She challenges the assumption that all extant Targums were compiled for the Synagogue. Instead, she suggests that Targum Onqelos might have fulfilled a function in the context of the early beth din and demonstrates that Pseudo-Jonathan can be linked with the rhetorical practices which abounded in later amoraic, educational circles. Her theory is that Pseudo-Jonathan was actually compiled in stages. One of the major purposes of the targum was indeed to translate Scripture into the vernacular. Its other major purposes, however, were to interpret the Holy Writ, and to find in it a basis for Synagogal homily. The tension between these conflicting goals has been felt since very early times; for, whereas the first requires a rather literal rendition of the text, the latter two can be achieved only through paraphrase and midrashic exposition and expansion - and even, at times, through the outright contradiction of the original Hebrew text. All the known targums of the Pentateuch partake of both of these types of translation - only in varied proportions; and the balance that is struck between the literal and the paraphrastic, is what determines the individual character of a particular targum. The targums never achieved independent existence - nor were they ever intended to replace the Hebrew Bible. On the contrary, they were read alongside the Hebrew Version, both at home and in the Synagogue; and as such, were always relegated a secondary status. And even if the ignorant masses were, at some point in history, totally dependent upon the Aramaic rendition, the rabbis never let theme lose sight of the Hebrew original.

The word originally indicated a translation of the Old Testament in any language but later came to refer specifically to an Aramaic translation. The earliest Targums date from the time after the Babylonian Exile when Aramaic had superseded Hebrew as the spoken language of the Jews in Palestine. It is impossible to give more than a rough estimate as to the period in which Hebrew was displaced by Aramaic as a spoken language. It is certain, however, that Aramaic was firmly established in Palestine by the 1st century AD, although Hebrew still remained the learned and sacred language. Thus, the Targums were designed to meet the needs of unlearned Jews to whom the Hebrew of the Old Testament was unintelligible. The status and influence of the Targums became assured after the Second Temple was destroyed in AD 70 when synagogues replaced the Temple as houses of worship. For it was in the synagogue that the practice of reading from the Old Testament became widely observed, along with the custom of providing these readings with a translation into Aramaic. When Scripture was read aloud in the synagogue, it was translated aloud by a meturgeman, or professional interpreter (hence the name Targum), for the benefit of the congregation. The translator tried to reproduce the original text as closely as possible, but since his object was to give an intelligible rendering of the biblical text, the Targums eventually took on the character of paraphrase and commentary, leaving literal translation behind. To prevent misconceptions, a meturgeman expanded and explained what was obscure, adjusted the incidents of the past to the ideas of later times, emphasized the moral lessons to be learned from the biblical narratives, and adapted the rules and regulations of the Scriptures to the conditions and requirements of the current age.

However, its early origins may have been western, in Israel. Its authorship is attributed to Onkelos, a famous convert to Judaism in Tannaic times (c. 35-120 CE). According to Jewish tradition, the content of Targum Onkelos was originally conveyed by God to Moses at Mount Sinai. However, it was later forgotten by the masses, and rerecorded by Onkelos. Some identify this translation as the work of Aquila of Sinope in an Aramaic translation (Zvi Hirsch Chajes), or believe that the name "Onkelos" originally referred to Aquila but was applied in error to the Aramaic instead of the Greek translation. The translator is unique in that he avoids any type of personification. Samuel D. Luzzatto suggests that the translation was originally meant for the "simple people." This view was strongly rebutted by Nathan Marcus Adler in his introduction to Netinah La-Ger. In Talmudic times, and to this day in Yemenite Jewish communities, Targum Onkelos was recited by heart as a verse-by-verse translation alternately with the Hebrew verses of the Torah in the synagogue. The Talmud states that "a person should complete his portions of scripture along with the community, reading the scripture twice and the targum once (Shnayim mikra ve-echad targum)." This passage is taken by many to refer to Targum Onkelos.
