The study was inspired by the belief that through its findings useful data can be generated for guiding improvements of adult education in the community. The specific objectives of the study were to: assess adult educators’ perceptions on the intended outcome of the adult education programmes, determine the limiting factors to successful implementation of adult education campaigns for community development in Morogoro Region. The research involved a cross-sectional survey design and data were drawn from 80 adult educators by means of self developed questionnaire. Descriptive statistics was performed to determine frequencies, percentages and mean and rank of the items studied. Data from focused group discussion were manually analysed. The findings show that there are some forces or factors in Morogoro which hinders implementation of adult education and also, they don’t believe in the intended outcomes of adult education as being trans formative in terms of development. In addition generally few of the educators were found to be not sure of adult education’s relevance. These findings imply that more efforts should be made to re-educate adults. Tanzania, like all other UNESCO member states, has committed to EFA goals defined in the Dakar Declaration on Education for All and the Framework for Action. This study focused on reviewing the achievements made and shortfalls encountered by Tanzania (Mainland) towards attaining the six EFA goals since the on-set of the new millennium. The study made use of documentary sources in which the researcher systematically and objectively researched evidences relevant to the study question. The analysis of the six EFA goals were categorized into three major themes namely early childhood care and education, universal primary education and gender and learning programmes for life skills and literacy. The categorization of these themes was based on the fact that quality (EFA goal 6) cuts across all EFA goals. The results indicated that the country has attained momentous progress in universalizing primary education, closing the gender gap and meeting the learning needs of youth and adults through non-formal delivery modes. On the other hand, it has made little progress in providing comprehensive early childhood care and education. The study further identified critical shortfalls facing the implementation of the EFA goals in the country. Among the major shortfalls are ensuring comprehensive early childhood care and education, quality education, education equity, learning programmes for disadvantaged population groups, provision of relevant literacy and life skills and management of the EFA statistics. This indicates that, still there is a long way to go in order to fully meet the learning needs of all children, youths and adults. Finally, the study recommends the country to undertake broad reflection on policies and practices to make the EFA goals viable.

It was only after the Arusha Declaration of 1967 that Nyerere formulated the first policy on education - Education for Selfreliance - with the goal of re-examining and modifying the education system in Tanzania. Education for Self-reliance emerged as an attempt to revolutionize the educational system, making it more relevant to Tanzanians, while using education as a vehicle for eliminating socioeconomic inequalities in Tanzania and cultivating a culture of self-reliance. Despite the challenges faced in the implementation process, Nyerere's approach to development through Education for Self-reliance was peoplecentred. I It contributed to changes in the Tanzanian peoples' attitudes and provided the necessary knowledge and skills which would enable them to be active participants of their own development. This study sets out to reconsider Tanzania's education policy under Nyerere by examining Education for Self-reliance as an alternative path to development, while evaluating the practical effectiveness of the policy in postcolonial Tanzania.
