Book excerpt: A prototype Climate Information System (CIS) is developed to manage and display climatic data as part of the Navy's Tactical Environmental Support System (TESS). The CIS reduces the time and effort required to locate, ingest and analyze climatic data. The CIS remedies accessibility problems of existing climatologies by using a Data Base Management System (DBMS) to manage on-line data sets. The CIS computer graphics improve data comprehensibility by remapping data to common projections. The CIS design rationale and implementation methodology are documented. The climatic data requirements for TESS are defined. The CIS capabilities are demonstrated with sample data sets which meet some of these requirements. The CIS design allows additional data sets to be added as needed.

Available in PDF, EPUB and Kindle. Book excerpt: What does successful adaptation look like? This is a question we are frequently asked by planners, policy makers and other professionals charged with the task of developing and implementing adaptation strategies. While adaptation is increasingly recognized as an important climate risk management strategy, and on-the-ground adaptation planning activity is becoming more common-place, there is no clear guidance as to what success would look like, what to aim for and how to judge progress. This edited volume makes significant progress toward unpacking the question of successful adaptation, offering both scientifically informed and practice-relevant answers from various sectors and regions of the world. It brings together 18 chapters from leading experts within the field to present careful analyses of different cases and situations, questioning throughout commonly avowed truisms and unspoken assumptions that have pervaded climate adaptation science and practice to date. This book offers not one answer but demonstrates how the question of success in important ways is normative and context specific. It identifies the various dimensions of success, such as economic, political, institutional, ecological, and social, explores the tensions between them, and compiles encouraging evidence that resolutions can be found. The book appraises how climatic and non-climatic stressors play a role, what role science does and can play in adaptation decision making, and how trade-offs and other concerns and priorities shape adaptation planning and implementation on the ground. This is timely interdisciplinary text sheds light on key issues that arise in on-the-ground adaptation to climate change. It bridges the gap between science and practical application of successful adaptation strategies and will be of interest to both students, academics and practitioners.

Available in PDF, EPUB and Kindle. Book excerpt: Recent developments. Rwanda’s economy continued with fast-paced post-pandemic growth in 2022, but macroeconomic imbalances have emerged. Strong output in manufacturing and services sectors more than offset weaker agricultural production and construction activity. Rising food prices and strong domestic demand fueled by high credit growth partly contributed to a persistent inflation which stood at 19.3 percent in March. Robust import demand coupled with high commodity prices and tightening global financing conditions have weakened Rwanda’s external position. The uncertain external environment and the reduced prospects for external concessional financing are compounding the challenges from the legacy of the pandemic. The authorities are committed to implementing frontloaded fiscal policy adjustment, while the National Bank of Rwanda stands ready to take further actions to anchor inflation expectations. The outlook is subject to high uncertainty, mainly stemming from deepening geopolitical fragmentation, volatility in global energy and fertilizer prices, a steeper-than-projected decline in trading partners growth, or a funding squeeze.
