Overall, the report finds that the Commission's proposals to remove the link between agricultural production and subsidies are 'brave and radical', and notes that CAP reform should strengthen the EU's negotiating position in WTO agricultural trade liberalisation meetings. However, an assessment of the funding implications involved is still required, and the Commission needs to determine the extent to which it is prepared to let EU member states emphasise environmental or social aspects within the Rural Development Programmes.
