Hurricane Katrina reemphasized to the public and to policy makers the importance of addressing long-term needs after a disaster. On October 20, 2005, the Institute of Medicine's Roundtable on Environmental Health Sciences, Research, and Medicine held a workshop which convened members of the scientific community to highlight the status of the recovery effort, consider the ongoing challenges in the midst of a disaster, and facilitate scientific dialogue about the impacts of Hurricane Katrina on people's health. Environmental Public Health Impacts of Disasters: Hurricane Katrina is the summary of this workshop. This report will inform the public health, first responder, and scientific communities on how the affected community can be helped in both the midterm and the near future. In addition, the report can provide guidance on how to use the information gathered about environmental health during a disaster to prepare for future events.

Book excerpt: This volume focuses on the status of the elderly and the disabled after disasters globally as well as the challenges of post-earthquake rebuilding in Haiti. The International Federation of the Red Cross and Red Crescent Societies has estimated that between 1987 and 2007, about 26 million older people were affected each year by natural disasters alone and that this figure could more than double by 2050 due to the rapidly changing demographics of ageing. People with disabilities (physical, medical, sensory or cognitive) are equally at risk of utter neglect during and after disasters. The Australian Agency for International Development estimates that 650 million people across the world have a disability and about 80 per cent of them live in developing countries. Similarly, before the January 2010 earthquake, Haiti was a “country with tremendous development needs and numerous impediments to development,” according to Congresswoman Maxine Waters when introducing a Resolution in the US House of Representatives to cancel Haiti’s debts in March 2007. These impediments included an overwhelming burden of international debt; lack of personal and community assets; and, very little or no internal and external capacities, all of which have been exacerbated by the aftermath of the earthquake. It was against this background that the Center for Rebuilding Sustainable Communities after Disasters at the University of Massachusetts Boston organized two international Conferences in 2010 – in April, on Rebuilding Sustainable Communities in Haiti in the wake of the January Earthquake; and, in July, on Rebuilding Sustainable Communities with the Elderly and Disabled People after Disasters. This edited book consists of selected papers that were presented at these academic events. The topics include Disaster Experiences of the Elderly and the Disabled in Nigeria; The Vulnerability of Elderly People in the Aftermath of Earthquakes in Iran; Methods for Assessing and Developing Understanding of Resiliency in Communities; The Tuareg’s traditional Shelter for Disaster Mitigation and Reconstruction in Libya; and, People with Disabilities in Haiti Before and After the 2010 Earthquake.

Book excerpt: H.R. 3, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), states in part: The Secretary [of Transportation] and the Secretary of Homeland Security, in coordination with Gulf Coast States and contiguous States, shall jointly review and assess Federal and State evacuation plans for catastrophic hurricanes impacting the Gulf Coast Region and report its findings and recommendations to Congress. The Secretaries shall consult with appropriate Federal, State, and local transportation and emergency management agencies and consider, at a minimum, all practical modes of transportation available for evacuations; the extent to which evacuation plans are coordinated with neighboring States; methods of communicating evacuation plans and preparing citizens in advance of evacuations; and methods of coordinating communication with evacuees during plan execution. In response to these requirements, DHS launched a nationwide review of State, Territorial, and urban area emergency and evacuation plans. Congress directed the Departments of Homeland Security and Transportation to collaborate in this important effort, and both are leveraging their respective expertise. Responsibility for the review was assigned to the Department of Homeland Security's new Preparedness Directorate. Staff and subject-matter experts developed a proposed review methodology that was approved by Secretary Michael Chertoff on October 26, 2005. On November 23, 2005, DHS issued an Information Bulletin to States, Territories and the 75 urban areas describing the review and identifying required submissions. The purpose of this Report is to summarize the results of these submissions, provide a preliminary analysis of the status of nationwide catastrophic planning, and identify next steps. Like Phase 1, Phase 2 will emphasize identification, prioritization, and correction of critical deficiencies (i.e., those that may prevent successful execution of the plan).
