Demographers relied almost exclusively on demographic transition theory as their para digm for understanding the role of development in population change and fertility decline. Conversely, most development economists and other specialists were certainly aware of the constraints placed upon development objectives by population growth. However, the main de velopment theories paid little attention to population and the implica tions of population growth for development. Indeed it was not until after the World Population Conference in Bucharest in 1974 that the interaction of population and development became a serious and pur posive theme for social scientific study. Accordingly, since about the mid-1970s, an extensive literature in the field of population and develop ment has been generated. And in 1975, under the auspices of The Popu lation Council, the journal Population and Development Review was found ed, a journal which in the past decade has developed into the premier publication in the world for work in this area. But our understanding of development as it refers to change in Third World countries remained fragmented. Moreover, our understanding of the linkages and interac tions between population and development was very limited. It is in this regard that Ozzie Simmons's Perspectives on Development and Population Growth in the Third World will certainly have an impact.

Book excerpt: According to the classic and widely accepted statement by Hauser and Duncan (1959: 2), demography is defined as “the study of the size, territorial distribution, and components of population, changes therein, and components of such changes.” Almost all disciplines of social sciences and most disciplines of natural sciences deal with human beings in one way or another, either directly or indirectly. Furthermore, demographic concepts (e.g., birth rate, death rate, and migration) and methods and analysis strategies (e.g., life table analysis) can be readily extended to other species (insects, animals, plants, etc.) and inanimate collectives (enterprises, automobiles, etc.). Clearly, demography is an important thematic field in science and it may provide the empirical foundation for studying human beings, animals, and inanimate collectives on which other relevant scientific research is built. The volume aims to be of value to the various audiences of both non-specialists and experts who seek a comprehensive understanding of issues related to human population. As reviewed in the very beginning of the Theme Introduction, “interdisciplinary” is one of the three major features of demography. Given the rapid development in techniques for collecting not only demographic data but also other related data concerning health, biomarkers, genetics, behaviors, and social and natural environments in conventional population surveys, as well as rapidly enhancing computing powers, this volume shows and concludes that demography will be even more interdisciplinary in the coming decades. A notable example is that the cross-field “marriage” between bio-medical sciences and demography will lead us to enter an era in which bio-medical and demographic methods will be well integrated. As indicated by James R. Carey and James W. Vaupel in Chapter 13 of this volume, the bio-demographic branches of demography are vibrant areas of demographic research that are rapidly growing and that have great potential to enrich and enlarge the domain of demography. Not only can demographers learn much from biologists and epidemiologists, but demographers can contribute much to research on life in general and to research on population health. The increasing availability of data sources and much enhanced computing/internet power will also lead demography to be more interactive with the other fields, such as psychology, environmental science, economics, business and management, etc. As discussed in this volume’s Chapter 11 by Swanson and Pol, for example, it is now possible to link conventional demographic data sources of census, surveys, and vital statistics with administrative records such as social security, tax reporting, medical insurance, hospital records, school registration, supermarket purchasing cards use, etc., while protecting individuals’ privacy. Such linkages will substantially increase the value of demographic methods, surveys and administrative records for scientific research and policy analysis, as well as the applicability of demography in business and governmental decision making processes.

Vignettes, drawn from fieldwork, highlight the particularities of the area: the persistence of historical tensions, diverse livelihoods and complex gender relationships. The intergenerational stories of the women suggest that they live with immense and increasing adversity and that strategies to contend with them sometimes include attempts to assert control over sexual encounters and reproductive outcomes. The book contributes to a continuing debate on how changing socio-economic conditions could influence prospects for and the nature of fertility transition in African countries. The study concurs with alternative arguments that shifts toward lower levels of fertility might be due, in certain contexts, to experiences of severe hardship rather than favourable economic circumstances. Instead of seeking security and risk-aversion through bearing many children the response of indigent women in this area has been largely to resist reproduction, at particular stages of their lives, whilst using sexual relationships and child-bearing as strategies to manipulate and secure resources. The year 2004 is also 30 years since the introduction of South Africa's National Family Planning Programme in 1975, which advanced the health rationale for fertility regulation. It is also twenty years after the introduction of the Population Development Programme in 1985, which emphasized the demographic rationale for fertility regulation. It is finally the seventh year after the introduction of the Choice on Termination of Pregnancy Act in 1997, which legalized pregnancy terminations under prescribed conditions, with emphasis on women's rights to choice. Five of South Africa's nine provinces, which have more than 50 per cent of their populations living in tribal areas, were included in the analyses.
