Confronting theory with evidence, and combining qualitative and quantitative analysis, it compares fourteen case studies of international regimes. It considers what effectiveness in a regime would look like, what factors might contribute to effectiveness, and how to measure the variables. It determines that environmental regimes actually do better than the collective model of the book predicts. The effective regimes examined involve the End of Dumping in the North Sea, Sea Dumping of Low-Level Radioactive Waste, Management of Tuna Fisheries in the Pacific, and the Vienna Convention and Montreal Protocol on Ozone Layer Depletion. Mixed-performance regimes include Land-Based Pollution Control in the North Sea, the Convention on Long-Range Transboundary Air Pollution, Satellite Telecommunication, and Management of High Seas Salmon in the North Pacific. Ineffective regimes are the Mediterranean Action Plan, Oil Pollution from Ships at Sea, International Trade in Endangered Species, the International Whaling Commission, and the Convention for the Conservation of Antarctic Marine Living Resources.

Book excerpt: Until recently, the international community failed to adopt either an agreed limit for the breadth of the territorial sea or a satisfactory regime of fisheries in the waters adjacent to the territorial sea. This provoked an eruption of unilateral acts by which coastal states extended their jurisdiction towards the high seas. The Third U.N. Conference on the Law of the Sea accepted the establishment of a 12-mile territorial sea and a 200-mile exclusive economic zone. While taking into account the non-existent rights and interests of the so-called geographically disadvantaged states and of states with broad continental shelves, the 1982 Convention on the Law of the Sea practically ignored existing rights and interests of habitual fishing states. It maintained the well-established principle of freedom of fishing on the high seas but with specific conditions. Dissatisfied with the Convention's regulation of fishing on the high seas, a few states elected to hold a U.N. Conference on Straddling and Highly Migratory Fish Stocks which adopted the 1995 Agreement for the implementation of the provisions of the Convention relating to the conservation and management of such stocks. Similarly, some of these states, like Chile, Argentina, and Canada, adopted legislation extending their jurisdiction beyond their respective 200-mile fishing or exclusive economic zones. This book explores these events in the historical development of the international regulations of fisheries and concludes with a look into recent developments in the area.

By examining a suite of over 90 indicators (including socioeconomic, governance, environmental forcing, major pressures, systems ecology, and fisheries criteria) for 9 major US fishery ecosystem jurisdictions, the authors systematically track the progress the country has made towards advancing EBFM and making it an operational reality. The assessment covers a wide range of data in both time (multiple decades) and space (from the tropics to the poles, representing over 10% of the world's ocean surface area). The authors view progress towards the implementation of EBFM as synonymous with improved management of living marine resources in general, and highlight the findings from a national perspective. Although US-centric, the lessons learned are directly applicable for all parts of the global ocean. Much work remains, but significant progress has already been made to better address many of the challenges facing the sustainable management of our living marine resources. This is an essential and accessible reference for all fisheries professionals who are currently practicing, or progressing towards, ecosystem-based fisheries management. It will also be of relevance and use to researchers, teachers, managers, and graduate students in marine ecology, fisheries biology, biological oceanography, global change biology, conservation biology, and marine resource management.

To showcase existing knowledge, practices and innovative research for sustainable deep-sea fisheries management and biodiversity conservation in the ABNJ, the Food and Agriculture Organization of the United Nations (FAO), in collaboration with UN Environment World Conservation Monitoring Centre (UNEP-WCMC) and the SponGES Project consortium, organized a meeting – the ABNJ Deep Sea Meeting 2019 – that took place on 7-9 May 2019, at FAO Headquarters in Rome, Italy. Over 40 participants, including representatives from partner organizations and other stakeholders from multiple sectors within the ABNJ, attended the three-day meeting. While significant progress has been made in the management of deep-sea fisheries and in the protection of vulnerable marine ecosystems, the ABNJ still faces threats from climate change, ocean acidification, biodiversity loss, and pollution. Building on the achievements of the Common Oceans ABNJ Deep Sea Projects and the SponGES Project, the participants were invited to give presentations on key topics and discuss emerging issues concerning ABNJ governance and deep-sea research, monitoring and management.
