During these times of existential crisis, strong leadership, initiative, and ingenuity have ensured a place for the Marine Corps in America's strategic defense policy. The present day ability to provide amphibious forces deployed continuously worldwide is a direct evolution of the amphibious doctrine developed during the interwar period between World War I and World War II. The Marine Corps' ability to provide such forces was a key reason it avoided absorption into the Army. Likewise, the capabilities those forward deployed forces provide were a result of a few creative and bold Marines who developed doctrine, tactics, and a way of fighting that has generated combat forces that are relevant throughout the spectrum of conflict. The most innovative of periods came at the most critical moments for the Marine Corps. Products that were generated during those crisis moments have had a disproportionate impact on American military might during subsequent wars and conflicts. With an examination of Marine Corps organizational activities between WWI, WWII, and the Korean War interwar period trends emerge. These trends can be extrapolated within the strategic context of each period and compared to the upcoming interwar period that will occur once the war in Afghanistan is concluded. The question remains as to whether the Marine Corps is institutionally prepared to address upcoming challenges in the way it did in previous interwar periods.

Johnson believes instead that the principal causes were internal: army culture and bureaucracy, and their combined impact on the development of weapons and doctrine. Johnson examines the U.S. Army's innovations for both armor and aviation between the world wars, arguing that the tank became a captive of the conservative infantry and cavalry branches, while the airplane's development was channeled by air power insurgents bent on creating an independent air force. He maintains that as a consequence, the tank's potential was hindered by the traditional arms, while air power advocates focused mainly on proving the decisiveness of strategic bombing, neglecting the mission of tactical support for ground troops. Minimal interaction between ground and air officers resulted in insufficient cooperation between armored forces and air forces. Book excerpt: The Commandant's Planning Guidance (CPG) provides the 38th Commandant's strategic direction for the Marine Corps and mirrors the function of the Secretary of Defense's Defense Planning Guidance (DPG). It serves as the authoritative document for Service-level planning and provides a common direction to the Marine Corps Total Force. It also serves as a road map describing where the Marine Corps is going and why; what the Marine Corps force development priorities are and are not; and, in some instances, how and when prescribed actions will be implemented. This CPG serves as my Commandant's Intent for the next four years. As Commandant Neller observed, "The Marine Corps is not organized, trained, equipped, or postured to meet the demands of the rapidly evolving future operating environment." I concur with his diagnosis. Significant change is required to ensure we are aligned with the 2018 National Defense Strategy (NDS) and DPG, and further, prepared to meet the demands of the Naval Fleet in executing current and emerging operational naval concepts. Effecting that change will be my top priority as your 38th Commandant. This CPG outlines my five priority focus areas: force design, warfighting, education and training, core values, and command and leadership. I will use these focal areas as logical lines of effort to frame my thinking, planning, and decision-making at Headquarters Marine Corps (HQMC), as well as to communicate to our civilian leadership. This document explains how we will translate those focus areas into action with measurable outcomes. The institutional changes that follow this CPG will be based on a long-term view and singular focus on where we want the Marine Corps to be in the next 5-15 years, well beyond the tenure of any one Commandant, Presidential administration, or Congress. We cannot afford to retain outdated policies, doctrine, organizations, or force development strategies. The coming decade will be characterized by conflict, crisis, and rapid change - just as every decade preceding it. And despite our best efforts, history demonstrates that we will fail to accurately predict every conflict; will be surprised by an unforeseen crisis; and may be late to fully grasp the implications of rapid change around us. The Arab Spring, West African Ebola Outbreak, Scarborough Shoal standoff, Russian invasion of eastern Ukraine, and weaponization of social media are but a few recent examples illustrating the point. While we must accept an environment characterized by uncertainty, we cannot ignore strong signals of change nor be complacent when it comes to designing and preparing the force for the future. What is abundantly clear is that the future operating environment will place heavy demands on our Nation's Naval Services. Context and direction is clearly articulated in the NDS and DPG as well as testimony from our uniformed and civilian leadership. No further guidance is required; we are moving forward. The Marine Corps will be trained and equipped as a naval expeditionary force-in-readiness and prepared to operate inside actively contested maritime spaces in support of fleet operations. In crisis prevention and crisis response, the Fleet Marine Force - acting as an extension of the Fleet - will be first on the scene, first to help, first to contain a brewing crisis, and first to fight if required to do so. The Marine Corps will be the "force of choice" for the President, Secretary, and Combatant Commander - "a certain force for an uncertain world" as noted by Commandant Krulak. No matter what the crisis, our civilian leaders should always have one shared thought - Send in the Marines.

Book excerpt: The defense debate tends to treat Afghanistan as either a revolution or a fluke: either the "Afghan Model" of special operations forces (SOF) plus precision munitions plus an indigenous ally is a widely applicable template for American defense planning, or it is a nonreplicable product of local idiosyncrasies. In fact, it is neither. The Afghan campaign of last fall and winter was actually much closer to a typical 20th century mid-intensity conflict, albeit one with unusually heavy fire support for one side. And this view has very different implications than either proponents or skeptics of the Afghan Model now claim. Afghan Model skeptics often point to Afghanistan's unusual culture of defection or the Taliban's poor skill or motivation as grounds for doubting the war's relevance to the future. Afghanistan's culture is certainly unusual, and there were many defections. The great bulk, however, occurred after the military tide had turned not before-hand. They were effects, not causes. The Afghan Taliban were surely unskilled and ill-motivated. The non-Afghan al Qaeda, however, have proven resolute and capable fighters. Their host's collapse was not attributable to any al Qaeda shortage of commitment or training. Afghan Model proponents, by contrast, credit precision weapons with annihilating enemies at a distance before they could close with our commandos or indigenous allies. Hence the model's broad utility: with SOF-directed bombs doing the real killing, even ragtag local militias will suffice as allies. All they need do is screen U.S. commandos from the occasional hostile survivor and occupy the abandoned ground thereafter. Yet the actual fighting in Afghanistan involved substantial close combat. Al Qaeda counterattackers closed, unseen, to pointblank range of friendly forces in battles at Highway 4 and Sayed Slim Kalay.
