Book excerpt: This dissertation describes an equilibrium model to examine domestic airline scheduling and pricing behavior in response to changes in fuel prices and runway capacity limits. A major re-design of an equilibrium model developed by Le (2006) was performed that allows one to look at the responses of the airline industry as costs change and/or as capacity limits are altered. Part of this re-design required an analysis of the sensitivity of airfares to supply changes and the development of general elasticity models for each of the major markets served by the airports in this study. The US Government expects to spend $37 billion in order to increase airspace capacity in the US (e.g. SESAR/NextGen) while economists argue that there are market-based mechanisms that can better manage congestion at airports where expansion is impossible and during the interim before the technologies are fully functional. Those that argue against market-based approaches worry that passengers in smaller markets will lose air-transportation access, airlines are too fragile to incur any new taxes, airfares will increase and it will not force the up-gauging that will improve throughput with current technologies. By evaluating how cost changes and/or capacity changes impact airline behavior, one can evaluate if these arguments are justified. Airline domestic scheduling and pricing behavior is examined at eight congested airports (BOS, DFW, EWR, JFK, LGA, ORD, PHL, and SFO) because they generated 47.5% of the flight delays in 2007 and 42.6% of the flight delays in 2010. We record changes in the markets served by each of these airports, the frequency of service to these markets, changes in the aircraft size, the number of passengers served and the average airfares when fuel price are increased and when runway capacity limits are imposed. We also examine the effect of these changes on the profitability of the airline industry and the amount of fuel used. The results of this analysis show that: The system is very sensitive to fuel price changes and less sensitive to capacity changes, especially between Visual Flight Rules (VFR) and Marginal Visual Flight Rules (MVFR). The Airport Schedule Optimization Model (ASOM) developed in this dissertation indicates that the airline industry is robust but will alter their schedules and service to maintain profitability. As fuel prices increase, airlines are likely to show greater changes in their schedules and the model reflects an increase in airfares, a decrease in passengers served and a decrease in aircraft gauge. As fuel prices start to increase operational costs are dominated by fuel costs. When this occurs, airlines no longer see the economies of scale related to aircraft size that are exhibited at lower fuel costs.

However, these risks occurrences are resulting in the relationship of cause and effect events. These events are not directly observable. Such as, the complexity of relationship between terrorism and airline profitability. Hence, if global airline industry can predict when those risks occur to do protective strategic behavior. It is possible that which can understand why these risk events will occur and their protective strategic behaviors also influence their outcomes to be positive to avoid any external risk threats on the long term. However, I think hierarchy, airlines self organization efficiency methods which are as possible predictors of user preferences to avoid risk threat events to cause whose airline businesses failure occurrences in airline industry.

Commercial airports are not only transport nodes that facilitate aerial movement they are also major centres of employment but often sites of political contestation surrounding their planning and development as economic growth imperatives conflict with environmental concerns. Noise is often cited as being one of the most socially contested aspects of airport operations for local communities, particularly when flights are operating during the night. This is a particular challenge for cargo operators whose business model is based on rapid overnight delivery and distribution. Specific factors including night noise curfews and the provision and co-location of freight forwarders are significant determinants of airport choice and this, in turn, leads to freight forwarding firms clustering at major freight facilities. As well as meeting the mobility needs of business travellers and cargo consignors, air travel also facilitates the mass movement of leisure passengers. The benefits, challenges and limits to growth of this market segment are explored together with the social, economic and environmental challenges tourism creates for receiving countries. The role of airlines in planning, developing and marketing tourist destinations is also examined in this Volume. Aviation-led tourist development is particularly pronounced in cities such as Singapore and Dubai where air service deregulation and airport-airline-destination marketing strategies have created not only major international transit hubs but also significant centres of international urban tourism. In addition to serving routes with high levels of passenger and cargo demand, aviation also performs a vital role for geographically remote and/or inaccessible regions that cannot be rapidly accessed by road, sea or rail. Owing to lower levels of demand, the need for small (and sometimes specially equipped aircraft) and the vagaries of the local weather and climate, these services are expensive to operate and may not be economically viable without subsidy. Experiences from the US and European Union examine some of the issues surrounding the operation of these services. The Volume concludes with consideration of aviation's environmental impacts and potential mitigation strategies such as the EU's Emissions Trading System.

This study by Steven Morrison and Clifford Winston analyzes the effects of deregulation on both travelers and the airline industry. The authors find that lower fares and better service have netted travelers some $6 billion in annual benefits, while airline earnings have increased by $2.5 billion a year. Morrison and Winston expect still greater benefits once the industry has had time to adjust its capital structure to the unregulated marketplace, and they recommend specific public polices to ensure healthy competition.

Book excerpt: Despite the recent global economic downturn, longer term growth is anticipated for aviation with an increasing environmental impact, specifically in the areas of noise, air quality, and climate change. To ensure sustainable growth for aviation, decision-makers and stake-holders need to be armed with information on balancing environmental and economic interests. The main objective of this thesis is to address key shortcomings in current decision-making practices for aviation environmental policies. This work demonstrates how the inclusion of environmental impact assessment and quantification of modeling uncertainties can enable a more comprehensive evaluation of aviation environmental policy measures. A comparison is presented between the conventional cost-effectiveness analysis and an illustrative cost-benefit analysis focused on assessing a subset of the engine NO, emissions certification stringency options under consideration for the upcoming eighth meeting of the International Civil Aviation Organization's Committee on Aviation Environmental Protection. The Aviation environmental Portfolio Management Tool (APMT) is employed to conduct the aforementioned policy assessments. Monte Carlo methods are adopted to explicitly quantify uncertainties in the modeling process. To enable the aviation climate impact assessment required by the policy analysis, a separate component of this work focuses on advancing the climate impact modeling capabilities within APMT. Major contributions towards assessing aviation climate impacts in APMT include: improved characterization of uncertainty for NO1-related effects and for aviation climate damages, introduction of a reduced-order methodology for assessing climate impacts of methane emissions from the processing of alternative jet fuels, and comparison and validation of APMT results with external sources. This work also discusses the importance of uncertainty assessment for understanding the sensitivity of policy analysis outcomes to input and model parameter variability and identifying areas of future work. An uncertainty analysis for the APMT Climate Module is presented. Radiative forcing from short-lived effects, climate sensitivity, damage function, and discount rate are identified to be the model parameters with the greatest contribution to output variability for the Climate Module for any given aviation scenario. Key contributors to uncertainty in the difference between policy and baseline scenarios are determined by the nature of the policy. For the NO, stringency analysis, the NO. radiative forcing and associated efficacies are significant contributors to uncertainty in analysis outcomes. Information based on model uncertainty assessment is also used for distilling and communicating key analysis results to the relevant stake-holders and policy-makers through the development of the lens concept. The lens, defined as a combination of inputs and model parameters representing a particular perspective for conducting policy analysis, is applied in conducting the engine NO, stringency policy assessment.
