Book excerpt: This report is a comprehensive overview of oversight conducted over the past decade to measure how well DHS is achieving its mission, operating its programs, spending taxpayer funds, complying with the law, and respecting the boundaries established to limit the federal government and protect the rights of law abiding U.S. citizens. Created after the September 11, 2001 terrorist attacks, DHS is the result of the largest reorganization of government in more than a half century. Today, the Department's spends approximately $61 billion annually and employs more than 240,000 people. It includes many different components, directorates, offices, and programs with a broad range of missions. This report reviews each of DHS's five main missions, where it is falling short with each, and provides recommendations to make the Department more efficient and effective. The analysis is based upon independent information and evidence as well as oversight conducted by my office and other watchdogs. Where necessary, this report notes where additional oversight is needed to improve transparency and understanding of DHS's programs and performance.

Book excerpt: The mission, authority, organization, role, function, and the fundamental terminology that affects homeland security in the United States is examined in this book. Homeland security demands quick, effective organization to operate in emergencies, but simultaneously defies it by the limited time frame and sheer scope of the problem. The author focuses on the five core missions of homeland security: preventing terrorism, securing borders, enforcing immigration law, safeguarding cyber systems, and ensuring resilience to disasters. These core missions require five common skill areas for homeland security operations: risk assessment, determining authority and capability to enact solutions, identifying organizational structure and functions, recognizing operational patterns, and applying analytical techniques to achieve the best performance possible. Unique features include the key points of contact, potential areas of conflict, legal and executive aspects, work flow processes and their analysis, examination of risk assessment, review of implementation and response, emergency services and logistics, and political issues. In addition, operational assignment of resources for intelligence, tactical response, investigations, prosecution, and confinement are discussed. A glossary of abbreviated terms frequently used is among the special features provided. With 18 illustrations, this up-to-date overview of homeland security and the necessary methods for implementation is a resource of valuable information.

Book excerpt: The events of September 11, 2001 changed perceptions, rearranged national priorities, and produced significant new government entities, including the U.S. Department of Homeland Security (DHS) created in 2003. While the principal mission of DHS is to lead efforts to secure the nation against those forces that wish to do harm, the department also has responsibilities in regard to preparation for and response to other hazards and disasters, such as floods, earthquakes, and other "natural" disasters. Whether in the context of preparedness, response or recovery from terrorism, illegal entry to the country, or natural disasters, DHS is committed to processes and methods that feature risk assessment as a critical component for making better-informed decisions. Review of the Department of Homeland Security's Approach to Risk Analysis explores how DHS is building its capabilities in risk analysis to inform decision making. The department uses risk analysis to inform decisions ranging from high-level policy choices to fine-scale protocols that guide the minute-by-minute actions of DHS employees. Although DHS is responsible for mitigating a range of threats, natural disasters, and pandemics, its risk analysis efforts are weighted heavily toward terrorism. In addition to assessing the capability of DHS risk analysis methods to support decision-making, the book evaluates the quality of the current approach to estimating risk and discusses how to improve current risk analysis procedures. Review of the Department of Homeland Security's Approach to Risk Analysis recommends that DHS continue to build its integrated risk management framework. It also suggests that the department improve the way models are developed and used and follow time-tested scientific practices, among other recommendations.

Book excerpt: Security's (DHS) recent 4 year anniversary provides an opportunity to reflect on the progress DHS has made. As one of the largest federal reorganizations in the last several decades, GAO has reported that the creation of DHS was an enormous management challenge and that the size, complexity, and importance of the effort made the challenge especially daunting and critical to the nation's security. Our prior work on mergers and acquisitions found that successful transformations of large organizations, even those faced with less strenuous reorganizations than DHS, can take at least 5 to 7 years to achieve. This testimony is based on our August 2007 report evaluating DHS's progress over the past 4 years. Specifically, it addresses DHS's progress across 14 mission and management areas and key themes that have affected DHS's implementation efforts. How GAO Did This Study To assess DHS's progress for the report, GAO identified performance expectations for each mission and management area based on legislation, homeland security presidential directives, DHS and

Book excerpt: The responsibilities of the Department of Homeland Security (DHS) range from preventing foreign and domestic terrorist attacks; securing the nation's borders; safeguarding transportation systems; responding to natural disasters; nuclear detection; and more. Created in 2002 from a merger that rapidly incorporated parts of eight cabinet departments and 22 government agencies, DHS has struggled to integrate its numerous components and their unique cultures. While DHS is very accomplished at performing its many missions, the nature of the DHS work environment is inherently stressful, and employees suffer from low morale. A Ready and Resilient Workforce for the Department of Homeland Security: Protecting America's Front Line reviews current workforce resilience efforts, identifies gaps, and provides recommendations for a 5-year strategy to improve DHSTogether, the current DHS workforce resilience program. This report stresses the importance of strong leadership, communication, measurement, and evaluation in the organization and recommends content for a 5-year plan that will promote centralized strategic direction and resource investment to improve readiness and resilience at the department. While all DHS component agencies share a common mission, each have distinct roles with different stressors attached, making implementation of an organization-wide resilience or wellness program difficult. The recommendations of A Ready and Resilient Workforce for the Department of Homeland Security outline how DHS can focus its efforts on creating a common culture of workforce readiness and resilience, while recognizing the distinct, proud, celebrated cultures of its component agencies.

Book excerpt: This report discusses the reorganization of government agencies and the reorientation of their missions to improve our nation's ability to better protect our homeland. It is important to recognize that this transition to a more effective homeland security approach is part of a larger transformation that the government must make to address emerging fiscal, economic, demographic, scientific, technological and other challenges of the 21st century and to meet the expectations of the American people for timely, quality and cost-effect public service. This report focuses on two major issues that Congress should review in deliberations on creating a new cabinet department principally dedicated to homeland security (1) the need for reorganization and the principles and criteria to help evaluate what agencies and missions should be included in or left out of the new Dept. of Homeland Security and (2) issues related to the transition, cost and implementation challenges of the new department.

This book was released on 2012-12-10 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: The first-ever Quadrennial Homeland Security Review (QHSR) comes amid much expectation and interest. Homeland security encompasses the most sweeping reform in government in nearly half a century, and makes explicit the realization that the evolving international security landscape bears directly on our domestic security. But we have also learned that security is not an end in itself; rather, it is an important means to a vital end: preserving the values, principles, and way of life we pursue as Americans. A review of homeland security could take many forms—from a retrospective and assessment of the past, to an analysis of current programs and activities, to a view of what the future might bring. Nonetheless, Congress made clear in its direction to the Department of Homeland Security (DHS), the principal author of this report, that the QHSR should delineate a homeland security strategy, including an outline of priority mission areas, not simply for DHS, but for the homeland security enterprise as a whole—embracing Federal, State, local, tribal, and territorial governments, nongovernmental organizations, the private sector, as well as individuals, families and communities. Such a strategic analysis would then serve as a basis for a deeper review of the many programs and budgets required to execute the full range of homeland security missions. Congress also sought to better understand the resource and organizational implications of an evolving strategic view of homeland security. What was clear from the start, however, is that any articulation of strategy or analysis of specific programmatic or resource tradeoffs—either within DHS or across the broader homeland security enterprise—had to be firmly rooted within a comprehensive strategic understanding of homeland security. For example, “What is homeland security?” “How is the homeland best made secure?” “What does it mean to be prepared?” Eight years after 9/11, these questions still echo widely among the many homeland security stakeholders. The QHSR marks the beginning of a multi-step process to answer these questions. It offers a vision for a secure homeland, specifies key mission priorities, outlines goals for each of those mission areas, and lays the necessary groundwork for subsequent analysis and recommendations. As an immediate follow-on and complement to the QHSR, an important “bottom-up” review of DHS was begun in November 2009 that will look to align the Department's programmatic activities and organizational structure with the mission sets and goals identified in the QHSR.While the primary purpose for the QHSR is to outline the strategic framework to guide the activities of participants in homeland security toward a common end, it is equally important to note what the QHSR is not. The report is not a resource prioritization document, although in identifying key mission areas for priority focus, it is highly indicative of where those priorities should lie. Nor does the QHSR detail the roles and responsibilities of Federal or other institutions for each mission area. Instead, the QHSR functions as a strategic document that seeks to answer the most fundamental questions that many Americans still ask about homeland security. By describing a forward-looking homeland security vision for the Nation and the requisite set of key mission areas, goals, objectives, and outcomes, integrated across the breadth of the homeland security landscape, it also will serve as a roadmap to keep America safe, secure, and resilient in the years ahead.

Book excerpt: Homeland security threats continue to evolve and include challenges ranging from terrorist attacks to natural disasters, emphasizing the need for DHS to periodically examine and strengthen the nation's homeland security strategy. Further, the Implementing Recommendations of the 9/11 Commission Act of 2007 requires DHS to conduct such a review every 4 years. GAO reported in 2011 on DHS's first QHSR and recommended DHS provide sufficient time for stakeholder consultations and examine how risk information could be used to prioritize mission efforts. DHS issued its second QHSR in 2014. GAO was asked to assess the QHSR. This report addresses the extent to which DHS (1) examined and used risk information to inform the QHSR and its implementation, (2) aligned its budget and performance measures to QHSR mission goals, and (3) collaborated with stakeholders to develop the QHSR. GAO analyzed relevant statutes and QHSR documentation; conducted a nongeneralizable survey of DHS-identified federal and nonfederal QHSR stakeholders, receiving responses from 93 of the 182 QHSR stakeholders it contacted; and interviewed officials from DHS, federal, and nonfederal entities.

Book excerpt: This document discusses one of the most important issues of our time, the reorganization of government agencies and the reorientation of their missions to improve our nation's ability to better protect our homeland. It is important to recognize that this transition to a more effective homeland security approach is part of a larger transformation effort that our government must make to address emerging security, economic, demographic, scientific, technological, fiscal and other challenges of the 21st century and to meet the expectations of the American people for timely, quality and cost-effective public services. In the months since the horrible events of September 11th, the President and the Congress have responded with important and aggressive actions to protect the nation, including creating an Office of Homeland Security (OHS), passing new laws such as the USA Patriot Act and an initial emergency supplemental spending bill, establishing a new agency to improve transportation security, and working with unprecedented collaboration with federal, state, and local governments, private sector entities, non-governmental organizations, and other countries to prevent future terrorist acts and to bring to justice those individuals responsible for such terrible acts.

These activities are primarily led by the Under Sec. for Management (USM). This report examined: (1) the extent to which DHS has developed a comprehensive strategy for management integration that includes the characteristics recommended in a 2005 report; (2) how DHS is implementing management integration; and (3) the extent to which the USM is holding the dept. and component management chiefs accountable for implementing management integration through reporting relationships.
