Book excerpt: The use of public policies to regulate the speed of motorists along various segments of roads in the United States through the enactment of speed limits is the central focus of this study. Its effectiveness as a deterrent to vehicular crashes and fatalities involving high school students around designated school zones in Long Beach, California, is evaluated. The evaluative exercise relied on secondary data in acquiring the number and severity of crashes involving students within a one-mile radius around their school zones. These data were obtained from established public databases and simple random sampling (probability sampling) was used in extrapolating relevant pieces of information. A mixed method of evaluation that combines both quantitative and qualitative methods was adopted for the study. Based on hierarchies of performance, the inceptive portion of the v study was used to acquire relevant information that became baseline and reference data used in a rapid feedback study that culminated in an impact evaluation of the final speed enforcement program. Measures of central tendency, dispersion, and correlation were used in describing the effectiveness of speed reduction legislation with, and without the use of other speed measuring devices and activities of stationary or mobile speed enforcement officers. The results of the evaluation showed that speed reduction policy as an exclusive tool is less potent in combating the occurrence of accidents. An emerging hybrid approach that combines legislative policy with such tools as high profile visible speed monitoring devices as well as the presence of patrol units is more efficient. These additional instruments serve as independent variables in reducing the frequency of crashes (dependent variable). A utility-focused evaluation strategy is proposed for identifying the primary intended users and beneficiaries of this exercise. A documentary style study approach with components of a responsive evaluation will be used in driving the use of the evaluation’s findings. In addition, a robust communication program that incorporates elements of social media and other conventional methods will be used as strategies in the application of the study’s findings.

Book excerpt: Minnesota statute provides for a wide range of school zone speed limits (SZSLs) from which local authorities may select. This Transportation Research Synthesis summarizes the current research regarding setting SZSLs, effective methods and procedures for setting school zone speed limits and known spillover or other unintended consequences for setting improper school zone speed limits to provide guidance on SZSL best practices. The majority of states use a statute to define a SZSL, with over half of these states having a statutory SZSL set at 15, 20 or 25 mph. Many allow jurisdictions to lower SZSLs further based on an engineering and traffic study. Minnesota statute allows for a larger range than any other state. Based on available research, SZSLs consistently reduce mean and 85th percentile speeds, however the extent of the reductions and statistical significance varies. In many cases, a SZSL resulted in lower compliance with speed limits, however, lower overall speeds and tightening and leftward shift of speed distributions indicate overall safety benefits. Crash histories through school zones overwhelmingly found reductions in crashes, in particular, reductions in fatal and serious injury crashes involving vulnerable roadway users. The speed differential between the approach speed limit and the SZSL has an impact on compliance and safety, with a recommended differential of 5 to 10 mph and speed buffer zones on high-speed roadways. The layering of additional countermeasures such as flashing beacons and geometric changes to the roadway are recommended as best practices to achieve lower speeds in school zones. No unintended consequences on vehicle speeds nor user safety were identified.

Book excerpt: Safety hazards are increased in highway work zones as the dynamics of a work zone introduce a constantly changing environment with varying levels of risk. Excessive speeding through work and maintenance zones is a common occurrence which elevates the dangers to both drivers and motorists in the work zone. Although most work zones are controlled by reduced speed limits or state law enforcement, driver adherence to these regulations and laws in very minimal, especially in work zones. Several studies have shown a correlation between speeding in work zones and traffic crashes which lead most traffic safety professionals to conclude that excessive speeding and speed variance are the contributing factors in a large percentage of traffic crashes, injuries or fatalities. The most influential factor in achieving speed compliance in the work zone is the driver's perception of heightened risk. The main objective of this study was to determine the safest and most effective countermeasure for the reduction of vehicular speeds within construction and maintenance work zones. The purpose of the simulator experiment was to determine the effectiveness of 20 countermeasures on the reduction of speed through work zones in a controlled laboratory setting. The literature review identified several past research studies utilizing speed reduction countermeasures in work zones and under normal traffic conditions. From this review, 20 countermeasures were selected for evaluation based upon discussions with ODOT personnel.The post hoc tests indicated that the presence of construction workers, presence of construction vehicles, law enforcement, speed photo enforcement and shifting lanes were most effective at reducing speeds in work zones. The least effective speed reduction countermeasures included 3 sets of 3 rumble strips, concrete barriers, other channelizing devices and changeable message signs with speed reductions less than 10 mph.
