Book excerpt: During 2004, the Jupiter Icy Moons Orbiter project, a part of NASA's Project Prometheus, continued efforts to develop electric propulsion technologies. These technologies addressed the challenges of propelling a spacecraft to several moons of Jupiter. Specific challenges include high power, high specific impulse, long lived ion thrusters, high power/high voltage power processors, accurate feed systems, and large propellant storage systems. Critical component work included high voltage insulators and isolators as well as ensuring that the thruster materials and components could operate in the substantial Jupiter radiation environment. A review of these developments along with future plans is discussed. Glenn Research Center NASA/TM-2004-213290, Paper AIAA 2004-3449, E-14737

Book excerpt: The Jupiter Icy Moons Orbiter (JIMO) mission was a proposed, (recently cancelled) long duration science mission to study three moons of Jupiter: Callisto, Ganymede, and Europa. One design of the JIMO spacecraft used a nuclear heat source in conjunction with a Brayton rotating machine to generate electrical power for the electric thrusters and the spacecraft bus. The basic operation of the closed cycle Brayton system was as follows. The working fluid, a heliumxenon gas mixture, first entered a compressor, then went through a recuperator and hot-side heat exchanger, then expanded across a turbine that drove an alternator, then entered the cold-side of the recuperator and heat exchanger and finally returned to the compressor. The spacecraft was to be launched with the Brayton system off-line and the nuclear reactor shut down. Once the system was started, the helium-xenon gas would be circulated into the heat exchangers as the nuclear reactors were activated. Initially, the alternator unit would operate as a motor so as to drive the turbine and compressor to get the cycle started. This report investigated the feasibility of the start up sequence of a permanent magnet (PM) machine, similar in operation to the alternator unit, without any position or speed feedback sensors ("sensorless") and with a variable load torque. It is found that the permanent magnet machine can start with sensorless control and a load torque of up to 30 percent of the rated value. Kenny, Barbara H. and Tokars, Roger P. Book excerpt: The proposed Jupiter Icy Moon Orbiter, JIMO, mission selected a Brayton power conversion system as its electrical power generator. Although the JIMO mission power conversion system was expected to produce in the order of 100 kW, an available 2 kW Brayton system was used to develop control system strategies for the JIMO mission. This report describes the shunt loading voltage/speed regulation control concept developed for the 2 kW system, and the transient performance of controls. The 2 kW alternator is a permanent magnet alternator as proposed for the JIMO mission, and operates at a similar speed and internal impedance, allowing it to be used as an accurate model for performance of the larger system. The JIMO mission was cancelled in September 2005. Birchenough, Arthur G. Glenn Research Center NASA/TM-2006-214043, E-15400

Book excerpt: When international rules and regulations governing space travel were first being developed, only a few countries had any space presence and commercial space activity was non-existent. Today, over 50 countries have on-orbit satellites and commercial space presence is essential to commercial telecommunications and broadcasting, yet international space law remains in its infancy.Space Safety Regulations and Standards is the definitive book on regulatory initiatives involving space safety, new space safety standards, and safety related to new space technologies under development. More than 30 world experts come together in this book to share their detailed knowledge of regulatory and standard making processes in the area, combining otherwise disparate information into one essential reference and providing case studies to illustrate applications throughout space programs internationally. They address the international regulatory framework that relates to traditional space safety programs as well as the emerging regulatory framework that relates to commercial space programs, space tourism, and efforts to create commercial space station facilities. Fully endorsed by the International Association for the Advancement of Space Safety (IAASS) and provides the only definitive reference on regulations and standards for the field of space safety Combines the technical, legal and regulatory information in a clear and integrated reference work suitable for technical professionals, regulators, legal experts, and students in the field Presents a truly global insight from experienced space safety experts worldwide, with representatives from the leading associations, institutions and companies operating in the arena today

Bush announced the Vision for Space Exploration (VSE), which instructed NASA to "Extend human presence across the solar system, starting with a human return to the Moon by the year 2020, in preparation for human exploration of Mars and other destinations," among other objectives. As acknowledged in the VSE, significant technology development will be necessary to accomplish the goals it articulates. NASA's Exploration Technology Development Program (ETDP) is designed to support, develop, and ultimately provide the necessary technologies to meet the goals of the VSE. This book, a review of the ETDP, is broadly supportive of the intent and goals of the VSE, and finds the ETDP is making progress towards the stated goals of technology development. However, the ETDP is operating within significant constraints which limit its ability to successfully accomplish those goals-the still dynamic nature of the Constellation Program requirements, the constraints imposed by a limited budget, the aggressive time scale of early technology deliverables, and the desire to fully employ the NASA workforce.

Book excerpt: To meet the objectives of the Vision for Space Exploration (VSE), NASA must develop a wide array of enabling technologies. For this purpose, NASA established the Exploration Technology Development Program (ETDP). Currently, ETDP has 22 projects underway. In the report accompanying the House-passed version of the FY2007 appropriations bill, the agency was directed to request from the NRC an independent assessment of the ETDP. This interim report provides an assessment of each of the 22 projects including a quality rating, an analysis of how effectively the research is being carried out, and the degree to which the research is aligned with the VSE. To the extent possible, the identification and discussion of various cross-cutting issues are also presented. Those issues will be explored and discussed in more detail in the final report.

Book excerpt: In 2003, NASA began an R&D effort to develop nuclear power and propulsion systems for solar system exploration. This activity, renamed Project Prometheus in 2004, was initiated because of the inherent limitations in photovoltaic and chemical propulsion systems in reaching many solar system objectives. To help determine appropriate missions for a nuclear power and propulsion capability, NASA asked the NRC for an independent assessment of potentially highly meritorious missions that may be enabled if space nuclear systems became operational. This report provides a series of space science objectives and missions that could be so enabled in the period beyond 2015 in the areas of astronomy and astrophysics, solar system exploration, and solar and space physics. It is based on but does not reprioritize the findings of previous NRC decadal surveys in those three areas.
