Abstract: Hong Kong has a long historical development of public housing and become one of the largest public housing programmes city in the world. However, the demand for housing of the low income young people is still not met. They cannot afford decent housing in the private market. Since Housing Authority (HA) introduced the Quota and Points System (QPS) in 2005 for single person applicants. The purpose of the scheme was to set an annual quota for non-elderly one-person applicants applying for public rental housing (PRH) and establish a points system to accord priority to applicants of higher age. The goal of this study is to evaluate the effectiveness of the existing housing subsidy policy for solving the housing problems of the young people in Hong Kong. First, I will investigate and define the housing problems of young people and trying to make some recommendations and suggestions to government. Therefore, a survey will be conducted through interview questionnaire to the young people in order to study their housing problems and general characteristics. By studying the housing problems of the lower income young people in Hong Kong and hope the findings of this research may provide insights for policy makers in tackling the young people's housing problems. In the past decade, Chinese elderly have their traditional preference to live with their children and children take up the responsibility to care of the elderly during the late adulthood. The Government's elderly policy also encourages elderly are the best living with their children by launching housing policy to promote this concept. But challenges come from the ever-changing preference of the elderly in living arrangements. More of them are prefer to live alone or with their couples in order to avoid conflicts with the younger generations or being the financial burden of their children. In the situation that the increasing number of elderly to choose to live as singletons or with couples, the housing needs are increasing as well. This study is then conducted to understand the livability of elderly housing in Hong Kong, in order to investigate how the living environment affecting the physically and psychological conditions of the elderly and review of the existing housing policy in Hong Kong. In the past, there are many study had reviewed the policy of the public rental housing provided by the Government. We could only find few studies on reviewing the housing conditions of the private housing for the elders. It was because they are being considered having stable financial conditions as owning private properties. However, we could easily find out the elders who have suffered from great pressure on living although they have having own properties in Hong Kong. It might greatly relate to decreasing earning power in late adulthood, without a viable retirement protection and demanding responsibility of being owners in maintaining the housing conditions. With the conditions of deteriorating physiological and psychological on the elderly, they have great difficulties to cope with the situation. We would like to find out how the livability of housing conditions and living environment of the elderly in private housing in Hong Kong, after going through all over the chapter in this research study, a conclusion would be made in which recommendations on further housing policy could be summarized on providing better support to the elderly and secure that they could enjoy the living during the late adulthood. Abstract: Population aging becomes a serious social problem when the society develops into a certain stage, and it has a close relationship with the national economy and people's livelihood, as well as the future of a country. Also, the improvement of medical level and social welfare help people prolong their life expectancy. As a developing country, which includes nearly 1/4 population of the world, China also faces the severe aging problem. After the establishment of People's Republic of China, the population grows with a very high rapid. Later, the Chinese government implemented the One Child Policy at the beginning of 1980, this policy gradually modified the family structure in the micro dimension and the population structure in the macro dimension. There are more and more 4-2-1 families, which means there are 4 grandparents, 2 parents and only one child in one family, and this family structure causes some troubles and challenges to the traditional model, which is taking care of the old at home. The government and families all have difficulties to take care of the elderly people. As a result, the elderly housing emerges at the right moment. The world pays more attention to taking care of the elderly people, and many relative concepts have been introduced around the world. Such as the healthy ageing and active ageing pronounced by the WHO, and some other concepts like the ageing-in-place and community care, etc. All of these concepts give us a theoretical foundation when research on the development of elderly housing in China. Beijing Suncity Living Community is one of the best elderly communities in China, this dissertation tries to do a case study about the elderly housing in Suncity. After the data analysis, the author found that the Suncity does well in the design of the community, which suits the physical characteristics of the elderly people. Also, the services and facilities for the elderly people are relative complete, which can help the elderly people to spend their spare time in a more interesting way. However, the management in the Suncity is not good, and this may give the elderly people a sense of unsafety. Also, it may bring bad impact to their psychological health. Then, the recommendation about both the Suncity and the development of elderly housing in China will also be given. For the Suncity, it must change the poor management, and one method is to employ some professional people to enhance the management level. For the later development of elderly housing in China, recommendations are given from design of the elderly community and management of the elderly community. Abstract: Since the population in Hong Kong is expected to continue with an ageing trend, the elderly housing becomes an increasing concern of the society. Population aging, the sharp increase of life expectancy and the elderly dependency ratio, inadequate supply of elderly housing and the shortage of proper facilities and services for the elderly residents are the critical issues on the public housing for the elderly in Hong Kong. Based on the above situation, it is a critical time to draw the attention to the elderly housing policy on the needs of the elderly to evaluate the effectiveness of the current public housing policy for the elderly and recommends changes to the policy for improving elderly housing provision. The aging theories of the social gerontology are applied in relation to the housing need for the elderly and this research mainly focuses on the current public housing policy and the related housing programs provided by Hong Kong Housing Authority (HKHA) and Hong Kong Housing Society (HKHS) in terms of the flat design, community planning and facilities and so on. The importance of the formal support and the informal support to the elderly are also discussed in this research. Accordingly, the research is divided into several parts Firstly, the goal and objectives are briefly identified and studied. Secondly, the scope of study is listed out in order to provide a general outline for the dissertation. After that, the methodology and organization of study are illustrated. The primary data and the secondary data are collected. In order to have an in-depth understanding on the key issues of the public housing policy for the elderly and the needs of the elderly residents, both the quantitative and the qualitative research methods are used for this research. In this research, the result from the face to face questionnaire surveys with the elderly residents in Sham Shui Po District and the interview with the District Councilor Member of the same district shows that there are rooms for HKHA's improvement of elderly housing policies. In addition, it indicates that the formal support is able to meet the environmental and psychological need of the elderly. However, the elderly mainly rely on the informal support i.e. the family and friends to meet their psychological need. Therefore, the formal support and informal support should be integrated in the housing policy for the elderly to achieve the concepts of "Ageing in place" and "Healthy Aging." When the Chief Executive appealed to the community to care for our elderly and to make them feel a sense of belonging, the question immediately comes to our mind is that how well our senior citizens are housed and their needs served. After studied the literatures and research, I found most of the elderly would like to stay in their own home that is now called the idea of Aging in Place. So I take this opportunity to evaluate the performance of the Hong Kong Housing Society, This study referred from the forms of elderly housing and policy available in five overseas countries, all of them are located at Asia. The research done in this study reveals that the elderly want to stay in their own home in their later life and also some improvements needed to be made for the aging in place successful in the Housing Society's public rental housing estates. To enable our senior citizens to live independently with dignity in their twilight years, it is necessary to have the provision of a spectrum of services in the estate community to ensure that the elderly can continue to live in the familiar environment even when their self-care ability deteriorates. Simultaneously, efforts should also be initiated by the Housing Society to depart from its traditional design by incorporating barrier-free and elderly-friendly features into the built environment and the housing units of the rental housing estates. Recommendations on how to serve the elderly better by providing quality housing covering the physical and the social aspects are put forward. While almost 40% of the elderly are living in public housing; and numerous researches suggest "Ageing in place" is the unarguable preference of the elderly for them to live with dignity and autonomy in their familiar community, this study is therefore focusing on two questions: First, whether the prevailing housing provisions and policies could facilitate ageing in place for the elderly in the public rental housing estates. Second, what is the way forward for successful and sustainable ageing in place in public rental housing in the coming era of ageing. Three key elements for ageing in place are identified including adequate provision of affordable housing; suitable "environment" meeting the elderly's needs in physical and social aspects; and a living arrangement assisting formal care by professionals and informal cares by families. Empirical findings concluded that the accessibility of public rental housing for the elderly in the past decade was adequate. However, analysis on the trends of demand and supply for waiting list applicants revealed the potential shortage in future by reference to the lengthening waiting time despite the priority schemes for the elderly all along. The main reasons are the strong resistance to new estate development; and ageing of existing stock. A thorough research in the current housing policies revealed that the Hong Kong Housing Authority has implemented vigorous maintenance and improvements works; and numerous management policies in facilitating the aged people living in public rental housing estates. Their effectiveness was assessed through a case study on a representative old public rental housing estate viz. Kwai Shing West Estate comprising a questionnaire survey with a sample of 49 elderly respondents; field study on the estate facilities and services; and interviews with five knowledgeable stakeholders of government official, resident representative, elderly services providers and District Councillor sharing insights from different perspectives. Case study findings supported that the elderly were satisfied with their living conditions and community in public rental housing estate. However, they generally looked for better transport; more recreational facilities and open spaces; as well as social gathering opportunities to enhance their social lives. On the dark side, the social and community support services were inadequate as limited by the historical establishment and imbalanced allocation amongst estates. The current policies have also failed to identify and assist those "Hidden" elderly. Furthermore, the elderly were not much aware of the social services and housing policies fostering harmonious families. At last, the deteriorating trend of co-residence of the young and elder generations has been weakening the family support and increasing demand on social services of daily living assistance.
