Book excerpt: The focus of this research was to evaluate the effectiveness of a sustained professional development initiative, Peer Coaching, on improving teacher performance and student achievement. Developed in a large school district on the east coast of central Florida, Brevard's Peer Coaching Model (BPCM) was implemented during the summer following the 2011-2012 school year to support teachers and administrators with implementation of a new teacher evaluation system designed to promote continuous improvement in teaching and learning. Teams of highly effective teachers were chosen from each school to participate in nine days of training and follow-up over the course of the study, in order to encourage improvement in their own instructional practice and the practice of their peers through greater understanding of the evaluation framework and observation rubrics, enhanced collaboration, and peer observation and coaching. Quantitative data were obtained from Brevard Public Schools Office of Testing and Accountability for professional practices evaluation scores and value-added results. Professional practices scores are determined by trained and certified school administrators, assigning up to three points across seven dimensions for a total possible of 21 points. The school district assigns all teachers a three-year aggregated VAM score, based on results from Florida's standardized test for reading and mathematics, FCAT, and BPS teachers earn a teacher-aggregated VAM (TAV), a non-FCAT teacher-aggregated VAM (NFTAV), or a school-aggregated VAM (SAV) depending on their grade level and content area assignment.

One south central Pennsylvania suburban school district was the focus of this case study. Teachers and administrators at the junior high school and the senior high school were questioned through online surveys with both Likert scale statements and open-ended questions and individual interviews. Data instruments were used to ask teachers and administrators about the current peer coaching model at their school, the concept of teachers working with teachers to improve instruction, and the effect of peer coaching on student achievement. Teachers and administrators reported instructional improvement and student academic success with the current peer coaching model. Teachers reported being much more comfortable working with trusted colleagues through the peer coaching model; these pairings help to improve instruction by providing beneficial feedback on instruction and student learning. Ultimately, the goal of peer coaching is to improve instruction and increase student achievement. While the teachers and administrators in this study reported that student achievement did increase because of the peer coaching model, more concrete data is needed to support the use of peer coaching. The teachers and administrators in this study reported that the peer coaching model has potential but only when genuine effort is given. Teachers and administrator participants reported that if teachers are not committed to improving their practices, peer coaching and any other supervision model may fail. Peer coaching plays an important role in the state's new system for supervising and evaluating teachers. The Pennsylvania Department of Education introduced a new teacher evaluation system called the Teacher Effectiveness Project in 2013. The new system will be implemented at the start of the 2013-2014 school year. Full implementation of teacher evaluation system with a percentage of each teacher's score connecting to student data will begin in 2014-2015. Supervision options offered to teachers as part of this project will include action research, professional portfolio, and peer coaching. Currently in one south central Pennsylvania county, peer coaching is an underutilized model of supervision. With the new evaluation mandates, teachers must take advantage of resourceful options for improving instruction and increasing student achievement.

Book excerpt: As the expectations for student achievement continues to increase at the national, state, and local levels, the pressure specifically increases for classroom teachers to reflect and improve their instructional practices. The purpose of this study was to examine how peer coaching may promote and encourage metacognition and reflective practice, as a way to improve classroom instruction, and perhaps have a positive influence on student achievement (Bandura, 1994). The study identified elementary school teachers in Grades Pre-Kindergarten through Grade Six in public elementary schools in north Alabama that were participating in a peer coaching model called the Instructional Partnership Pilot (IPP) and assessed their levels of reflection (Gassenheimer, 2012, 2013). The teacher reflection levels were studied in two matched groups: one group of six elementary schools that had participated in a peer coaching model for either one, two, or three years and the other group was comprised of six elementary schools that had not participated in a formal peer coaching model. The study attempted to answer the following research questions: (1) Are there differences in the professional reflections of teachers involved in a peer coaching model as compared to the reflections of those teachers not involved in a peer coaching model? (2) Are there differences in the professional reflections of teachers involved in a peer coaching model such as the Instructional Partnership Pilot for one, two, or three years? The Reflective, Ethical, Moral Assessment Survey (REMAS, Arredondo Rucinski & Baugh, 2006) was used to assess the teacher perceptions. The data were then compared using a t-test and a multivariate analysis of variance (MANOVA). The results did not reveal a significant difference between the reflective perceptions of those that had and those that had not participated in peer coaching. However, it was determined that the teacher perceptions were statistically significantly different when comparing the number of years in the peer coaching model, more specifically with an implementation dip in year two and highest scores in year three.

Book excerpt: In this paper we analyze the impact of classroom peers on individual student performance with a unique longitudinal data set covering all Florida public school students in grades 3-10 over a five-year period. Unlike many previous data sets used to study peer effects in education, our data set allow us to identify each member of a given student's classroom peer group in elementary, middle, and high school as well as the classroom teacher responsible for instruction. As a result, we can control for individual student fixed effects simultaneously with individual teacher fixed effects, thereby alleviating biases due to endogenous assignment of both peers and teachers, including some dynamic aspects of such assignments. Our estimation strategy, which focuses on the influence of peers' fixed characteristics--both observed and unobserved--on individual test score gains, also alleviates potential biases due to error in measuring peer quality, simultaneity of peer outcomes, and mean reversion. Under linear-in-means specifications, estimated peer effects are small to non-existent, but we find some sizable and significant peer effects within non-linear models. For example, we find that peer effects depend on an individual student's own ability and on the ability level of the peers under consideration, results that suggest Pareto-improving redistributions of students across classrooms and/or schools. Estimated peer effects tend to be smaller when teacher fixed effects are included than when they are omitted, a result that suggests co-movement of peer and teacher quality effects within a student over time. We also find that peer effects tend to be stronger at the classroom level than at the grade level. (Appended to this document is "Comparison of Estimation Methods Using Simulated Data." Book excerpt: Peer coaching is an alternative form of professional development in which teachers coach other teachers in the development of their practice. Studies have shown that teachers who have participated in a peer-coaching model have a higher rate of transfer of skill when compared to teachers who do not participate in this type of model. Although peer coaching has been proven to be effective, there is a lack of research documenting peer coaching interactions, how peers establish trust, and how they perceive peer coaching to impact their instruction. Analyzing how peers interact and what they say to each other to move instruction forward is therefore, important to understanding how school leaders and program directors can set up their environments to encourage these types of interactions. The participants for this study enrolled in a National Writing Project summer institute. The data set for this study included semi-structured interviews, stimulated recall interviews, and digital entries relevant to the inquiry. To identify the codes, categories, and themes emerging from the data set, this study used constant comparative analysis. Findings from this study suggest that informal interactions are just as important as formal interactions in building trust between peer coaches. Findings also suggest the importance of the writing group as paramount and purposeful for both composing and teaching writing. Findings also suggest that trust is built quickly in an environment such as a National Writing Project summer institute. Participants felt a sense of comfort when they were able to attend this summer institute with somebody that they already knew, believing that this helped them in establishing an initial level of comfort that served as a springboard for building additional relationships. Future research could continue to analyze both formal and informal interactions at the summer institute to revise a model of peer coaching that would assist program leaders in developing and enhancing the interactions between participants.
