This study considers the evolution of terrorism since 1968 and how airlines and governments have attempted to deal with this form of violence through a series of nonforce strategies. Using historical examples, we see how governments, particularly the United States, attempted to counter politically motivated aerial hijacking with metal detectors, legal means, and, finally, in frustration, counterviolence operations to subdue terrorists. As nations witnessed aerial hijacking and sieges, the requirement for paramilitary and military counterterrorist forces became a necessity. Through use of examples from Israel (Entebbe 1976), West Germany (Mogadishu 1977), and Egypt (Malta 1985), Taillon concludes that cooperation—ranging from shared intelligence to forward base access and observers—can provide significant advantages in dealing with low-intensity operations. He hopes to highlight those key aspects of cooperation at an international level which have, at least in part, been vital to successful counterterrorist operations in the past and, as we witnessed again in the campaign in Afghanistan, are destined to remain so in the future.

Book excerpt: The next desert war the United States fights could be against an enemy more comparable to us in training, motivation, and technology than the recent conflict in the Persian Gulf. The Middle East is a dangerous part of the world where we have limited experience in the use of high technology weapons, or in large-scale combat even given the recent war against Iraq. Since we have limited experience in these areas, this thesis analyzes two of the most recent historical examples of such combat from the 1967 and 1973 Arab-Israeli Wars to reveal conclusions useful to U. S. war fighters. This thesis examines the Battle of Um Katef, Abu Ageila from the 1967 War, and the Sinai Campaign from the 1973 War. They were examined primarily from secondary sources, using the U. S. Army battlefield operating systems, as the framework to evaluate success or failure. The resulting keys to success or reasons for failure were then further evaluated against the four tenets of U. S. Airland Battle Doctrine (Agility, Initiative, Depth, and Synchronization). The result of this investigation is a number of conclusions regarding modern combined arms combat. These conclusions are categorized as strengths or weaknesses and presented as lessons learned. Surprisingly enough, none of the lessons learned proved to be environment specific.

Stalin, too, had abundant warning of German designs on Russia but believed that by avoiding "provocative" defensive measures he could avert the attack that finally came in June 1941. And the stories of the Japanese attack on Pearl Harbor, the Korean War, and three Arab-Israeli conflicts are replete with missed opportunities to react to unmistakable warnings. Richad K. Betts analyzes surprise attacks during the mid-twentieth century to illustrate his thesis: surprise attacks occur, not because intelligence services fail to warn, but because of the disbelief of political leaders. "Although the probability is low that the United States will fail to deter direct attack by the Soviet Union," Betts says, "the intensity of the threat warrants painstaking analysis of how to cope with it." His own investigation of the historical, psychological, political, diplomatic, and military aspects of his subject heightens understanding of why surprise attacks succeed and why victim nations fail to respond to warnings. In discussing current policy he focuses on the defense of Western Europe and applies the lessons of history to U.S. defense planning, offering detailed recommendations for changes in strategy. Obviously some of the potential dangers of military surprise cannot be prevented. The important thing, he emphasizes, is that "without forces that exceed requirements (the solution Moscow appears to have chosen), it is vital to ensure that what forces exist can be brought to bear when needed.

Book excerpt: How much influence does the regime type of a country have on its ability to win an international war? Upon closer inspection, very little. A careful study of the process by which peaceful citizens are converted into instruments of state-sponsored destruction shows that countries with democratic systems of government perform no better in international wars than their non-democratic counterparts. Instead, it is the size of the population asset that the states leadership can gather, leverage, and deploy in combat that has historically mattered most for victory in war. Population sizes of countries in the international system are so varied that it is virtually impossible for a small nation to withstand the military onslaught of a more populous foe, a finding that reintroduces some basic tenets of realism to modern foreign policy discussions. The importance of the size and quality of a countrys population is demonstrated via statistical analysis on a novel dataset of international wars since 1816, as well as detailed case studies of the Arab-Israeli Wars and German invasion of France in 1940.
