The Report of a Committee of the American Board of Commissioners for Foreign Missions, to whom was referred the communication relative to the mission at Cape Palmas, in which are contained many reflections upon the character of the government and the colonists at Cape Palmas, tending to injure them in the estimation of mankind. Being a citizen of that colony, and, of course, suffering in common with other of my brethren, I feel myself impelled, by the highest and most solemn considerations, to repel the unjust charges and unwarrantable assumptions contained in that Report; and I trust, gentle men, that in consideration of the circumstances of the case, you will be disposed to admit this communication to your columns. I am aware that the bare assertions of an humble colored man, banished by a cruel preju dice from his native land, and who has sought a home in barbarous Africa, can have but little weight when thrown into the balance against the dicta of the congregated learning and piety of the most intelligent body of Chris tians in the United States; and it is with a deep sense of my unfitness for the task, that I presume to comment upon the Report of a Committee of gentlemen of such standing, honoured by the name of its distinguished chairman. But duty to myself and a much-injured people, compels me to come forward and declare wherein we are injured, and to appeal to the jus tice of the American public. It is not my purpose, at all, to discuss the question at issue between the Maryland State Colonization Society and the A. B. C. F. M. There is not a hint to confirm a theory that he was seeking to provide an asylum for persecuted Catholics in the Western World. The Avalon venture proved a bad investment. When Calvert Visited his Avalon plantation in 1627, he found that the glowing picture of its natural advantages had been overdrawn. He writes a pitiful letter to King Charles asking for a grant in Virginia, with such privileges as King James had been pleased to grant him. Without waiting for a reply, he sailed for a more genial clime, reaching Virginia in the autumn of 1629. The privileges he sought from Charles were finally granted in a charter modeled upon the Avalon patent. In their salient features the two instruments are identical. Both were no doubt drafted by Calvert's own hand; both contain empty stock phrases about the pious purposes of the grantee, and both contain ambiguous passages regarding ecclesiastical organization that practically left the way open to toleration. If it can not be insisted with reason that the Avalon colony was planted as a retreat for Roman Catholics, no more can the common opinion be justified that the Maryland grant was obtained with like purpose, unless perhaps it can be shown that Calvert was a Protestant when he planned his Avalon colony and a Catholic when he sought his Maryland grant. And this is precisely the opinion that is entertained by a num ber Of eminent authorities. They are convinced that George Calvert, after forming the design of planting the Avalon col ony, became a convert to Catholicism and that in consequence of religious scruples he, in 1624, retired from'the state secre taryship. Trading or shipping merchandise for sale on its own account, and freighting. This course, 'your Agent deemed absolutely necessary in order to insure the success of the enterprise, the main object Of the formation of the Company being, to maintain free and constant intercourse between this country and the Colonies. The experience Of the two first voyages proves that, at present, your Agent cannot depend upon the two Societies and all other sources for a full freight; consequently, a loss must be incurred, un less he fills up the vessel on account Of the Company. This state of things must necessarily continue to exist: for, the number of emigrants and the quantity of freight Offered by the Societies, is liable to continual variation, consequently, the vessel cannot be adapted to their wants at each voyage, but she must be of sufficient capacity to carry all, that it may reasonably be supposed, they will ever have occasion to send at any one time. Your Agent has, therefore, made permanent arrangements for the shipment and sale of merchandise at each voyage, and for the receipt and disposal Of African produce received in return for the same. He has Offered to fill all orders received from responsible Colonists, and to receive produce for sale on commission for the benefit of the Company. This branch of the business of the Company, your Agent believes to be not the least important of its objects; he therefore proposes, in all cases, to make the shipment of goods, ordered by the Colonists, second only to the freight required by the Societies. In cases where the capacity of the vessel is not wanted by the latter, or for merchandise ordered by the Colonists, it then remains optional with the Agent to take any other freight that may be offered, or to ship merchandise on account of the Company.
