Available in PDF, EPUB and Kindle. Book excerpt: When President George Washington ordered an army of 13,000 men to march west in 1794 to crush a tax rebellion among frontier farmers, he established a range of precedents that continues to define federal authority over localities today. The "Whiskey Rebellion" marked the first large-scale resistance to a law of the U.S. government under the Constitution. This classic confrontation between champions of liberty and defenders of order was long considered the most significant event in the first quarter-century of the new nation. Thomas P. Slaughter recaptures the historical drama and significance of this violent episode in which frontier West and cosmopolitan East battled over the meaning of the American Revolution. The book not only offers the broadest and most comprehensive account of the Whiskey Rebellion ever written, taking into account the political, social and intellectual contexts of the time, but also challenges conventional understandings of the Revolutionary era.

Book excerpt: Transportation conformity is required under the Clean Air Act (CAA) Section 176(c) to ensure that Federally-supported transportation activities are consistent with (“conform to”) the purpose of a State Implementation Plan (SIP). Transportation conformity establishes the framework for improving air quality to protect public health and the environment. Conformity to the purpose of the SIP means Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) funding and approvals are given to highway and transit activities that will not cause new air quality violations, worsen existing air quality violations, or delay timely attainment of the relevant air quality standard, or any interim milestone. This Guide was prepared to help State and local officials understand transportation conformity and how conformity requirements relate to transportation investments in their communities. Specifically, the implications of conformity on metropolitan transportation plans, transportation improvement programs (TIPs), and transportation projects are discussed. The Guide provides overview information on the major elements of the conformity process and provides answers to basic questions. Several exhibits are included in the Guide to illustrate key elements of the conformity process. Appendices are also included that discuss the health effects of pollutants, options to reduce on-road mobile source emissions, and resource agency contacts.

Available in PDF, EPUB and Kindle. Book excerpt: One-in-seven adults and one-in-five children in the United States live in poverty. Individuals and families living in povertyÊnot only lack basic, material necessities, but they are also disproportionally afflicted by many social and economic challenges. Some of these challenges include the increased possibility of an unstable home situation, inadequate education opportunities at all levels, and a high chance of crime and victimization. Given this growing social, economic, and political concern, The Hamilton Project at Brookings asked academic experts to develop policy proposals confronting the various challenges of AmericaÕs poorest citizens, and to introduce innovative approaches to addressing poverty.ÊWhen combined, the scope and impact of these proposals has the potential to vastly improve the lives of the poor. The resulting 14 policy memos are included in The Hamilton ProjectÕs Policies to Address Poverty in America. The main areas of focus include promoting early childhood development, supporting disadvantaged youth, building worker skills, and improving safety net and work support.

This book was released on 2021-12-27 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: On October 10, 2002, Congressman John J. Duncan Jr. cast a vote in the U.S. House that he thought might end his political career. Going against his own party, he was one of only six House Republicans who voted against the Iraq War resolution. Constituents in his district were shocked, but over time Duncan felt his least popular vote became his most popular one--and probably the most significant in his thirty-year political career. Congressman Duncan served as U.S. Representative for Tennessee's Second Congressional district from 1988 to 2019. While he could have written a dense political memoir, in From Batboy to Congressman, Duncan employs a journalistic flair to provide just the right insight into a series of anecdotes from his storied life. Duncan's family, early life, and time as a lawyer and judge all figure into the generous narrative, shared with both warmth and a self-deprecating sense of humor. He details unique experiences meeting celebrities, presidents, and sports stars; and, of course, he shares insights into the decisions that charted his Congressional career on issues such as Iraq, NAFTA, and concern for fiscal responsibility. Over his decades-long career, Duncan was known for his commitment to constituent service--even among constituents who disagreed with his views--so he offers a refreshing perspective on bipartisanship and connections across the aisle; indeed, he names conservatives, moderates, and liberals alike among his closest friends. While this book contains timely reflections on issues of war and poverty, of leadership and the lack of it, of the proper relationship between citizens and government, its intention is to highlight moments in a singular career. "As you will read in this book," writes Congressman Duncan, "every job gave me strange, funny, unusual stories."

Book excerpt: During the 40th anniversary of the U.S. Supreme Court's decision in Gideon v. Wainwright (which established the right to counsel in state court proceedings for indigents accused of serious crimes), the American Bar Association's Standing Committee on Legal Aid and Indigent Defendants held a series of public hearings to examine whether Gideon's promise is being kept. Throughout 2003, extensive testimony was received from expert witnesses familiar with the delivery of indigent defense services in 22 states representing a wide cross-section of regions, populations, and delivery systems. This comprehensive report represents the culmination of a painstaking analysis of hundreds of pages of testimony compiled from the hearings, leading to the inescapable conclusion that, forty years after Gideon, the promise of equal justice for the poor remains unfulfilled in this country.
