Available in PDF, EPUB and Kindle. Book excerpt: This book offers a general introduction to and analysis of the history, theory and public policy of Australian local government systems. Conceived in an international comparative context and primarily from within the discipline of political studies, it also incorporates elements of economics and public administration. Existing research tends to conceptualise Australian local government as an element of public policy grounded in an 'administrative science' approach. A feature of this approach is that generally normative considerations form only a latent element of the discussions, which is invariably anchored in debates about institutional design rather than the normative defensibility of local government. The book addresses this point by providing an account of the terrain of theoretical debate alongside salient themes in public policy.

Available in PDF, EPUB and Kindle. Book excerpt: Managing Local Government: An Essential Guide for Municipal and County Managers offers a practical introduction to the changing structure, forms, and functions of local governments. Taking a metropolitan management perspective, authors Kimberly Nelson and Carl W. Stenberg explain U.S. local government within historical context and provide strategies for effective local government management and problem solving. Real-life scenarios and contemporary issues illustrate the organization and networks of local governments; the roles, responsibilities, and relationships of city and county managers; and the dynamics of the intergovernmental system. Case studies and discussion questions in each chapter encourage critical analysis of the challenges of collaborative governance. Unlike other books on the market, this text’s combined approach of theory and practice encourages students to enter municipal and county management careers and equips them with tools to be successful from day one.

Book excerpt: Originally published in 1946, this book traces the essential changes in structure, areas and in the relations between local and central authorities in England from 1832 to the Education Act of 1944. Modern English local government has developed from the industrial and scientific revolution and the growth of political democracy since 1832 and the present system is the result of an interplay between political, economic and scientific factors. The book contains a stand-alone chapter on London government and an introductory chapter on the condition of local government between 1689 and 1832.

Available in PDF, EPUB and Kindle. Book excerpt: The Oxford Handbook of State and Local Government is an historic undertaking. It contains a wide range of essays that define the important questions in the field, evaluate where we are in answering them, and set the direction and terms of discourse for future work. The Handbook will have a substantial influence in defining the field for years to come. The chapters critically assess both the key works of state and local politics literature and the ways in which the sub-field has developed. It covers the main areas of study in subnational politics by exploring the central contributions to the comparative study of institutions, behavior, and policy in the American context. Each chapter outlines an agenda for future research.

Book excerpt: Over the past three decades the developing world has seen increasing devolution of political and economic power to local governments. Decentralization is considered an important element of participatory democracy and, along with privatization and deregulation, represents a substantial reduction in the authority of national governments over economic policy. The contributors to Decentralization and Local Governance in Developing Countries examine this institutional transformation from comparative and interdisciplinary perspectives, offering detailed case studies of decentralization in eight countries: Bolivia, Brazil, China, India, Indonesia, Pakistan, South Africa, and Uganda. Some of these countries witnessed an unprecedented "big bang" shift toward comprehensive political and economic decentralization: Bolivia in 1995 and Indonesia after the fall of Suharto in 1998. Brazil and India decentralized in an uneven and more gradual manner. In some other countries (such as Pakistan), devolution represented an instrument for consolidation of power of a nondemocratic national government. In China, local governments were granted much economic but little political power. South Africa made the transition from the undemocratic decentralization of apartheid to decentralization under a democratic constitution. The studies provide a comparative perspective on the political and economic context within which decentralization took place, and how this shaped its design and possible impact.
