In former classifications they headed the Class of Birds, being honored with this position in consequence of their powerful organization, large size, and predatory habits. But it being now known that in structure they are less perfectly organized than the Passcres and Strisorcs, birds generally far more delicate in organization, as well as smaller in size, they occupy a place in the more recent arrangements nearly at the end of the Terrestrial forms. The complete definition of the order Raptorcs, and of its subdivisions, requires the enumeration of a great many characters; and that their distinguishing features may be more easily recognized by the student, I give first a brief diagnosis, including their simplest characters, to be followed by a more detailed account hereafter. Common Characters. Bill hooked, the tipper mandible furnished at the base with a soft skin, or "cere," in which the nostrils are situated. Toes, three before and one behind. Raptores. Strigidae. Eyes directed forwards, and surrounded by radiating feathers, which are bounded, except anteriorly, by a circle or rim of differently formed, stiffer feathers. Outer toe reversible. Claws much hooked and very sharp. Legs and toes usually feathered, or, at least, coated with bristles. The Owls. Falconidae. Eyes lateral, and not surrounded by radiating feathers. Outer toe not reversible (except in Pandion). Claws usually booked and sharp, but variable. Head more or less completely feathered. The Hawks. Cathartidae. Eyes lateral; whole head naked. Outer toe not reversible; claws slightly curved, blunt. The Vultures. The preceding characters, though purely artificial, may nevertheless serve to distinguish the three families of Raptores belonging to the North American Ornis; a more scientific diagnosis, embracing a sufficient number of osteological, and accompanying anatomical characters, will be found further on. This publication briefly summarized the information about our local birds available at that time, and was a veritable mine of inspiration and assistance to the modern generation of field ornithologists and amateur bird students, who were then just beginning work. It is difficult to conceive the change that has taken place in these seventeen years. For one person interested in birds then there are now hundreds, who cover almost every section of the area at every season of the year. When Dr. Chapman wrote, not only were many parts of his territory without a resident student, but many sections had never even been visited by anyone interested in birds, or had remained unvisited for many years. Twenty-five years ago an active field man went out collecting a few dozen times a year, or made two or three trips lasting a week or so apiece. Nowadays an active student will often be afield a hundred times in one year. The result is an enormous mass of data and notes of all kinds, which, when digested and arranged, greatly extend the knowledge of our birds, and modify many old conceptions of their status and distribution. The Linnaean Society of New York, throughout this period, has been the main center and nucleus for this growth of ornithological interest. At its meeting of October 14, 1919, Dr. Chapman moved that a committee be appointed to prepare as complete and detailed a Local Avifauna as present knowledge permitted. This committee, appointed somewhat later, consisted of Mr. J. T. Nichols as chairman, Dr. E. R. P. Janvrin, and the writer. Bill conical, the outlines slightly curved; the lower mandible decidedly larger than the upper; the commissure gently sinuated; the roof of the mouth not knobbed. Feet slender; tarsus rather longer than the middle toe; the hinder toe a little longer than the outer lateral, which slightly exceeds the inner; the outer claw reaching the base of the middle one, and half as long as its toe. Claws moderately curved. Tertiaries and secondaries nearly equal; wing somewhat pointed, reaching not quite to the middle of the tail. First quill a little shorter than the second and equal to the fifth; third longest. Tail Spizella monticola. rather long, moderately forked, and divaricated at the tip; the feathers rather narrow. Back streaked; rump and beneath immaculate. Young streaked beneath. This genus differs from Zonotrichia principally in the smaller size and longer and forked, instead of rounded tail. Birds of the year of this genus are very difficult to distinguish, even by size, except in monticola. The more immature birds are also very closely related. In these the entire absence of streaks on a plumbeous head point to atrigularis; the same character in a reddish cap, and a reddish upper mandible to pusilla; a dusky loral spot with dark streaks and generally a rufous shade on top of head, to socialis. S. breweri, with a streaked head, lacks the dusky lore and chestnut shade of feathers. S. pallida generally has a median light stripe in the cap, and a dusky mandibular line.
