Book excerpt: The purpose of this research was to examine the role of instructional technology resource teachers (ITRTs) within Virginiaâs public school divisions focusing on how ITRTs used their time throughout the school year to integrate technology into the curriculum. Based on data from surveys of current ITRTs, the researcher investigated further to find relationships, if any, among the professional and educational backgrounds and work calendar of these teachers and their responses to their actual role. The study also addressed training that the ITRTs have received to assist them in their job duties and explored the participants' perceptions of their roles as ITRTs. Data were collected through the administration of an online survey sent to 1,199 ITRTs in 133 school divisions (districts) in Virginia. The response rate was 82% or 983 returns. The data were analyzed and presented using a tabular format along with a brief description. Based on the findings, 40.9% of the respondents listed Instructional Technology Resource Teacher as their official job title. The majority of respondents held masterâs degrees and teacherâs licenses. Respondents reported that 95% were full-time ITRTs. Most worked on a 10- or 11-month work calendar. The findings showed that instructional technology resource teachers were assisting teachers somewhat with technology integration, but the time spent on solving software (64.8%) and hardware (53.3%) problems remains a concern. The majority stated that they had received training from their school divisions. The analysis showed that only 1.6% of the respondents had no training. Respondents overwhelmingly agreed that the most effective way to meet each schoolâs instructional technology needs is to have one full-time instructional technology resource teacher in each school. Respondents stated there was not enough time allotted for teachers to plan for technology in the classroom and that there were insufficient funds for hardware and software needed for imple.

Book excerpt: In 2004, Virginia's Department of Education (VDOE) identified the need for technology integration in instruction to meet the needs of the 21st century student. For this to happen effectively, Virginia legislators authorized and funded an instructional position, the Instructional Technology Resource Teacher (ITRT), for each 1000 students in Virginia's 132 school divisions (Virginia Standards of Quality [SOQ], 2004). The VDOE established guidelines for this position to direct school division implementation. Primary responsibilities for the position involve activities relating to teacher professional development. Virginia divisions chose varying models for deploying the ITRT to meet this requirement. In 2012, the legislature edited the directive for the position to give localities the option to use the position as an ITRT, as a data coordinator, or as both positions (Virginia Standards of Quality, 2012). This study uses survey data to determine how ITRTs are spending their time, ten years after the implementation of the program. Survey data was compared to data collected by Hooker (2006) and the guidelines for the position as published by the Virginia Department of Education (Virginia Department of Education [VDOE], 2008). Major findings indicate that ITRTs are still spending time on tasks that are not specified in the published guidelines. This study's data correlate with the data gathered by Hooker (2006) following the first year of the implementation of the SOQ.

Book excerpt: This case study describes one professional development approach to support technology integration at all public schools in one large county in central Virginia. Using data obtained from daily time logs, the frequency of Instructional Technology Resource Teacher (ITRT) use by classroom teachers was analyzed. Descriptive statistics were used to describe overall percentage of ITRT use, the various types of professional development requested by teachers, the consistency of those activities over time, and if the frequencies of activities varied as a function of school level, Title I status at the elementary level, or subject area taught by teachers at the secondary level. Qualitative data was collected via focus group interviews of the involved ITRTs, and an exploratory attempt to understand the reasons behind their use was made. Data indicated that ITRTs were used 52% of the time offered with 5% variation over 3 years. Across school levels, ITRT time was used more at the secondary level and use varied no more than 9% over time. Google Apps for Education and web-based programs represented 73% of the training requests. Over time, fluctuations in the number of requests for assistance with different applications were explained by contextual factors. Elementary schools classified as Title I accounted for 23% of the total time elementary ITRTs were used. At the secondary level, teachers of science and language arts requested ITRT assistance more often. ITRTs made sense of these results by identifying first order barriers as more influential than second order barriers. Of these, access barriers were the most frequently cited barrier by the ITRTs followed by subject culture, institution, assessment, attitude and beliefs, and knowledge and skills. Elementary ITRTs cited more instances of barriers than secondary. Recommendations for practice and future research were made.
