As part of the Foundation’s multifaceted activities—which range from seminars and an advanced training initiative for French doctoral students to joint programs with international organizations an associations—FNEGE partnered with ISEOR to sponsor a series of workshops on developing high quality intervention-research. This volume is one of the results from that endeavor. Although intervention-research helps to uncover valuable insight into organizational dynamics and performance, the challenge of capturing and disseminating that insight to both academics and practitioners is entrenched in the rigor-relevance debate. While we are witnessing increased calls for “actionable knowledge,” this ideal, unfortunately, remains a rather elusive concept as critics contend either that rigorous academic research falls well-short of relevance to the practitioner world or research that proves to be valuable to practitioners falls short of the rigor expected in academic life. This volume is intended to help bridge that divide. It also erects a garish theater of civic morality on whose stage political elites can orchestrate the public vituperation of deviant figures—the teenage “welfare mother,” the ghetto “street thug,” and the roaming “sex predator”—and close the legitimacy deficit they suffer when they discard the established government mission of social and economic protection. By bringing developments in welfare and criminal justice into a single analytic framework attentive to both the instrumental and communicative moments of public policy, Punishing the Poor shows that the prison is not a mere technical implement for law enforcement but a core political institution. And it reveals that the capitalist revolution from above called neoliberalism entails not the advent of “small government” but the building of an overgrown and intrusive penal state deeply injurious to the ideals of democratic citizenship. Drawing on a wealth of original field, survey and historical data, Loïc Wacquant shows that the involution of America's urban core after the 1960s is due not to the emergence of an 'underclass', but to the joint withdrawal of market and state fostered by public policies of racial separation and urban abandonment. In European cities, by contrast, the spread of districts of 'exclusion' does not herald the formation of ghettos. It stems from the decomposition of working-class territories under the press of mass unemployment, the casualization of work and the ethnic mixing of populations hitherto segregated, spawning urban formations akin to 'anti-ghettos'. Comparing the US 'Black Belt' with the French 'Red Belt' demonstrates that state structures and policies play a decisive role in the articulation of class, race and place on both sides of the Atlantic. It also reveals the crystallization of a new regime of marginality fuelled by the fragmentation of wage labour, the retrenchment of the social state and the concentration of dispossessed categories in stigmatized areas bereft of a collective idiom of identity and claims-making. These defamed districts are not just the residual 'sinkholes' of a bygone economic era, but also the incubators of the precarious proletariat emerging under neoliberal capitalism. Urban Outcasts sheds new light on the explosive mix of mounting misery, stupendous affluence and festering street violence resurging in the big cities of the First World. By specifying the different causal paths and experiential forms assumed by relegation in the American and the French metropolis, this book offers indispensable tools for rethinking urban marginality and for reinvigorating the public debate over social inequality and citizenship at century's dawn.

As a result, there is much novel information on newly studied populations, and even newly discovered species, that has not yet been published or summarized. In fact, lemurs have not been the focus of an international symposium since the Prosimian Biology Conference in London in 1972. Moreover, research on lemurs has reached a new quality by addressing general issues in behavioral ecology and evolutionary biology. Although lemurs provide important comparative information on these topics, this aspect of research on lemurs has not been reviewed and compared with similar studies in other primate radiations. Thus, as did many in the field, we felt that the time was ripe to review and synthesize our knowledge of lemur behavioral ecology. Following an initiative by Gerry Doyle, we organized a symposium at the XIVth Congress of the International Primatological Society in Strasbourg, France, where 15 contributions summarized much new information on lemur social systems and their ecological basis. This volume provides a collection of the papers presented at the Strasbourg symposium (plus two reports from recently completed field projects). Each chapter was peer-reviewed, typically by one "lemurologist" and one other biologist. The first three chapters present novel information from the first long-term field studies of three enigmatic species. Sterling describes the social organization of Daubentonia madagascariensis, showing that aye-aye ranging patterns deviate from those of all other nocturnal primates.

Grâce à cette croissance macroéconomique, la santé de la population s’est améliorée, le nombre des jeunes fréquentant l’école a augmenté, et le taux d'extrême pauvreté a diminué de 54 % en 1990 à 41 % en 2015. La région a connu moins de conflits (en dépit de ceux qui couvent dans certains pays et du nombre inquiétant des personnes déplacées), un élargissement des libertés politiques et sociales, et des progrès dans l’égalité hommes-femmes. Malgré ces avancées, les défis sont énormes. La croissance économique a ralenti au cours des dernières années. Les taux de pauvreté affichés dans de nombreux pays sont les plus élevés du monde. Et la croissance démographique africaine provoque une augmentation du nombre des pauvres du continent. Au niveau mondial, on assiste à un déplacement de la pauvreté de l'Asie du Sud vers l'Afrique. La stabilité et la croissance macroéconomiques sont certes des composantes essentielles de la réduction de la pauvreté et de l’amélioration du bien-être, mais elles ne sont pas suffisantes. Ce rapport explore les points d’entrée critiques et les domaines d’action prioritaires pour l’accélération de la réduction de la pauvreté en Afrique. Au-delà de la stabilité et de la croissance macroéconomiques, il cherche à savoir ce qui peut encore être fait et à identifier les points sur lesquels les décideurs devraient se concentrer pour réduire la pauvreté. Un agenda des politiques favorable aux pauvres requiert de la croissance aux endroits où ceux-ci vivent et travaillent, ainsi que de s’attaquer aux nombreux risques auxquels les ménages sont exposés. En conséquence de quoi, le présent rapport a ajouté une optique « emplois » à son travail. Il met carrément l’accent sur la productivité et les moyens de subsistance des pauvres et des personnes vulnérables, autrement dit sur ce qui est nécessaire pour accroître leurs revenus. Il s’attache enfin à la manière de financer l’agenda de lutte contre la pauvreté et de développement.
