Superintendents' perceptions in regard to the purpose of those evaluation systems, if those evaluation systems are effective in relation to the prescribed purpose, the perceived quality, and the impact on superintendent performance were explored as well. Study design . Superintendents in 386 of the 524 public school districts across the state of Missouri responded to the survey. The survey consisted of 36 questions broken down into demographic items, evaluation process, and superintendent perceptions about performance evaluation. The survey sought to answer seven research questions and to test three null hypotheses. The hypotheses were tested using Pearson product-moment coefficient of correlation. Findings . The findings of most interest from this study were: (a) 81.3% of superintendents were over the age of 45, (b) 87.2% of districts use a formal process for superintendent evaluation, (c) 77.8% of school boards did not formally observe the superintendent during school hours, (d) 89.0% of superintendents reported they had two or fewer conferences with the board about performance as a result of observations by the board, (e) 75.2% of superintendents reported that they received a summative evaluation report, (f) 72.6% of superintendents reported that a conference was held to discuss the summative evaluation report, (g) 74.2 percent of superintendents reported that they view the evaluation process as being positive, (h) 72.6% reported that the process used in their district was fair, (i) accountability of the superintendent was reported as the main purpose for evaluation, and (j) the district's reported use of Missouri Department of Elementary and Secondary Education guidelines and procedures for superintendent evaluation correlated with the perceived quality and overall impact of the evaluation process as reported by superintendents. Conclusions . From this study, it is evident that many of the state's superintendents will be eligible for retirement over the next few years. There will be a need in future years for individuals to move into the superintendency to replace those that are retiring. The preparation phase is an important component in the superintendent evaluation process, and from this study it is evident that many boards and superintendents do not adequately prepare for the evaluation process. The majority of school districts use a formal process for superintendent evaluation. However, the study also revealed that there are several sources of procedures, practices and processes used for superintendent evaluation. The formative phase is another important component of the superintendent evaluation process. From this study, it was evident that most school boards and superintendents do not adequately complete this phase of superintendent evaluation. The presence of a summative component, including a summative form and a summative conference, is an important component of the superintendent evaluation process. From this study, it was evident that most school boards and superintendents are doing a much better job at this phase of superintendent evaluation.

Research in the wake of the federal accountability and reform movement has focused on the principal as the mediator of school reform. Consequently, there is a dearth of research focusing on the superintendent's role in school reform, superintendent performance evaluation, and the state's responsibility to ensure a fair, equitable, and high-quality superintendent evaluation process through state-level policy. This study is a comprehensive policy analysis of state-level superintendent evaluation policies nationwide using a basic content analysis methodology and a researcher-developed content-analysis rubric. The study investigated the impact of the accountability and reform movement on superintendent performance evaluations, identified the current status of state-level superintendent evaluation policies and policy coherence with the personnel evaluation standards developed by the Joint Committee on Standards for Educational Evaluation (Joint Committee), and determined whether a significant relationship exists between the breadth and depth of state-level superintendent evaluation policy and a state's political culture. Results show that 34 states have superintendent evaluation policies, but states vary substantially on the depth of superintendent evaluation policies and coherence with the Joint Committee standards. More states scored higher on the utility and feasibility standards than on the propriety and accuracy standards. There was no significant relationship, however, between a state's political culture and the breadth and depth of its superintendent evaluation policy as determine by the state's total content analysis rubric score.

A qualitative case study research approach was used to provide the researcher with rich, in-depth, relevant data. The researcher conducted multiple interviews of three superintendents and school board presidents in public school districts in Education Service Region IV of Texas. Additional data was gathered through documents and a reflective journal. There were six themes that emerged from data collected regarding superintendent evaluation: timing, rating, alignment, relationships, performance-based evaluation, and local control. The participating district modified and adjusted criteria and the process to align with the district context to more closely measure the school districts goals and priorities. The perspectives of superintendents and school board members offer insight into the process and struggles that each has with the overwhelming nature of the job of measuring the performance of the superintendent.

The task of evaluating the top leader in a school district falls to the school board-a body of individuals with little to no background in education. The superintendent evaluation should provide feedback to facilitate the development of instructional leadership and promote student achievement. The purpose of this interpretative phenomenological analysis study framed in cultural-historical activity theory was to explore the experiences of eight New Hampshire school superintendents with their evaluation process as it relates to feedback that promotes instructional leadership. Participants represented a variety of educational experiences and had worked in at least two school districts. The central research question was: What are the experiences of New Hampshire school superintendents with their evaluation process and how do they make sense of these experiences as it relates to feedback that promotes instructional leadership and increases student achievement? The analysis of the data revealed four super-ordinate themes: (a) the superintendent as instructional leader, (b) the superintendent evaluation process, (c) feedback for instructional leadership, and (d) influences on the evaluation process and the growth of instructional leadership. These four themes resulted in the following findings. Reflection and internal motivation promote the growth of instructional leadership. It was found through the current research that evaluation is one event and should be a mutually agreed upon process that benefits the superintendent and the organization in order to facilitate the achievement of goals. Hence, feedback should be ongoing and enhance the important relationship between the superintendent and school board. Implications for practice and future research are discussed.

This study examined the language of the 71 superintendent employment agreements and school district websites as they related to superintendent annual evaluations, and the responses of 22 of 71 school districts regarding the evaluatory methodologies utilized in evaluating the district leader. Specifically, the questions that guided this study were: 1. What are the stated purposes and processes for the evaluation of the school superintendent amongst these districts as stated in superintendent contracts? 2. In what ways are the Essential Knowledge and Skills for Effective School Leadership (2001) referenced in the evaluatory methodology and procedures of school superintendents? 3. How do superintendents promote public transparency with regard to the evaluatory criteria in their evaluation? 4. What are the most common elements for evaluation listed in contract language and how do these criteria relate to the literature surrounding superintendent evaluations? The study found no explicit usage of the Essential Knowledge and Skills for Effective School Leadership (2001), the defined leadership standards for the State of New York in the evaluation process; that the process of evaluating the school superintendent is not highly transparent amongst these school districts; that there are disparate approaches and processes utilized by school boards in evaluating the superintendent; the literature surrounding superintendent evaluation is dated; and there is not an abundance of recent relevant research on the topic of school superintendent evaluations. The study concluded that the process of superintendent evaluation is not well articulated in New York State due to an ambiguous state regulation regarding superintendent evaluation. Standards driven evaluations do not feature highly in the evaluation process of school superintendents, and that the evaluation process is not highly transparent to stakeholders in the various school districts.
