Wells's proposal for social reform was the formation of a world state, a concept that increasingly occupied him throughout the remainder of his life. One of his earliest and most ambitious attempts at portraying a world state was A Modern Utopia (1905) (McLean). Like most utopians, he indicated a series of modifications which in his opinion would increase the aggregate of human happiness. Basically, Wells' idea of a perfect world would be if everyone were able to live a happy life. This book is written with an intimate knowledge of former ideal commonwealths and is a conscious attempt to describe a utopia that is not utopian. June Deery refers to A Modern Utopia as a work in progress for two obvious reasons: 1) It is about social and technological advance, and 2) Wells stresses that he is describing a dynamic utopia. This means that this modern society requires and allows further improvement. The work was partly inspired by a trip to the Alps Wells made with his friend Graham Wallis, a prominent member of the Fabian Society. A Modern Utopia was intended as a hybrid between fiction and 'philosophical discussion'. Wells began by stating that the people of this utopia have to plan "a flexible common compromise, in which a perpetually novel succession of individualities may converge most effectually upon a comprehensive onward development." That is the first, most generalised difference between a Utopia based upon modern conceptions and all the other Utopian stories that were written previously (Wells, Ch. 1). Book excerpt: This book is in all probability the last of a series of writings, of which—disregarding certain earlier disconnected essays—my Anticipations was the beginning. Originally I intended Anticipations to be my sole digression from my art or trade (or what you will) of an imaginative writer. I wrote that book in order to clear up the muddle in my own mind about innumerable social and political questions, questions I could not keep out of my work, which it distressed me to touch upon in a stupid haphazard way, and which no one, so far as I knew, had handled in a manner to satisfy my needs. But Anticipations did not achieve its end. I have a slow constructive hesitating sort of mind, and when I emerged from that undertaking I found I had still most of my questions to state and solve. In Mankind in the Making, therefore, I tried to review the social organisation in a different way, to consider it as an educational process instead of dealing with it as a thing with a future history, and if I made this second book even less satisfactory from a literary standpoint than the former (and this is my opinion), I blundered, I think, more edifyingly—at least from the point of view of my own instruction. I ventured upon several themes with a greater frankness than I had used in Anticipations, and came out of that second effort guilty of much rash writing, but with a considerable development of formed opinion. In many matters I had shaped out at last a certain personal certitude, upon which I feel I shall go for the rest of my days. In this present book I have tried to settle accounts with a number of issues left over or opened up by its two predecessors, to correct them in some particulars, and to give the general picture of a Utopia that has grown up in my mind during the course of these speculations as a state of affairs at once possible and more desirable than the world in which I live. But this book has brought me back to imaginative writing again. In its two predecessors the treatment of social organisation had been purely objective; here my intention has been a little wider and deeper, in that I have tried to present not simply an ideal, but an ideal in reaction with two personalities. Moreover, since this may be the last book of the kind I shall ever publish, I have written into it as well as I can the heretical metaphysical scepticism upon which all my thinking rests, and I have inserted certain sections reflecting upon the established methods of sociological and economic science… . Each has been its author's idea of what the New Jerusalem should be. And some have been extremely material in their plan and scope, quite given over to the mechanical indeed. Mr. Wells's book is rather a study in sociology, and sociology is itself so late a science that it is hardly to be called a science at all. "A Modern Utopia" quite postdates the classic Utopia at all events. It is a sociological study in that it is a criticism of current social conditions under the guise of the description of an imaginary commonwealth, and in that this commonwealth is not purely an ideal one, fixed, absolute, and fanciful, but one which illustrates the present world in a further stage of development. It is in the directions given to this development that Mr. Wells's utopianism consists. The book is not his prophesy of the future such as it would in his estimation be both advisable and feasible for the present finally to become. His future, in fact, is itself a phase, an evolutionary stage, and he suggests rather than excludes the notion of still greater perfection in the more distant future that will stretch indefinitely before it. The book is full of ideas, even conceits. No book by Mr. Wells can be without them. His readers do not need to be assured that here as in his other works his imagination and ingenuity are given full play. But what distinguishes this work, both from others by the same author and from preceding Utopias, is that his imagination and ingenuity are employed very strictly in the service of science.
