Book excerpt: The purpose of this thesis is to compare psychometric models used for the calculation of tertiary entrance scores in the Australian Capital Territory (ACT). The Australian context of the study is outlined by describing briefly the methods employed in other states to scale marks. The ACT system is outlined in detail, especially the use of the Australian Scholastic Aptitude Test and its validity, the historical development of the Tertiary Entrance Score, the particular principles behind the procedures employed in the ACT. Three different scaling procedures, the actual procedures used in the ACT, a procedure based on multiple regression techniques proposed by McGaw and Morgan (1988), and the Other Course Score ( OCS) procedure proposed by Daley (1989) are examined and compared. The possibility of bias in the procedures is examined in detail, other further indices of fairness are calculated. The question of whether results should be calibrated to overcome bias is examined. Finally, the thesis concludes that indices of fairness vary according to where the Tertiary Entrance Score cut off is established. The 1988 procedures indicate a fair distribution at the 40th percentile between school type, but a difference existed between males and females within mixed sex colleges. Measures of bias showed a small gender bias between males and females in mixed sex colleges, but significant bias was found for students classified as maths / science as against non maths / science. The OCS method was found to be the better approach as it explains greater variation in the data and is not biased to the extent of other methods, but the improved validity is obtained at a cost to public understanding.
