Book excerpt: Excerpt from The Parliamentary Election Manual: A Practical Handbook on the Law and Conduct of Parliamentary Elections in Great Britain and Ireland The Work, it is believed, will be found to be brought up to date. The substance of the Returning Officers (scotland) Act, 1891, which was passed at the close of the last Session of Parliament, has been incorporated under the title of Returning Oflicers' Charges. Recent action of the House of Commons in relation to the Verney and De Cobain cases, in so far as it affects the status of elected members, is alluded to in its proper place. Appropriate reference will also be found to the opinions upon corrupt practices lately delivered in Par liament by her Majesty's attorney-general and Solicitor General for England. Available in PDF, EPUB and Kindle. Book excerpt: Primary elections have been used for the past century for most U.S. elective offices and their popularity is growing in other nations as well. In some circumstances, primaries ensure that citizens have a say in elections and test the skills of candidates before they get to the general election. Yet primaries are often criticized for increasing the cost of elections, for producing ideologically extreme candidates, and for denying voters the opportunity to choose candidates whose appeal transcends partisanship. Few such arguments have, however, been rigorously tested. This innovative Handbook evaluates many of the claims, positive and negative, that have been made about primaries. It is organized into six sections, covering the origins of primary elections; primary voters; US presidential primaries; US subpresidential primaries; primaries in other parts of the world; and reform proposals. The Routledge Handbook of Primary Elections is an important research tool for scholars, a resource guide for students, and a source of ideas for those who seek to modify the electoral process.

Available in PDF, EPUB and Kindle. Book excerpt: No subject is more central to the study of politics than elections. All across the globe, elections are a focal point for citizens, the media, and politicians long before--and sometimes long after--they occur. Electoral systems, the rules about how voters' preferences are translated into election results, profoundly shape the results not only of individual elections but also of many other important political outcomes, including party systems, candidate selection, and policy choices. Electoral systems have been a hot topic in established democracies from the UK and Italy to New Zealand and Japan. Even in the United States, events like the 2016 presidential election and court decisions such as Citizens United have sparked advocates to promote change in the Electoral College, redistricting, and campaign-finance rules. Elections and electoral systems have also intensified as a field of academic study, with groundbreaking work over the past decade sharpening our understanding of how electoral systems fundamentally shape the connections among citizens, government, and policy. This volume provides an in-depth exploration of the origins and effects of electoral systems.

Book excerpt: Excerpt from A Handbook of the Law Relating to the Management of Parliamentary, Municipal and County Council Elections: Second Edition In the speech from the throne on the prorogation of Parliament, Her most gracious Majesty is made to say, that the Act which establishes the Ballot will assist to secure alike the independence of the voter, and the tranquillity and purity of elections for members to serve in Parliament. But curiously enough, though the Ballot Act extends also to Municipal Elections, the same hopes are not held out as regards those elections. Let us trust, however, that experience will be found fully to justify, not the expectations merely, but the confident assurances of the Royal Speech; and that Parliamentary and Municipal Elections will henceforth be reflexes of the independence of the voter, of tran quillity in the conduct of the election, and of purity on the part of candidates as well as of constituencies. Book excerpt: This comparative study brings together academics and practitioners who work in the field of media and elections to provide a set of national case studies and an analysis of the legal and regulatory frameworks that are employed by nation states to ensure that the media perform according to certain standards during election periods. In setting out the legal and regulatory framework each chapter provides an account of the socio-political conditions and media environment in each of the countries and subsequently details the laws that govern the print and broadcast media during election campaign periods. The countries included are France, Germany, Italy, Russia, South Africa, the United States, and the United Kingdom. A set of reflections by a Member of the European Parliament and a set of recommendations for good practice in media and elections are also included. Thus, the book is organized to provide a practical guide so that it can be used as a handbook.

Book excerpt: Elections have always been an integral part of post-independence African politics and have assumed utmost importance in the course of recent democratisation processes. However, comparative research on the political development in Africa lacks reliable electoral data. Elections in Africa fills this cap. The handbook is the only reliable source for African elections from independence to present. In the first volume of this series, Elections in Africa presents a country-by-country study of African nations that provides a comparative introduction on elections and electoral systems. Each country chapter examines the history of the institutional and electoral arrangements, the evolution of suffrage and current electoral provisions. Precise and exhaustive data on national elections and referendums are presented comparatively. The book provides a definitive and comprehensive set ofdata on elections and electoral systems in order to facilitate comparative research. Data is presented in a systematic manner allowing for both historical and cross-national comparisons.
