As the informational state replaces the bureaucratic welfare state, control over information creation, processing, flows, and use has become the most effective form of power. In Change of State Sandra Braman examines the theoretical and practical ramifications of this "change of state." She looks at the ways in which governments are deliberate, explicit, and consistent in their use of information policy to exercise power, exploring not only such familiar topics as intellectual property rights and privacy but also areas in which policy is highly effective but little understood. Such lesser-known issues include hybrid citizenship, the use of "functionally equivalent borders" internally to allow exceptions to U.S. law, research funding, census methods, and network interconnection. Trends in information policy, argues Braman, both manifest and trigger change in the nature of governance itself.After laying the theoretical, conceptual, and historical foundations for understanding the informational state, Braman examines 20 information policy principles found in the U.S Constitution. Book excerpt: The idea that society, or civilisation, is predicated on the "state" is a projection of present-day political ideology into the past. Nothing akin to what we call the "state" existed before the 19th century: it is a recent invention and the assumption that it is timeless, necessary for society, is simply part of its legitimating myth. The development, over the past three millennia, of the political structures of western civilisation is shown here to have been a succession of individual, unrepeatable stages: what links them is not that every period re-enacts the "state" in a different guise - that is, re-enacts the same basic pattern - but that one period-specific pattern evolves into the next in a path-dependent process. Treating western civilisation as a single political system, the book charts systemic structural change from the origins of western civilisation in the pre-christian Greek world to about 1800, when the onset of industrialisation began to create the conditions in which the state as we know it could function. It explains structural change in terms of both the political ideas of each period and in terms of the material constraints and opportunities (e.g. ecological and technological factors) that impacted on those ideas and which constitute a major cause of change. However, although material factors are important, ultimately it is the ideas that count - and indeed the words with which they were communicated when they were current: since political structures only exist in people ́s heads, to understand past political structures it is imperative to deal with them literally on their own terms, to take those terms seriously. Relabelling or redefining political units (for example by calling them "states" or equating them with "states") when those who lived (in) them thought of them as something else entirely imposes a false uniformity on the past. The dead will not object because they cannot: this book tries to make their voices heard again, through the texts that they left but whose political terminology, and often whose finer points, are commonly ignored in an unconscious effort to make the past fit our standard state-centric political paradigm.

Book excerpt: In this innovative study, Crystal Sanders explores how working-class black women, in collaboration with the federal government, created the Child Development Group of Mississippi (CDGM) in 1965, a Head Start program that not only gave poor black children access to early childhood education but also provided black women with greater opportunities for political activism during a crucial time in the unfolding of the civil rights movement. Women who had previously worked as domestics and sharecroppers secured jobs through CDGM as teachers and support staff and earned higher wages. The availability of jobs independent of the local white power structure afforded these women the freedom to vote in elections and petition officials without fear of reprisal. But CDGM's success antagonized segregationists at both the local and state levels who eventually defunded it. Tracing the stories of the more than 2,500 women who staffed Mississippi's CDGM preschool centers, Sanders's book remembers women who went beyond teaching children their shapes and colors to challenge the state's closed political system and white supremacist ideology and offers a profound example for future community organizing in the South.

In social policy terms the model attempts to transcend the old alternatives of the state and the market. Instead, civil society, government, and the market are viewed as interdependent and equal partners in the provision of welfare, and the challenge for government is to create equilibrium between these three pillars. The individual is to be 'pushed' towards self-help, and independent, active citizenship, while business and government must contribute to economic and social cohesion. This book provides a comprehensive and critical analysis of 'Third Way' social policy and policy processes in the welfare systems of industrialized economies, and examines the extent to which 'Third Way' ideology and institutional structures converge or vary in different national settings. It examines substantive areas of public policy in a broad comparative context of key trends and debates. By assessing the extent to which the post-war social contract in developed welfare states is being renegotiated, the text contributes to a better understanding of the current restructuring and modernization of the State. This book investigates how grassroots Marshallese society has interpreted and responded to this threat as intimated by local observation, science communication, and Biblical exegesis. With grounds to dismiss or ignore the threat, Marshall Islanders have instead embraced it; with reasons to forswear guilt and responsibility, they have instead adopted in-group blame; and having been instructed that resettlement is necessary, they have vowed instead to retain the homeland. These dominant local responses can be understood as arising from a pre-existing, vigorous constellation of Marshallese ideas termed "modernity the trickster": a historically inspired narrative of self-inflicted cultural decline and seduction by Euro-American modernity. This study illuminates islander agency at the intersection of the local and the global, and suggests a theory of risk perception based on ideological commitment to narratives of historical progress and decline.

In Climate Change and the Nation State, Anatol Lieven outlines a revolutionary approach grounded in realist thinking. This involves redefining climate change as an existential threat to nation states - which it is - and mobilizing both national security elites and mass nationalism. He condemns Western militaries for neglecting climate change and instead prioritizing traditional but less serious threats. Lieven reminds us that nationalism is the most important force in motivating people to care about the wellbeing of future generations. The support of nationalism is therefore vital to legitimizing the sacrifices necessary to limit climate change and surviving and the effects of it (some of which are now inevitable). This will require greatly strengthened social and national solidarity across lines of class and race. Throughout, Lieven draws on historical examples to show how nationalism has helped enable past movements to implement progressive social reform. Lieven strongly supports plans for a "Green New Deal" in the USA and Europe. In order to implement and maintain such changes, however, it will be necessary to create dominant national consensuses like those that enabled and sustained the original New Deal and welfare states in Europe. Lieven criticizes sections of the environmentalist left for hindering this by their hostility to national interests, their utopian political naivet , their advancement of divisive cultural agendas, and their commitment to open borders. Radical and timely, Climate Change and the Nation State is an essential contribution to the debate on how to deal with a climatic crisis that if unchecked will threaten the survival of Western democracies and every organized human society.
