Available in PDF, EPUB and Kindle. Book excerpt: In recent years, India has made impressive strides in increasing literacy rates and in enabling access to education. The country now seems well set to provide universal and good quality basic education. Yet, behind this otherwise rosy picture lie serious concerns relating primarily to gender and equity. /-//-/This volume provides an insightful understanding of the ground realities of primary education programmes, particularly those run by the District Primary Education Programme (DPEP). Combining secondary research with field studies conducted in six states, the contributors explore gender and social equity issues in primary education. They conclude that there is a subtle but nevertheless discernible ‘hierarchy of access’ to education, which has resulted in new forms of segregation in primary schools.

Book excerpt: This book explores the role of public action in eliminating deprivation and expanding human freedoms in India. The analysis is based on a broad and integrated view of development, which focuses on well-being and freedom rather than the standard indicators of economic growth. The authors placehuman agency at the centre of stage, and stress the complementary roles of different institutions (economic, social, and political) in enhancing effective freedoms. In comparative international perspective, the Indian economy has done reasonably well in the period following the economic reforms initiated in the early nineties. However, relatively high aggregate economic growth coexists with the persistence of endemic deprivation and deep social failures. JeanDreze and Amartya Sen relate this imbalance to the continued neglect, in the post-reform period, of public involvement in crucial fields such as basic education, health care, social security, environmental protection, gender equity, and civil rights, and also to the imposition of new burdens such asthe accelerated expansion of military expenditure. Further, the authors link these distortions of public priorities with deep-seated inequalities of social influence and political power. The book discusses the possibility of addressing these biases through more active democratic practice.

It is not uncommon to find that there are certain tribes, which are not yet touched even by the fringe of civilization. Aboriginal are examples of this. The word tribe is taken to denote a primary aggregate of people lining under primitive or barbarous condition under a headman or chief. Tribes is a group of families living as a community under one or more chiefs, united by language and customs. The main and vital objective of this volume is to make in the book a few selected articles that represent some kind of contributions to the knowledge of tribal education. While writing the articles I have tried completely to emphasis on concept, principles and applied aspects of tribal education. This volume will be highly useful to faculty members, researchers, policy makers, local self govt. and NGOs working on tribal development and to the general public.

Book excerpt: Today education is a key factor for further development of most of the countries in South Asia, which after decades of independence are still lacking in literacy. The book focuses on the relationship between the state and society of South Asian countries, especially in the field of primary education. After dealing with developments under colonial rule, the major part of the contributions is devoted to the educational policy in South Asian countries post-independence. The papers reveal the relevance and crucial role of culture, religion, and ethnicity for imparting basic education on a nation-wide scale. Taking into consideration the complexity of societies of South Asian countries, the book looks at the social and political implications arising out of the educational policy of the state for the process of nation building. The book is a specific contribution from a South Asian context to the ongoing debate about the relevance of language, culture, and religion in the educational policy of a majority population and its impact on minority communities.

These include interest group politics, the role of the media, judicial policymaking, and policy entrepreneurship by civil society groups. Policymaking is no longer a privileged activity of the government: As the boundary between the government and the "outside" has become more porous, the power of non-state policy actors outside the government has increased enormously. The author points to the ways in which the policymaker can cope with this brave new world of policymaking. He also grounds the theory of policymaking in concrete examples of the Green Revolution, economic reforms, patent law amendments, regulation of private educational institutions, and laying down of standards for cola drinks, thereby facilitating easy comprehension and retention of concepts

Available in PDF, EPUB and Kindle. Book excerpt: The National Policy on Education (1986) initiated a scheme called Operation Blackboard Scheme , which was launched in 1987. It was formulated with an assumption that the improvement in school environment would increase the enrolment rate, retention rate and attainment levels of primary school children. The three interdependent components in the scheme were Provision of at least two reasonably large rooms that are usable in all weathers, with a deep veranda along with toilet facilities for boys and girls separately; Provision of at lest two teachers, as far as possible, one of them a woman, in every primary school; and Provision of essential teaching learning materials. The scheme prescribed the above-mentioned minimum level of facilities to all primary schools with a view to ensure improvement in school environment. The scheme has realized its goals to some extent and these results will be of use to a great extent in realization of the objectives of District Primary Education Programme and Sarva shiksha Abhiyan. Contents: Conceptual Frame Work, Review of Related Literature, Methods and Procedures, Analysis and Interpretation of Data, Case Study, Summary and Conclusions.
