A clearer picture of the desired competencies of school superintendents by local boards of education should assist both parties in decreasing any discrepancies in expectations. The proposed study identify the professional competencies of public school superintendents that are identified for successful employment in the state of Texas by both school board presidents and school superintendents. The population of the study consist of a stratified random sample of K-12 public school superintendents and school board presidents in Texas. The respondents rated the perceived importance of eight competencies using a five-point Likert-type scale. The surveys were then categorized based on district size, years served in the district by the superintendent, and years served on the board of education. The findings indicated that both board presidents and school superintendents perceived acting ethically and morally as the most important competency. Both respondents also indicated that knowing how to budget and allocate resources was perceived as the second most important competency. Significant differences were indicated between different size districts in the areas of instructional leadership and shaping school culture.

Book excerpt: This study examined the role of the superintendent as it is perceived by school administrators and school board presidents. The study was limited to public schools in Texas located within Region 20 ESC. Responses to a Likert-type instrument were solicited from school board presidents, superintendents and other school administrators (n=163). The questionnaire generated data regarding perceptions toward the role of the superintendent in nine different domains containing 38 different criteria. Results from an ANOVA showed no significant difference at the alpha level of .05. Sidak post-hoc tests were run as well, but because the ANOVA did not reveal any significant difference, the post-hoc data was not presented. The primary conclusion drawn from this study was that the perceived conflict in the literature that exists between boards and superintendents that is prevalent enough to cause a superintendent to leave a district, was not brought to light in this study. Board presidents, superintendents and other school administrators all appear to have the same perceptions regarding the role of the superintendent. This questionnaire did not reveal the source of conflict. However, the data revealed that board presidents, superintendents and other school administrators see the superintendent's role in the same way. The findings from this research may indicate that as a result of extensive board training, there may be improved respect and communication between the board, superintendents, and other school administrators. Recommendations include, among others: 1. Research into the development of an instrument that examines a more reflective relationship between the board and superintendent dealing with the aspects of personality, character, prejudices and attitudes. 2. Through the legal process, to increase the length of a term for board members from the current three-year term to at least five years. 3. Through the legal process, modify the Open Meetings Act to allow boards the freedom to conduct self-evaluations and "board performance" issues behind closed doors. This would eliminate the perception of the board "airing dirty laundry" in public.

The following research questions were the focus of this study: (1) What type of group interactions occurred among the school board members and between the board and the superintendent? (2) How did the board/superintendent relationship affect information processing, conflict management, and goal setting between the school board and the superintendent? (3) What ways did group structures, such as role identity, influence board/superintendent cohesiveness? (4) What ways did the superintendent's leadership have an effect on board/superintendent cohesiveness? A good working relationship between an elected school board and an appointed superintendent is crucial in order for the school district to attain its district goals and improve student achievement. The school board members need to understand not only their roles and functions, but also the role and function of the superintendent. If a healthy relationship is not developed, then the school district and their stakeholders will be in a constant power struggle (Estes, 1979). A well-rounded working relationship between the school board and the superintendent is imperative if the district wants to achieve the goals set by the school board and to meet the mandates and requirements from federal and state agencies. Utilizing a qualitative multiple case study with a social action system theory approach, direct observations, individual interviews, and document reviews were used to collect data in this research study. Open, axial, and selective coding were used to analyze the qualitative data that was collected. This study supported themes in practice that emerged through the data in school districts with healthy board/superintendent relationships. The themes included: (a) honesty; (b) free flowing communication; (c) mutual respect; and (g) trust. This study also supplemented the existing research with additional themes that emerged from the individual interviews, direct observation and documents. These emergent themes included: (a) lack of communication; (b) dishonesty; (c) favoritism. The results of this study provided information related to strategies that aid in the development and the improvement of the school board and superintendent relationship. It contributed to the field of knowledge by highlighting the importance of improving the school board and superintendent relationship. This study can serve as a guide for designing training for school boards and superintendents. It could also help determine if a single method or a combination of methods would help to develop or improve the relationship between the school board and the superintendent.

A qualitative case study research approach was used to provide the researcher with rich, in-depth, relevant data. The researcher conducted multiple interviews of three superintendents and school board presidents in public school districts in Education Service Region IV of Texas. Additional data was gathered through documents and a reflective journal. There were six themes that emerged from data collected regarding superintendent evaluation: timing, rating, alignment, relationships, performance-based evaluation, and local control. The participating district modified and adjusted criteria and the process to align with the district context to more closely measure the school districts goals and priorities. The perspectives of superintendents and school board members offer insight into the process and struggles that each has with the overwhelming nature of the job of measuring the performance of the superintendent.

The study was guided by the following three research questions: 1) How do Texas superintendents perceive they influence state legislators in the development of educational policies? 2) How do Texas legislators perceive Texas superintendents influence state legislators in the development of educational policies? 3) What commonalities and differences exist between the perceptions of Texas superintendents and legislators in regard to how superintendents influence state legislators in the development of educational policies? A qualitative methodology and a grounded theory approach were utilized in this study (Corbin & Strauss, 2008). Data was collected via in-depth interviews with three purposely selected Texas public school superintendents and three Texas legislators. The data were coded and analyzed using open, axial, and selective coding techniques (Patton, 2002). This method of data analysis allowed for themes to emerge from the data and for the identification of a single overarching theme by which all other themes were connected. This study's findings uncovered that superintendents influence the development of educational policies at the state level by interacting with legislators and their staff members, by participating as members of professional organizations, and by enlisting local stakeholders. Ingrained in each of these processes for influencing policy development is the overarching theme that superintendents must build and foster relationships to influence the development of educational policies. Based on a thorough examination of the data gathered in this study, implications for practice were offered and recommendations for consideration of future studies that build upon this research were provided. This study is one of the only research endeavors ever conducted to examine the strategies utilized by superintendents to influence the development of educational policies. It is the only study of its kind known to the researcher that utilizes qualitative methodology. The richness of the data provided by the participants of this study adds significant value to the knowledge base regarding the political role of the public school superintendent to influence policy development.

This study also explored which characteristics school board members and superintendents believe are essential to effective school board member and superintendent relationships. This quantitative study utilized survey research methods. Participants answered four demographic questions and 35 primary questions that addressed components of the research questions that frame this study. Questionnaire items were answered on a Likert-type scale that indicated the participants' level of satisfaction (items 1-25) with the school board member and superintendent relationship and level of importance (items 26-35) related to essential characteristics of effective school board member and superintendent relationships. Survey methodology was appropriate for this particular study because the aim of the study was to investigate the perceived relationship between two defined stakeholder groups, school board members and superintendents, and those groups' perceptions of how that relationship impacts educational accountability, the instructional program, leadership roles, board-superintendent conflicts, teamwork, and school-community relations. Participants were selected from the state of California database system that includes contact information for school board members and superintendents within the state. The researcher had access to participants because he secured the support from the California School Board Association (CSBA) Board of Directors. The CSBA Board of Directors allowed the researcher to use their comprehensive e-mail database to contact superintendents and school board members within the state of California. In order to keep the random sample sizes as large as possible, invitations to participate were sent to 250 superintendents and 350 school board members in the CSBA database system
