Book excerpt: This thesis examines the effect of combining radar signature reduction and onboard electronic attack (EA) capability on the survivability enhancement of a generic joint strike fighter (JSF). The missions of a generic JSF are examined, and a tactical scenario for an air-to-air mission and a strike mission are presented. The principles of signature reduction and EA using onboard Electronic Countermeasures (ECM) are reviewed. The effect of signature level and of jammer effective radiated power (JERP) on the ability of a radar to detect the JSF are determined individually. Finally, an approach for combining the two survivability enhancement features is described, in the context of the two tactical JSF scenarios, and an EXCEL spreadsheet program entitled RCS-JERP is developed using unclassified radar and EA equipment data. Although all of the material in this thesis and in RCS-JERP are unclassified, the principles, methodology, and spreadsheet can be applied to specific (and classified) scenarios by utilizing the specific radar data, applicable mission threat analyses, and the effectiveness of the specific EA techniques employed.

The results of the EEAs are presented in tabular format. The general conclusion is made that both increased aircraft performance, with threat warning available, and signature reduction, with and without threat warning available, and signature reduction, with and without threat warning available, play important roles in increasing aircraft survivability through a reduction in an aircraft's susceptibility. The studies encompass primarily three areas: Survivability assessment modeling, Mission cost-effectiveness methodology, and Survivability assessment studies. In the survivability assessment modeling area, several aircraft attrition models were evaluated to determine their applicability to the TEAS effort, and modeling deficiencies were identified. In addition, attrition modeling requirements were outlined (again with the TEAS objectives in mind) to establish a more effective baseline model, and modeling validation techniques were studied to establish model credibility. A mission cost-effectiveness methodology is described to assist the Survivability Assessment Subgroup in the evaluation of the baseline aircraft. Following the definition of a generalized mission effectiveness/survivability model, a cost model based on the WESIAC method was outlined and a sample problem was described to demonstrate a typical application to the TEAS program. Finally, survivability assessment studies were performed to provide examples of how current survivability methodologies could be applied to the study of aircraft attrition.

Book excerpt: Throughout the United States Department of Defense (DoD), the need exists to assess and characterize aircraft system survivability to High Frequency (HF) electromagnetic (EM) transient threats. These threats include the HF Electromagnetic Pulse (EMP) and other ultra wideband (UWB) transient environments. The Navy recognizes this need and is taking the initiative to investigate the feasibility of a realistic, low-cost test methodology to assess, characterize and validate aircraft survivability to threats that may range from a few hundred Kilohertz to the low Gigahertz region. The proposed Navy technical approach is based on established system-level RDT & E technology using existing high frequency test laboratories and equipment. The approach will be validated using a combination of High Level Pulse (HLP) testing at the Naval Air Warfare Center Aircraft Division Patuxent Rivers Horizontally Polarized Dipole (HPD) and Vertically Polarized Dipole (VPD) free-field EMP simulators, electromagnetic effects generating equipment to simulate the carrier shipboard environment free- field low-level continuous wave (LLCW) testing to acquire the stress response data, and wideband direct-drive tests to characterize system strength. The Navy is developing a new wideband (up to 1 GHz) direct-drive technology and waveform combination techniques using stress response data to develop worst-case stress envelopes to be used during the direct-drive tests.

The loss of a modern aircraft entails the probable loss of highly trained and experienced crews that took years to develop. Furthermore, if a target is missed because of defensive reactions to radar-guided weapons, the sortie is lost and the target will have to be attacked again, draining valuable resources from the war effort and risking the attack package all over again. Therefore, the jamming of early warning, ground-control intercept, and acquisition radars maximizes the success of strike packages by creating significant confusion and friction inside the command and control system of an adversary by denying critical intelligence on aircraft routes, altitudes, and timing. This friction slows an adversary's ability to respond to aerial attacks and therefore contributes directly to the preservation of combat power - experienced combat crews and aircraft. Joint Publication 3-01.4 defines Electronic Warfare (EW) as "any military action involving the use of electromagnetic energy and directed energy to control the electromagnetic spectrum or to attack the enemy." EW is further divided into three subcategories: Electronic Attack (EA), Electronic Protect (EP), and Electronic Warfare Support (ES). All three of these subdivisions are critical to the creation of synergistic effects in the modern electromagnetic battlefield. The Department of Defense's decision to retire the EF-111A and create four EA-6B Joint Expeditionary Squadrons within the Navy highlights a significant shift in the EA philosophy of the Department of Defense. The proliferation of modern surface-to-air missile systems, early-warning and ground- controlled intercept radars, and the abundant number of anti-aircraft artillery weapon systems requires the maintenance of a robust EA capability.
