Book excerpt: In this first overview of the Brazilian republican state based on extensive primary source material, Steven Topik demonstrates that well before the disruption of the export economy in 1929, the Brazilian state was one of the most interventionist in Latin America. This study counters the previous general belief that before 1930 Brazil was dominated by an export oligarchy comprised of European and North American capitalists and that only later did the state become prominent in the country’s economic development. Topik examines the state’s performance during the First Republic (1889–1930) in four sectors—finance, the coffee trade, railroads, and industry. By looking at the controversies in these areas, he explains how domestic interclass and international struggles shaped policy and notes the degree to which the state acted relatively independently of civil society. Topik’s primary concern is the actions of state officials and whether their decisions reflected the demands of the ruling class. He shows that conflicting interests of fractions of the ruling class and foreign investors gradually led to far greater state participation than any of the participants originally desired, and that the structure of the economy and of society—not the intentions of the actors—best explains the state’s economic presence.

It is thus able to shed new light on the armys personnel and ethos, on its ties with civilian elites, on the consequences of military professionalization, and on how the army reinvented itself after the collapse of its command structure in the crisis of 1930a reinvention that allowed the army to become the backbone of the post-1937 dictatorship of Getulio Vargas.

Drawing on oral histories, secret police documents, memoirs of dissident officers, army records, and other sources only recently made available, Shawn Smallman crafts a compelling, revisionist interpretation of Brazil's political history from 1889 to 1954. Smallman examines the topics the Brazilian military wished to obscure--racial politics and terror campaigns, institutional corruption and civil-military alliances, political torture and personal rivalries--to understand the army's growing involvement in civilian affairs. Gilberto Hochman's pioneering study examines the ideological, social and political forces that approached questions of health and government action. The era from 1910 to 1930 offered unique opportunities for public health reform, and Hochman examines its successes and failures. He looks at how health became a state concern, tying the emergence of public health policies to a nationalistic movement and to a convergence of the elites' social consciousness with their political and material interests. Politicians weighed the costs and benefits of state-run public health versus the burdens imposed by disease. Physicians and intellectuals, meanwhile, swayed them with warnings that endemic disease and official neglect might affect everyone--rich and poor, rural and urban, interior and coastal--if left unchecked. The book shows how disease and health were and are associated with nation-state building in Brazil.
