the institution, providing a matrix view of veterans' healthcare, past, present, and future, both nationally and internationally. This work will prove an essential reference set that examines and identifies veterans' healthcare through the first decade of the 21st century, invaluable to health and psychology researchers and students, policymakers, social workers, and veterans. The Praeger Handbook of Veterans' Health: History, Challenges, Issues, and Developments is organized to cover four key elements. Volume I presents a history of veterans' healthcare, the various veteran's eras, and the global healthcare provided to our veterans. Volume II examines several of the programs of care and veterans' special needs. Volume III is devoted to the several aspects of mental health care, treatment, and rehabilitation services offered to veterans through the healthcare system. The last volume offers insights into future directions for veterans' healthcare.

Available in PDF, EPUB and Kindle. Book excerpt: The Department of Veterans Affairs (VA) provides services and benefits to veterans who meet certain eligibility criteria. Benefits to veterans range from disability compensation and pensions to hospital and medical care. Furthermore, veterans' education benefits have evolved substantially over the last 60-plus years. This book reviews the two disability programs administered by the VA, one of which is called the Disability Compensation, and the other which is known as a Disability pension. The authors of this book discuss the eligibility criteria and the fundamentals of these VA-administered disability benefit programs and related issues. The evolution of veterans' education benefit programs are also examined and the types of education benefits made available under these programs are described. Furthermore, the VA administers several pension benefit programs for the surviving spouses and dependent children of veterans. This book describes these programs, including the eligibility criteria and current benefit levels. Other chapters in this book examine the provisions of the National Defense Authorization Act, reflecting the congressional concern about the quality and availability of medical, mental health and dental care services for service members returning from active duty in Iraq and Afghanistan. It is well-known that veterans have a number of risk factors that increase their chance of attempting suicide. This book discusses suicide prevention efforts by the VA. This book consists of public documents which have been located, gathered, combined, reformatted, and enhanced with a subject index, selectively edited and bound to provide easy access.

Book excerpt: In the World War I era, veterans fought for a unique right: access to government-sponsored health care. In the process, they built a pillar of American social policy. Burdens of War explores how the establishment of the veterans’ health system marked a reimagining of modern veterans’ benefits and signaled a pathbreaking validation of the power of professionalized institutional medical care. Adler reveals that a veterans’ health system came about incrementally, amid skepticism from legislators, doctors, and army officials concerned about the burden of long-term obligations, monetary or otherwise, to ex-service members. She shows how veterans’ welfare shifted from centering on pension and domicile care programs rooted in the nineteenth century to direct access to health services. She also traces the way that fluctuating ideals about hospitals and medical care influenced policy at the dusk of the Progressive Era; how race, class, and gender affected the health-related experiences of soldiers, veterans, and caregivers; and how interest groups capitalized on a tense political and social climate to bring about change. The book moves from the 1910s—when service members requested better treatment, Congress approved new facilities and increased funding, and elected officials expressed misgivings about who should have access to care—to the 1930s, when the economic crash prompted veterans to increasingly turn to hospitals for support while bureaucrats, politicians, and doctors attempted to rein in the system. By the eve of World War II, the roots of what would become the country’s largest integrated health care system were firmly planted and primed for growth. Drawing readers into a critical debate about the level of responsibility America bears for wounded service members, Burdens of War is a unique and moving case study. -- Jennifer D. Available in PDF, EPUB and Kindle. Book excerpt: Whole health is physical, behavioral, spiritual, and socioeconomic well-being as defined by individuals, families, and communities. Whole health care is an interprofessional, team-based approach anchored in trusted relationships to promote well-being, prevent disease, and restore health. It aligns with a person's life mission, aspiration, and purpose. It shifts the focus from a reactive disease-oriented medical care system to one that prioritizes disease prevention, health, and well-being. It changes the health care conversation from "What's wrong with you?" to "What matters to you?" The Department of Veterans Affairs (VA), the Samueli Foundation, and the Whole Health Institute commissioned the National Academies of Sciences, Engineering, and Medicine to establish a committee to provide guidance on how to fill gaps and create processes to accelerate the transformation to whole health care for veterans, both inside and outside the VA system, and the rest of the U.S. population. The resulting report presents findings and recommendations that provide a roadmap for improving health and well-being for veterans and the nation.

Book excerpt: Reform of the nation's health care system would have a major impact on the Department of Veterans Affairs (VA) health care system, one of the nation's largest direct delivery systems. Health care reform would give many uninsured and poor veterans the freedom to choose between VA and other health care providers. This would likely cause many veterans to leave the system unless it changes or VA benefits change to encourage those now in the system to stay or those outside the system to start using VA facilities. Without such changes, VA would likely lose nearly 50 percent of its acute hospital workload. This report studies changes in veterans health care systems and benefits in other countries that implemented universal health care systems. GAO limited its review to four countries--Australia, Canada, Finland, and the United Kingdom--that ran separate direct delivery systems for veterans when they instituted universal health care.
