Book excerpt: Forestry has been witness to some dramatic changes in recent years, with several Western countries now moving away from the traditional model of regarding forests merely as sources of wood. Rather these countries are increasingly recognizing their forests as multi-purpose resources with roles which go far beyond simple economics. In this innovative book, Sylvie Nail uses England as a case study to explore the relationships between forests, society and public perceptions, raising important questions about forest policy and management both now and in the future. Adopting a sociological approach to forest policy and management, the book discusses the current validity of the two principles underlying forestry since the Middle Ages: first, that forestry should only exist when no better use of the land can be made, and second, that forestry itself should be profitable. The author stresses how values and perceptions shape policies, and conversely how policies can modify perceptions, and also how policies can fail if they do not take perceptions into account. She concludes that many of the issues facing English forestry in the 21st century – from leisure, health and amenity provision, through education and rural as well as urban regeneration, to biodiversity conservation – go well beyond both national borders and the scope of forestry. Indeed forestry in the 21st century seems to be less about planting and managing trees than about being a vector and a mirror of social change. This novel synthesis provides a valuable resource for advanced students and researchers from all areas of natural resource studies, including those interested in social history, socio-economics, cultural geography and environmental psychology, as well as those studying landscape ecology, environmental history, policy analysis and natural resource management.

The National Forest's purpose is to increase woodland cover to a third of The National Forest area, whilst demonstrating sustainable, multi-purpose land use, including growing timber, providing leisure and tourism facilities and developing natural habitats. Key features of The National Forest are its linkage of previously isolated ancient woodlands and the establishment of new nature reserves, as well as the provision of a framework for farm diversification and the regeneration of former coalfields. It is delivering tangible environmental, economic and social benefits to an area of the Midlands - much of which was suffering economic and environmental decline - through planting trees to create new woods and forests. Its achievement is not so much in trebling the proportion of land with tree cover to 18 per cent, but that, in so doing, it has helped to regenerate the local economy, open up the Forest to greater public use and improve the natural environment. The success has been built on the commitment and skills of all the partner organisations, and The National Forest Company has played a crucial leadership role to enable the project to deliver effectively the multiple benefits of forestry. There needs to be a systematic approach to disseminating the company's experiences so that lessons learned can be exploited across England.

The terrible toll taken by Dutch elm disease has been followed by a string of further epidemics, most worryingly ash chalara – and there are more threats on the horizon. There is also a widely shared belief that our woods have been steadily disappearing over recent decades, either replanted with alien conifers or destroyed entirely in order to make way for farmland or development. But the present state of our trees needs to be examined critically, and from a historical as much as from a scientific perspective. For English tree populations have long been highly unnatural in character, shaped by economic and social as much as by environmental factors. In reality, the recent history of trees and woods in England is more complex and less negative than we often assume and any narrative of decline and loss is overly simplistic. The numbers of trees and the extent and character of woodland have been in a state of flux for centuries. Research leaves no doubt, moreover, that arboreal ill health is nothing new. Levels of disease are certainly increasing but this is as much a consequence of changes in the way we treat trees – especially the decline in intensive management which has occurred over the last century and a half – as it is of the arrival of new diseases. And man, not nature, has shaped the essential character of rural tree populations, ensuring their dominance by just a few indigenous species and thus rendering them peculiarly vulnerable to invasive pests and diseases. The messages from history are clear: we can and should plant our landscape with a wider palette, providing greater resilience in the face of future pathogens; and the most 'unnatural' and rigorously managed tree populations are also the healthiest. The results of an ambitious research project are here shaped into a richly detailed survey of English arboriculture over the last four centuries. Trees in England will be essential reading not only for landscape historians but also for natural scientists, foresters and all those interested in the future of the countryside.
