Book excerpt: "In order to protect America's National Security in a post-drawdown world, the President needs to institute a high-level agency whose sole purpose is to decide where to expend our resources in order to combat terrorism around the world and preserve our national interests. The United States has come full circle from the time of President Clinton, who had a selective-engagement policy, through George Bush, who implemented a preemptive strike, and back to the current selective-engagement policy of President Obama. However, the selection process is like a game of 'whack-a-mole.' This thesis explains how the US came to the place we are, what we are facing now in the current Global environment, and what needs to be done to allow us to maintain a Phase 0 end-state globally. The current United States engagement process is flawed due to a lack of a higher level unified strategy. Currently, limited resources are thinly spread across geographical regions with no cohesive end-state tied to the national interests as defined in the current National Security Strategy. This thesis develops a comprehensive framework that synergizes 'whole of government' efforts on weak, failing or failed states that fall within the intersection of the strategic environment, United States desired end-state, and benefit for the engaged state. This framework represents the hierarchal relationships between national interests and the effects of increased 'whole of government' efforts. Implementation of a Joint Interagency Engagement Group enables a whole of government approach to engagement strategy that promotes National Interest, preserves National Security, and unifies the engagement process towards the national interest.."--Abstract

Book excerpt: In this report the Public Administration Select Committee (PASC) calls for a "wiki" approach to policy-making, where public opinion, ideas and contributions are sought and welcome at any and all stages of the policy cycle. The Government should be able to demonstrate that it has adopted this approach alongside ministerial leadership and responsibility for policy and its outcomes. All policy making carries risks: a lack of appetite for participation, disappointment arising from unrealistic expectations and the dominance of vested interests. Government must frankly assess and address these risks in relation to open policy making. Digital technology has a significant role to play in opening up policy-making. Government could and should go further and embrace radical and innovative approaches, making use of existing platforms and technologies, such as Twitter. The success and impact of public engagement in policy-making must be effectively measured. Government must able to demonstrate value for money and improved outcomes with this new approach, particularly in a time of austerity. The Committee says proposals for both "open" and "contestable" policy-making demonstrate that Government recognises the value of public opinion in helping to identify problems and develop solutions. However, for open policy-making to work, it must be a genuine departure from more traditional forms of policy-making, where public engagement has usually only occurred after the Government has already determined a course of action. Care must be taken to ensure that open policy-making processes are not dominated by vested interests or 'the usual suspects' who are aware of policy 'opportunities'.

Book excerpt: This report is a pilot cross-country study that summarizes 10 years (1998-2008) of the World Bank s engagement at the state level in selected large federal countries and combines elements of a country assistance evaluation and a thematic review. It looks at several strategic and operational questions posed by state-level engagement, among them the selection of states, the scope, and the modalities of engagement. According to the report, two tendencies often in tension featured in most approaches for selection of states for direct engagement. One was to support better-performing, reformist states, while the other was to support the poorest states as a more direct route to reducing poverty. Overall, the study confirms the desirability of continued selective lending in a few focus states. Among other findings: the Bank s engagement with progressive reformist states has added value and has been highly appreciated, but in order to enhance the poverty impact of state level interventions, greater weight should be given to the needs of poorest states by balancing states propensity to reform and the concentration of poverty within them; continued focus on public finance management appears sound, irrespective of whether engagement is confined to this area or serves as an entry point for broader engagement; there is considerable scope for greater impact from knowledge transfer between states and countries and expanded knowledge services to the state-level clients.
