Book excerpt: Utility and Democracy is the first comprehensive historical account of the political thought of Jeremy Bentham (1748-1832), the philosopher and reformer. Philip Schofield draws on his extensive knowledge of Bentham's unpublished manuscripts and original printed texts, and on the new, authoritative edition of The Collected Works of Jeremy Bentham . A compelling narrative charts the way in which Bentham applied his utilitarian philosophy to the rapidly changing circumstances of his age. Schofield begins with a lucid account of Bentham's insights in the fields of logic and language, and in particular his theory of real and fictitious entities, which lie at the foundation of his thought. He proceeds to show how these insights brought Bentham to the principle of utility, which led him in turn to produce the first systematic defence of democracy from a utilitarian perspective. In contrast to previous scholarship, which claims that Bentham's 'conversion' or 'transition' to political radicalism took place either at the time of the French Revolution or following his meeting with James Mill in 1808 or 1809, Professor Schofield shows that the process began in or around 1804 when the notion of sinister interest emerged in Bentham's thought. Bentham appreciated that rulers, rather than being motivated by a desire to promote the greatest happiness of those subject to them, aimed to promote their own happiness, whatever the overall cost to the community. In his constitutional writings of the 1820s, which he addressed to 'all nations professing liberal opinions', Bentham argued that the proper end of constitutional design was to maximize official aptitude and minimize government expense, and that the publicity of official actions, within the context of a republican system of government where sovereignty lay in the people, was the means to achieve it. Bentham's commitment to radical reform led him to advocate the abolition of the British monarchy and House of Lords, the replacement of the Common Law with a codified system of law, and the 'euthanasia' of the Anglican Church.

Book excerpt: RADICAL SPACES explores the rise of popular radicalism in London between 1790 and 1845 through key sites of radical assembly: the prison, the tavern and the radical theatre. Access to spaces in which to meet, agitate and debate provided those excluded from the formal arenas of the political nation-the great majority of the population-a crucial voice in the public sphere. RADICAL SPACES utilises both textual and visual public records, private correspondence and the secret service reports from the files of the Home Office to shed new light on the rise of plebeian radicalism in the metropolis. It brings the gendered nature of such sites to the fore, finding women where none were thought to gather, and reveals that despite the diversity in these spaces, there existed a dynamic and symbiotic relationship between radical culture and the sites in which it operated. These venues were both shaped by and helped to shape the political identity of a generation of radical men and women who envisioned a new social and political order for Britain.

Available in PDF, EPUB and Kindle. Book excerpt: Winner of the International Labor History Award Long before the American Revolution and the Declaration of the Rights of Man, a motley crew of sailors, slaves, pirates, laborers, market women, and indentured servants had ideas about freedom and equality that would forever change history. The Many Headed-Hydra recounts their stories in a sweeping history of the role of the dispossessed in the making of the modern world. When an unprecedented expansion of trade and colonization in the early seventeenth century launched the first global economy, a vast, diverse, and landless workforce was born. These workers crossed national, ethnic, and racial boundaries, as they circulated around the Atlantic world on trade ships and slave ships, from England to Virginia, from Africa to Barbados, and from the Americas back to Europe. Marshaling an impressive range of original research from archives in the Americas and Europe, the authors show how ordinary working people led dozens of rebellions on both sides of the North Atlantic. The rulers of the day called the multiethnic rebels a 'hydra' and brutally suppressed their risings, yet some of their ideas fueled the age of revolution. Others, hidden from history and recovered here, have much to teach us about our common humanity.

Book excerpt: As long as there have been formal governments, there has been political contention, an interaction between ruler and subjects involving claims and counterclaims, compliance or resistance, cooperation, resignation, condescension, and resentment. Where political studies tend to focus on either those who rule or those who are ruled, the essays in this volume call our attention to the interaction between these forces at the very heart of contentious politics. Written by prominent scholars of political and social history, these essays introduce us to a variety of political actors: peasants and workers, tax resisters and religious visionaries, bandits and revolutionaries. From Brazil to Beijing, from the late Middle Ages to the present, all were or are challenging authority. The authors take a distinctly historical approach to their subject, writing both of specific circumstances and of larger processes. While tracing their origins to the social history and structural sociology approaches of the sixties and seventies, the contributors have also profited from subsequent critiques of these approaches. Taken together, their essays demonstrate that the relationship between mobilization for collective action and identity formation is a perennial problem for protest groups -- a problem that the historical study of contentious politics, with its focus on political interaction, can do much to explain.
