Its focus is on equipping Europeans with the right skills in order to increase Europe's workforce employability and to respond to changes in labour market requirements. The agenda is grounded on the evidence of the existence of skills gap and mismatch across the Union and within countries. There is a shortage of basic, digital, transversal, and entrepreneurial skills. A common understanding of key competences on the job is missing. Vocational education and training (VET) is undervalued and its attractiveness and opportunities may be enhanced. Overall, skills intelligence allowing for more informed choices is indispensable for skills policies to make a difference in addressing the extent of mismatch of supplied competences and the occurrence of gaps. All these aspects are relevant at the territorial level. In fact, the outlining of policies and/or interventions in the domains of education and training as well as of youth, employment and migration is not solely a prerogative of national governments. It also occurs at the local and regional level. Furthermore, it is at this same level that labour market needs meet the skills supply and that future trends of job opportunities as well as cooperative approaches among different stakeholders of the labour market are shaped.

Beyond that it carefully illustrates how the Change Laboratory and its principles of double stimulation and ascending from the abstract to the concrete can be used as a theory of change to address one of the difficult and new demands of the European Union’s New Skills Agenda. The author takes the reader through the expansive learning journey and uses strong evidence to show how a new object can be developed, and how associated tensions and contradictions can be surfaced and tackled by actors with a partially shared object, and how a new concept can be formed and enriched through implementation and reflection in a manner that generates collective transformative agency. Book excerpt: There is increasing international evidence and consensus that career guidance and the systematic development of career management skills leads to more effective educational and employment outcomes. - As analysis of selected policy documents (Council, European Parliament) suggests career guidance is a relevant policy element within skills, education, employment and youth policies. Consequently, the role of guidance is stressed in important policy including early school leaving, the Youth Guarantee, the New Skills Agenda for Europe and now in the proposal for a revision of the Europass framework. - European policies for Lifelong Guidance have been promoted by two Council Resolutions (2004, 2008) and by structured cooperation for their implementation undertaken by the European Lifelong Guidance Policy Network (2007- end of funding 2015). ELGPN has produced a number of European reference tools and Member States have reported a positive impact on guidance policy development. A second network of national Euroguidance centres (since 1992) has a more operational profile with a focus on transnational mobility. - Despite progress achieved, there is evidence of a persisting delivery gap in guidance provision in the Member States as consolidation and completion of policy reforms take time. The implementation of the Council Resolution (2008) has not been evaluated so far. - How EU support for future (lifelong) guidance policy development will continue depends on the concrete cooperation structures at European level. In its proposal for a Decision of the European Parliament and the Council on the revision of the Europass framework, the Commission commits itself to support career guidance policy and system development in cooperation with Member States. This may become an opportunity to enhance guidance policies and services in the context of transnational mobility, provided that a state of-the art concept of guidance policies is applied and that Euroguidance has a clearly defined role. The Commission is currently exploring different options. A sustainable implementation of the Council Resolutions on lifelong guidance policies may, however, require a broader approach and an own cooperation structure at European level to foster quality guidance provision for citizens in education, at work or looking for a job.

In order to deliver sector-specific skills solutions, the New Skills Agenda for Europe has launched the Blueprint for Sectoral Cooperation on Skills. The blueprint is a new framework for strategic cooperation between keystakeholders (e.g. businesses, trade unions, research, education and training institutions, public authorities) in a given economic sector. It will stimulate investment and encourage the strategic use of EU and national funding opportunities. The aim is to develop concrete actions to satisfy short and medium term skills needs to support the overall sectoral strategy. The blueprint can only bring results if it is driven and owned by sector stakeholders. In this respect, the full involvement of social partners is very important. The blueprint has been and will continue to be discussed in an open exchange with interested parties, including in the context of sectoral social dialogue committees. The blueprint builds on previous work by the European Commission and sectoral partners (in particular the Sector Skills Councils and the European Sector Skills Alliances) to fight sector skills mismatches. Going forward, it could also support smart specialisation strategies, which help regions choose to specialise in sectors where they can be most competitive. All relevant EU and national qualitative evidence and quantitative data produced under the blueprint will contribute to the skills panorama and the new Europass framework.

As the current framework for cooperation in VET approaches its 2020 horizon, Cedefop is now looking further ahead to stimulate the debate on European VET cooperation until 2030. The first step has been to take stock of the current features of European VET systems, to identify similarities and differences.

Book excerpt: Given changing and increasing skills requirements of labour markets, the EU is facing a number of challenges: a rather low participation of (low-skilled) adults in education and learning, despite progress, a considerable number of early school leavers; lack of quality and attractiveness of Vocational Education and Training (VET) and skills mismatches, in particular considerable overqualification and skills shortages in several occupations. The COVID-19 pandemic has added urgency to skills development in Europe. There are indications for an emerging European and international consensus on key elements of skills strategies for the future: to increase investments, to build whole-government partnerships and to promote medium-level qualifiications allowing for upward mobility. In EU key policy strategies (European Pillar of Social Rights, Digital Agenda and Green New Deal), skills policies are acknowledged as an important factor for competitiveness and citizens' wellbeing. The European Parliament underlines in particular the need for coordinated investment plans to ensure the implementation of skills policies. An analysis of the three European Skills Agendas (2010, 2016, 2020) shows a continuous build-up process in a number of areas (e.g. skills alliances or councils, skills intelligence, increasing the quality and flexibility of VET; ways to strengthen adult learning, tools to make skills better visible). The latest Skills Agenda issued by the Commision in July 2020 is well connected with key EU policy initiatives including the digital and the green transitions as well as the Social Pillar. Many skills initiatives have been significantly scaled up. Examples are the introduction of skills pacts, modernisation of skills intelligence and VET, scaling up Europass, the EU platform for career development, and finally, the provision of comprehensive guidance for using EU funds. Future implementation may require considerable political efforts given a dilemmatic context of increasing needs for skills adjustment under tightening economic and fiscal conditions. Finally, Future Skills Agendas could benefit from a systematic presentation of achievements and gaps under the previous skills agenda (-s) in addition to reporting under the European Semester.
