Book excerpt: Through the FAO-NORAD project, survey data was used to “map” women’s organizations and assess their present capacities and needs in the small-scale fisheries sector. Data collection for this study (herein referred to as the Women’s SSF Mapping Assessment) in Sierra Leone focused on five districts: Kambia, Port Loko, Moyamba, Bonthe and Pujehun. Between 26 February and 15 March 2021, a total of 59 groups were surveyed (for a full overview of data collection and methods, see Appendix 1), including 10 groups in Pujehun, 11 groups in Port Loko, 18 groups in Kambia, 13 groups in Bonthe and 7 groups in Moyamba. The results of this study and related recommendations for capacity enhancement activities were later validated by stakeholders at the National Inception and Consultative Workshop, held 22 June 2021 in Freetown. Twenty participants attended the workshop, including representatives from all five coastal districts. A variety of stakeholders provided their input on the recommendations to enhance the capacity of women’s small-scale fisheries organizations, including the minister, director and other senior staff members from the Ministry of Fisheries and Marine Resources (MFMR), fisheries out-station personnel, and community stakeholders (e.g. Community Management Associations [CMAs], women fishworkers).

Across these regions, a total of 46 surveys were collected between 23 September and 5 November 2020 (for a full overview of the study methods, see Appendix 1). The results of this study and related recommendations for capacity enhancement activities were later validated by stakeholders at the National Inception and Consultative Workshop held on 20–23 April 2021 in Winneba in the Central region. The workshop was attended by 59 participants, including fish processors drawn from ten project communities; officers from the Fisheries Commission and other partner agencies, including the Food and Drugs Authority (FDA) and the Food Research Institute (CSIR-FRI); and civil society organizations and local non-governmental organizations (NGOs). Each of the ten communities were represented by two processors who participated in project-related surveys (e.g. the study’s baseline assessment) and a leader from at least one women’s small-scale fisheries group. In addition, women’s small-scale fisheries group leaders at the district, regional and national levels were also invited. In all, 30 fish processors and leaders participated in the validation process.

The workshop, which was presided over by the Commissioner for Resource Management, was attended by 40 participants. Their feedback on proposed capacity enhancement activities is reflected in this report.

Book excerpt: The SSF Guidelines recognize the right of fishers and fishworkers, acting both individually and collectively, to improve their livelihoods through value chains, post-harvest operations and trade. To achieve this, the Guidelines recommend building capacity of individuals, strengthening organizations and empowering women; reducing post-harvest losses and adding value to small-scale fisheries production; and facilitating sustainable trade and equitable market access. This document includes nine studies showcasing applied practices and successful initiatives in support of enhancing small-scale fisheries value chains, post-harvest operations and trade, based on the recommendations contained in the SSF Guidelines. Cases presented have been chosen on the basis that they can be emulated elsewhere by small-scale fishery proponents including, but not limited to, national administrations, non-governmental organizations, civil society organizations, private enterprises, development agencies and intergovernmental bodies. An analysis of enabling conditions as well as related challenges and opportunities are discussed in each case. The document supports the 2030 Agenda for Sustainable Development – specifically SDG 14.b: “provide access for small-scale artisanal fishers to marine resources and markets”; and SDG 2.3: “by 2030 double the agricultural productivity and the incomes of small-scale food producers, particularly women, indigenous peoples, family farmers, pastoralists and fishers, including through secure and equal access to land, other productive resources and inputs, knowledge, financial services, markets and opportunities for value addition and non-farm employment”.

However, there is often limited data and information available (or not easily accessible) on their contributions, and hence small scale fisheries tend to be overlooked and marginalized in policy processes, leading to low levels of support for the sector. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and P overty Eradication (the SSF Guidelines), adopted by the FAO Committee on Fisheries (COFI) in 2014, provide a policy framework for how to ensure sustainability for small-scale fisheries through a holistic and integrated approach. However, this transformational process needs substantial support to take place and be successful, which may be difficult to obtain in the absence of better data and information on the socio-economic contributions of small-scale fisheries. For this reason, a new study has been proposed by FAO and WorldFish to build upon the 2012 World Bank, FAO and WorldFish Center report Hidden Harvest: The Global Contribution of Capture Fisheries. The new study would deepen the knowledge and encourage data-sharing on small-scale fisheries and their socio-economic contributions, and also aim to make policy- and decision-makers aware of the sector’s importance.

These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. [Author] The IHH is a global initiative of the Food and Agriculture Organization of the United Nations (FAO), Duke University and WorldFish carried out in support of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). [Author] The IHH report, published in March 2023, provides new evidence about the benefits, interactions and impacts of small-scale fisheries to inform policy and practice.
