Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from A History of British Socialism, Vol. 2 In the spring of 1919, Vol. I. Of my History of British Socialism was published in London and found an exceedingly favourable re ception from the whole British press. The last months of the year were devoted to the completion of Vol. II., and a considerable amount of new matter, dealing with the movement from 1914 to 1920, was added. For suggestions, notes, and books covering the last six years I am under a very great obligation both to Mr. R. Page Arnot, secretary of the Labour Research Department, London, without whose assistance this volume could not have been as complete as I hope it is, and to Mr. R. H. Tawney, who has been indefatigable in encouraging and helping me to bring the last chapters of Vol. II. Up to the standard of Vol. I. Likewise, I owe a debt of gratitude to Professor Graham Wallas for many useful hints on the study of certain phases of Chartism, which he kindly gave me during my calls-at his house in the winter of 1913-14. Finally, I express my thanks to the Director of the Reichstag Library, Berlin, for allowing me to use the rich collection of works on socialism and economics under his charge, and to Professor Dr. Schumacher, the Director of the Staatswissmschafflicha Seminar of the Berlin University, for a similar privilege. Book excerpt: Excerpt from A History of British Socialism The book which is now published under the title A History of British Socialism, Volume was intended by the author to be the first of two volumes, the second of which would carry the story of British Socialism into the opening decade of the present century. The War intervened before the second volume was ready for the Press, and Mr. Beer, like most other students, was compelled for the time being to lay his literary work on one side. The first volume, therefore, is now published separately; the next, it is hoped, will appear on the return of peace. Together they will form the most complete account of the development of Socialist thought in Great Britain which has yet appeared. The subject of the present volume is the growth of Socialism down to the rise of Chartism, and its readers must remember that there is a sequel in which the story is completed. But the period with which it deals is sufficiently distinct to be studied separately, and the book is a unity, not a mutilated fragment. Purchasers can usually download a free scanned copy of the original book (without typos) from the publisher. Not indexed. Not illustrated. 1921 edition. Excerpt: ... THE GENERAL CONVENTION t.--THE OPENING OF THE CONVENTION The immediate result of the efforts made during 1838 was the National Convention, which met in London on February 4, 1839, for the purpose of inducing parliament to adopt the National Petition and the People's Charter. The Convention was the first Labour Parliament in Great Britain. Its original title was the National Convention, but since that name revived recollections of the French Revolution and contributed to increase the enmity of the ruling classes towards Chartism, the Chartist leaders agreed to alter it. From this time it was called: "The General Convention of the Industrious Classes of Great Britain." The number of the delegates elected in the various towns and districts was 56, 53 of whom accepted their mandates. The delegates were not by any means united in their views and plans. They gradually formed three parties, a Right, a Left, and a Centre. The Right, to which J. P. Cobbett, Hadley, Salt, and Wade belonged, was dead against any serious contest or any violent speech, and was in favour of the Convention acting strictly within the letter of the law. The great majority of the Convention, including O'Connor, Lovett, and O'Brien, were for legal and constitutional means; by "constitutional" they understood struggles and resistance to constituted authority interpreted by O'Connor, on the one hand, probably as street fighting, whilst Lovett, on the other, would be thinking of demonstrations and protests, possibly leading to trials and imprisonment of delegates. The Left consisted of Taylor, Cardo, Ryder, Harney, Frost, Burns, Bussey, Marsden, and Lowery, who by degrees arrived at the firm conviction that insurrection was to be preferred to any number of speeches or...

Book excerpt: Excerpt from Demos: A Story of English Socialism, Vol. 2 of 3 IN the church of the Insurgents there are many orders. To rise to the supreme passion of revolt, two conditions are indispensable: to possess the heart of a poet, and to be subdued by poverty to the yoke of ignoble labour. But many Who fall short of. The priesthood have yet a share of the true. Spirit, bestowed upon them by circumstances of birth and education, developed here and there by the experience of life, yet rigidly limited in the upshot by the control of material ease, the fatal lordship of the comfortable commonplace. Of such was Hubert Eldon. In him, despite his birth and breeding, there came to the surface a rich vein of independence, obscurely traceable, no doubt, in the characters of certain of his ancestors, appearing at length Where nineteenth-century influences had thinned the detritus of conven vol. II. Btion and class prejudice. His nature abounded in contradictions, and as yet self-studywin itself the note of a mind striving for emancipation had done little for him beyond making clear the manifold difficulties strewn in his path of progress. Book excerpt: Excerpt from Industries and the State Under Socialism, Vol. 2 I was asked to discuss today the subject of Industries and the State. I accepted, because I had something which I wished to say upon that subject to those who represent the industrial interests of this country. There are many phases of the subject, varying in their importance and pertinence. That phase which I shall present is one which some of you will be inclined, upon first impression, to deem such as to make my discussion in the nature of a digression. To me it is the most important and the most pertinent phase of the subject before us. You may have expected a discussion of the needs and benefits of uniform state laws in respect of interstate commercial transactions and of the great work in that line which is being accomplished by the National Conference of Commissioners on Uniform State Laws. I might well discuss the attitude of State Governments and of the Federal Government toward industrial enterprises and also the attitude of industries toward the State, and the changes which might be brought about to the benefit of all. Book excerpt: Excerpt from Socialism and Government, Vol. 2 A critical examination of the various schemes proposed for increasing the accuracy Of the work of representative governments, and bringing them into more intimate touch with the national will, has resulted so far not only in the rejection of the proposals themselves, but in a dis agreement with the principles from which they issue. Behind most of these proposals lies a fallacious expectation that if votes or voting were differently manipulated, some difference would be shown in the quality of legislation. An electorate cajoled, deceived, bribed under one system of election, will be cajoled, deceived, bribed under any system; an electorate which has not the intelligence to know its own mind or to form an ideal for itself will not find the salvation of intelligence under the Referendum, Proportional Representation. Book excerpt: Excerpt from Appeal Socialist Classics, Vol. 2: The Science of Socialism Whilst, however, the revolution in the conception of Nature could only be made in proportion to the corre sponding positive materials furnished by research, al ready much earlier certain historical facts had occurred which led to a decisive change in the conception of his tory. In 1881, the first working class rising took place in Lyons; between 1838 and 1842, the first national work ing class movement, that of the English Chartists, reached its height. The class struggle between prole tariat and bourgeoisie came to the front in the history of the most advanced countries in Europe, in proportion to the development, upon the one hand, of modern industry, upon the other, of the newly acquired political suprem acy of the bourgeoisie. Facts more and more strenuously gave the lie to the teachings of bourgeois economy as to the identity of the interests of capital and labor, as to the universal harmony and universal prosperity that would be the consequence of unbridled competition. All these things could no longer be ignored, any more than the French and English Socialism, which was their theoretical, though very imperfect, expression. But the old idealist conception of history, which was not yet dis lodged, knew nothing Of class struggles based upon eco nomic interests, knew nothing of economic interests; pro duction and all economic relations appeared in it only as incidental, subordinate elements in the history of civiliza tion. Book excerpt: Excerpt from The Historical Basis of Socialism in England English translation will, I am told, certainly appear within the next few months, together with a translation of the nu published second part. The works of Engels, Rodbertus, Held, Meyer, &c., however, are only to be read in German. Since this work was in type an article on Socialism in England has appeared in the Quarterly Review. Forty pages are devoted to a little book of mine entitled, Eng land for All, published about two years and a half ago. The criticism, which is very laboured, has been fully met, by anticipation, in the following pages. In leaving the book to the judgment of the public, I do so with the hope that, whatever errors and shortcomings I may have been guilty of, some readers will be induced to look more carefully than they otherwise would into the system of production and the social arrangements around them. My friends and fellow-workers of the Democratic Federation, whose zeal, enthusiasm, and self-sacrifice have given so great an impetus to the cause, will I trust find in it some help in the noble work they have undertaken. Book excerpt: Socialists are united far more by their shared opposition to anomic individualism than by their commitment to any single interpretative scheme or body of beliefs. However, the 42 texts by the 27 socialists represented in this collection show that, in spite of the striking differences, there are certain crucial similarities and points of convergence. These volumes show that in Britain, at least in the years from 1825-1952, the democrats who called themselves socialists tended to concentrate their discussion around four common themes that served as the core of their common cause: quest for community, the institution of equality, the rehabilitation of the state, and transition by consent. The classic texts contained in these ten volumes, which encompass the Ricardian socialists, the Christian socialists, and the Fabian socialists, seek to make human interaction and social responsibility the centrepiece of economic debate from a variety of ideological perspectives. These key contributions to British thought between 1825 and 1952 are still a source of stimulus to students of political economy even as they have acquired the status of great historical works.
