Book Synopsis Intergovernmental Relations by : Jonathan M. Fisk
Download or read book Intergovernmental Relations written by Jonathan M. Fisk and published by Taylor & Francis. This book was released on 2022-06-14 with total page 261 pages. Available in PDF, EPUB and Kindle. Book excerpt: Who governs? On the surface, such a question should be easy to answer by simply reading the law. Taking a deeper examination, it is one of the most hotly contested questions, often without a clear-cut answer. With recent controversies in the United States related to confederate monuments, transgender rights, and unconventional oil and gas development, for example, the answer is: it depends and is subject to change. Intergovernmental Relations: State and Local Challenges in the Twenty-First Century examines the sources behind state-local conflict to better understand where this critical intergovernmental relationship may be breaking down, and to ultimately identify solutions and policy tools that build upon the strengths of state and local governments, mitigate conflicts, and improve the quality of life for citizens. Author Jonathan M. Fisk begins by defining the basic institutional structures and offices and addressing the intergovernmental legal environment. He then offers a framework for understanding possible sources behind state-local conflict, with a recognition that intergovernmental relationships have historical roots, are place-based, and dependent on context, before examining concrete issues that have become ensnared in intergovernmental conflict via case studies including environmental (plastic bags, climate change), social and constitutional (confederate statues, transgender bathrooms), and economic (living wage, affordable housing) to name a few. Each case study possesses its own history, intergovernmental actors, costs, benefits, opportunities, and challenges. Readers are asked to confront difficult questions about property and constitutional rights, intergenerational equity, economic growth, wage fairness, and local democracy. This book offers an ideal supplement for students enrolled in courses on public policy, federalism, state and local government, and public administration.

Book Synopsis State-Local Governmental Interactions by : Joseph F. Zimmerman
Download or read book State-Local Governmental Interactions written by Joseph F. Zimmerman and published by State University of New York Press. This book was released on 2012-04-02 with total page 275 pages. Available in PDF, EPUB and Kindle. Book excerpt: Relations between state governments and their respective local governments are of crucial importance, yet they have remained largely unexplored by scholars. This neglect is all the more surprising in light of the fact that most public services are provided directly to citizens by general-purpose local governments, who are themselves subject to varying degrees of control by their respective state governments. In State-Local Governmental Interactions, Joseph F. Zimmerman builds on work conducted for the US Advisory Commission on Intergovernmental Relations pertaining to local government discretionary authority, intergovernmental service agreements, state and federal mandates, and voluntary and state-mandated transfers of functional responsibility. He demonstrates that the degree of control states exercise over their political subdivisions varies greatly, from very tight control in Vermont to relatively little control in Maine. Particular emphasis is placed on the legal relationships between a state and its various types of political subdivisions. The volume concludes with recommendations for the establishment of a state-local governmental partnership.
Book Synopsis Local Government and the States by : David R. Berman
Download or read book Local Government and the States written by David R. Berman and published by Routledge. This book was released on 2003 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers an overview of the legal, political, and broad intergovernmental environment in which relations between local and state units of government take place, the historical roots of the conflict among them, and an analysis of contemporary problems concerning local authority, local revenues, state interventions and takeovers, and the restructuring of local governments. The author pays special attention to local governmental autonomy and the goals and activities of local officials as they seek to secure resources, fend off regulations and interventions, and fight for survival as independent units. He looks at the intergovernmental struggle from the bottom up, but in the process examines a variety of political activities at the state level and the development and effects of several state policies. Berman finds considerable reason to be concerned about the viability and future of meaningful local government.
