Book excerpt: Excerpt from The Southern Whigs, 1834-1854 While the function of government is to adjust society to its environment and to adjust groups and individuals within society to one another, and the function of politics is to readjust society in response to changes in the condi tions of life, the adjustment and readjustment are never perfect. Political problems are never fully solved, but always in the process of solution. They could be fully solved only if men's knowledge, intelligence, and self control were perfect, and if men's conditions, interests, and aims were harmonious. Since these are never so, there is never a cessation of political strife, but only an occasional abatement. When, in a republic, relatively permanent differences of condition and interest set off one large ele ment of the people against another, each lull in politics, each era of good feeling, is likely to be succeeded by a revival of the same alignments as before, and a renewal of strife on much the same grounds.
